Citizens of Newcastle,
As of Oct 31, 2025, Chief Steve Kajihiro will be retiring from Law Enforcement after 34 years of service. With that said, we would like to introduce the new Chief of Police for Newcastle, Scott Mandella.
Chief Mandella brings nearly two decades of law enforcement experience and a strong record of community-focused leadership.
Chief Mandella joined the King County Sheriff's Office in 2007 after returning from service in Operation Enduring Freedom. He served 16 years with the Burien Police Department as a patrol deputy, detective in both the Criminal Investigation Unit and the Crime Reduction Unit, and as a Law Enforcement Co-Responder.
In 2022, he helped launch the KCSO's first Co-Response Unit, pairing officers with mental health professionals to improve crisis response and connect residents with appropriate care.
Promoted to Sergeant in 2023, Chief Mandella spent 18 months with the Shoreline Police Department, where he supervised patrol officers, the K9 team, and four crisis responders.
A trained Crisis Negotiator, he is recognized for his calm leadership, focus on de-escalation, and commitment to building trust
between law enforcement and the community.
A lifelong East King County resident, Chief Mandella and his wife Kelly have been married for 25 years. They have two daughters and two grandchildren.
