Tax Collection Specialist

Performs responsible administrative work in the collection and accounting for current and delinquent taxes. Responsibilities include leading and participating in the collection of property taxes for the County and of accounting for monies collected in accordance with State law governing those activities. Work involves assisting and educating the public regarding North Carolina tax law and County procedures; collecting delinquent taxes using attachments, garnishments, and state debt set-off programs; coordinating the collection of taxes for foreclosures; and other related tasks. Work requires considerable knowledge of state laws regarding tax collection; considerable judgment and initiative are also required. Tact is necessary in working with property owners and their representatives.

Minimum Education and Experience
Graduation from a two-year college or university with a major in business, accounting, or related field; supplemented by a course in tax collection and considerable experience in tax collection or closely related work; or an equivalent combination of education and experience.

Special Requirements
Completion of Fundamentals of Property Tax Listing and Assessing and Fundamentals of Property Tax Listing within two years of employment.

Salary: $ 44,474

Residential Real Property Appraiser

Position Overview
We are seeking a detail-oriented and customer-focused professional to join our Tax Administration team as a Residential Real Property Appraiser. This position performs technical and professional appraisal work involving the valuation of residential real estate for property tax assessment purposes. The successful candidate will inspect, analyze, and appraise residential properties while maintaining positive working relationships with property owners, contractors, and the public.

Essential Duties and Responsibilities
• Conduct field inspections of residential properties, including land, dwellings, and related improvements.
• Appraise new construction, additions, renovations, and other property improvements for tax assessment purposes.
• Collect, verify, and analyze property data to determine fair and equitable property values.
• Maintain accurate property records and appraisal documentation.
• Utilize appraisal software, geographic information systems (GIS), and other assessment tools.
• Review building permits, construction plans, deeds, and related records.
• Respond to inquiries from property owners and explain appraisal methods, procedures, and assessment values.
• Prepare documentation and supporting evidence for informal reviews, appeals, and hearings.
• Assist with countywide revaluation projects and property assessment updates.
• Ensure compliance with applicable laws, regulations, and professional appraisal standards.
Knowledge, Skills, and Abilities
• Knowledge of appraisal principles, methods, and practices related to residential real estate.
• Knowledge of building construction methods, materials, and residential property characteristics.
• Ability to analyze market data and apply mass appraisal techniques.
• Ability to interpret maps, plats, deeds, permits, and legal descriptions.
• Strong customer service and communication skills.
• Ability to explain complex valuation concepts to property owners and public officials.
• Proficiency in computer applications used in property assessment and appraisal.
Minimum Qualifications
• High School Diploma or Equivalent
• Experience in property appraisal, assessment administration, real estate, construction, or a related field preferred however it is not required
• Valid driver's license.

Special Requirements
• Listing and Assessing –Machinery Act by NC School of Government (Within 2 years)
• Real Property Appraiser Certification issued by the International Association of Assessing Officers (IAAO) within two years
• Experience working with the public in a professional setting.
Work Environment: Work involves both office and field activities, including travel throughout the jurisdiction to inspect properties. The position requires frequent interaction with property owners and may involve explaining assessment decisions that are subject to appeal.

Salary: $47,182

Newland, NC July 27, 2026 — For only the second time in history, the American Red Cross has declared a national blood crisis — and patients may already be feeling the impact. Donors are asked to act immediately to help save lives. Blood donations have fallen to a four-year summer low, worsening this season’s emergency blood shortage. All blood types are needed, but the situation is especially dire for type O blood as the Red Cross is now limiting distributions of these blood products to hospitals. The supply of type O positive blood has now dropped below a one-day supply.
Help end this crisis and stabilize the blood supply. Book an appointment to give blood now by using the Blood Donor App, visiting RedCrossBlood.org or calling 1-800-RED CROSS (1-800- 733-2767). Despite thousands of people who have stepped up to help end the emergency blood shortage since it was declared earlier this month, donations are still not keeping pace with hospital demand, and the situation has escalated. Extreme heat, poor air quality and widespread foodborne illnesses continue to contribute to lower donor turnout this summer. “This summer has brought a number of unique challenges that have placed additional strain on our blood supply, creating growing concerns for hospitals and the patients who rely on lifesaving transfusions,” said Paul Sullivan, senior vice president of donor services for the Red Cross. “If just three more donors gave at each blood drive this summer, we could help the blood supply rebound and ensure hospitals have the blood products they need throughout the remainder of the season.”
How to donate blood
All blood types are needed to ensure a reliable supply for patients. A blood donor card or driver’s license or two other forms of identification are required at check-in. Individuals who are 18 years of age in North Carolina (17 and under with parental consent), weigh at least 110 pounds and are in generally good health may be eligible to donate blood. High school students and other donors 18 years of age and younger also must meet certain height and weight requirements. Blood and platelet donors can save time at their next donation by using RapidPass® to complete their pre-donation reading and health history questionnaire online, on the day of their donation, before arriving at the blood drive.
