Good morning,
I thought I would post what the job description is for the County Emergency Manager and what the responsibilities are so the public of Weston County are aware, can ask questions, help me become better, see what the over all scope is. Of course, there are those other tasks as assigned, plus being a Red Cross Volunteer for the County also is a responsibility that could use some help if anyone is interested in volunteering. Please remember this is a one person position, and volunteers in the Emergency Mgt. Office is always welcome.

This is an appointed position responsible for the development, implementation, and maintenance of an emergency management system in Weston County/the state of Wyoming to save lives and protect property. It is designed to reduce the vulnerability of the residents and the communities in Weston County from damage, injury and loss of life and property resulting from terrorism, natural disasters, and major emergencies. The Emergency Manager shall coordinate activities relating to the prevention, mitigation, preparedness, response and recovery to a terroristic event, natural disasters and emergencies within Weston County.
Such emergency management program shall include all responsibilities outlined in the Wyoming Homeland Security Act.
The Emergency Manager is charged with making certain that the first response and other supporting agencies of the emergency management program understand the threats and risks to the jurisdiction, plan for emergencies, are able to function effectively in an emergency and conduct recovery operations following a disaster.
The position requires direct responsibility for the organization, administration, and operation of the County Emergency Management Agency, subject to the direction and control of the County Sheriff. The position serves as the principal advisor to the Supervisor in disaster/emergency matters.
The Emergency Manager, in discharging duties, must work with elected and appointed officials of the local governments, of the state and of the federal government, and private sector interests.
The Emergency Manager is given broad and extensive authority to determine program priorities, requirements, and procedures so as to implement and support the local, state, and national programs and objectives. Completed work is reviewed in terms of net results and the achievement of broad objectives and conformance with general policies. Job effectiveness can be determined by the ability of the Emergency Management Director to take the lead in disaster mitigation, prevention, response and recovery planning, training, and coordination in the support of an incident, disaster, or emergency making maximum use of all public and private resources available. This position may not be assigned all duties listed, nor do the listed examples include all the duties that may be assigned. Systematically identify and analyze the natural and technological and man‐made risks and hazards that pose potential threats or risks and significant consequences to the jurisdiction and its residents. Develop and maintain the County Emergency Operations Plan (CEOP) to state standards, outlining the roles and responsibilities of government and supporting groups under various emergency contingencies by coordinating the planning of all departments, agencies, and organizations having an emergency mission responsibility or capability. Develop an Integrated Preparedness Plan (IPP) program and a 3-year calendar to allow key local officials opportunities to practice directing coordinated operations under simulated emergency conditions. Work with local officials in the development of a hazard mitigation programs to eliminate or reduce potential hazards. Identify labor and material resources from government and private sector sources that would be available in an emergency. Identify resource deficiencies and work with appropriate officials on means to overcome them. Help develop trainings and exercise for first responders, stake holders, and officials. Gain necessary tools and equipment to help prepare, respond, mitigate and recover from emergencies and disasters. Develop an Emergency Operations Center that incorporates internal procedures and staffing requirements to permit key executives to direct the coordinated emergency response of the local governmental departments and support groups. Develop and maintain an interoperable communications system that best utilizes existing community communications systems and interfaces with County and the State Interoperable Communications Plan. Develop and maintain a public warning system. Develop and maintain an emergency public information system.
The Emergency Manager shall stay up to date on trainings in the field, stay up to date on current events, have sufficient backups in place in case of absence. The Emergency Manager, when time allows, will deploy to actual disasters/emergencies to gain real time experience, knowledge and training to bring back to Weston County to better prepare Weston County for disasters/emergencies and to share said knowledge, experience and training with local agencies such as the Newcastle Volunteer Fire Department, Weston County Fire Protections District, Upton Volunteer Fire Department, Upton Police Department, Newcastle Police Department, Weston County Sheriff’s Department, Weston County Search and Rescue, Wyoming Highway Patrol, Weston County Consolidated Dispatch, the Local Emergency Planning Committee, Weston County Public Health as well as other partner organizations and volunteers. Emergency Management will also assure that the Weston County Government has a Continuity of Government Plan/Operations Plan and that the Weston County Emergency Management Office has a Continuity of Operations Plan.
Other Responsibilities:
• Oversees and coordinates all aspects of the County's emergency management programs and services.
• Manages program administration activities and ensures compliance with all policies, procedures and objectives set for the department.
• Ensures compliance with all Federal, State, County and/or municipal statutes, rules, ordinances, codes, orders, guidelines and directives.
• Develops, implements, manages and monitors emergency plans.
• Coordinates Department training and training exercises.
• Provides first responder assistance.
• Provides outside agency assistance in relation to emergency management practices.
• Oversees volunteer resources and coordinates volunteer communications.
• Coordinates Emergency Preparedness and delivers presentations in relation to educating residents in disaster preparedness.
• Coordinates with Local Schools, Adjacent Jurisdictions, Utilities, Volunteers, and Public.
• Liaises with Federal and State agencies including Homeland Security, FEMA, the Department of Health, and the Department of Environmental Quality.
• Develops and manages the annual budget and Grants for the Department.
• Performs other duties as assigned or required.
