26 yrs after the genocide against the Tutsi, several genocide perpetrators are roaming free, including in France, UK- two permanent members of the security council. It is action by states,not verbal commitments, tht are the real barometer of their commitment to justice.

certain UN Member States are not cooperating with the Prosecutor to
apprehend fugitives located in their territory.
