Job Title: Community Floodplain Manager
Department: Planning
Reports To: County Mayor
Location: Newport, Tennessee
FLSA Status: Non-Exempt
Position Summary:
The Community Floodplain Manager is responsible for overseeing the administration and enforcement of local, state, and federal floodplain regulations. This position ensures community compliance with the National Flood Insurance Program (NFIP), works to reduce flood risks, and coordinates flood hazard mitigation activities. The role requires close collaboration with other departments, strong communication skills, and excellent organization.
Pay: $40,000 to start, $45,000 after completion of training

Key Responsibilities:
● Administer and enforce local floodplain ordinances in accordance with FEMA and NFIP regulations.
● Review development proposals and building permits for compliance with floodplain management standards.
● Issue permits for development in the floodplain and enforce all codes, regulations, and requirements.
● Maintain and update floodplain maps and associated data, as well as maintaining all relevant records and documents.
● Serve as a liaison with FEMA, the State NFIP Coordinator, and other relevant agencies.
● Prepare grant applications and manage flood mitigation projects.
● Support emergency response and recovery operations related to flooding events.

Qualifications:
● High school diploma or GED. Previous experience and/or training in floodplain management is preferred but not required.
● Experience or knowledge of standard construction practices and materials.
● Certified Floodplain Manager (CFM) designation preferred or must be obtained within 6 months of hire.
