National Police Week May 10th - May 16th

Each May, our nation comes together to honor the courage, sacrifice and dedication of law enforcement officers. Originally established by presidential proclamation President John F. Kennedy in 1962, National Police Week includes Peace Officers Memorial Day on May 15th and a week of observances recognizing officers who given their lives in the line of duty, as well as those who continue to serve and protect our communities with dedication and courage.

Newport Police Department Officer Joseph Manogue, was killed in the line of duty on September 26th, 1917. Officer Manogue was shot and killed while assisting US Immigration officers with an arrest.

Events are centered in Washington, D.C. and include the Candlelight Vigil hosted by the National Law Enforcement Officers Memorial Fund, the Concerns of Police Survivors (C.O.P.S) National Survivors Conference and the cornerstone of the week, the Fraternal Order of Police National Peace Officers Memorial Service on May 15th at the West Front of the United States Capitol.

National Police week is both a time of solemn remembrance and a celebration of the men and women who serve with integrity and bravery every day. It reminds us that behind every badge is a story of service, sacrifice and family.

Newport Police Department Arrests Woman on Charge of Assault on Law Enforcement

NEWPORT — The Newport Police Department has arrested and charged a local woman with assault on law enforcement.

HAILEY TULLIS, AGE 21, of NEWPORT, was arrested and charged with Assault on Law Enforcement.

At about 9:12 p.m. on Thursday, April 30, Newport Police responded to a residence on Sias Avenue for report of an individual harming themselves.

Police and Newport EMS crews arrived on scene and determined that the individual, identified as TULLIS, had run from the house. Responders observed a significant amount of blood inside the home, causing a concern for her safety. Newport Police were unable to locate her.

Later that evening, dispatch was notified by the original caller that TULLIS had returned to the residence and had a knife.

When officers arrived to the house, TULLIS attempted to run again by jumping out of a window. Newport Police were able to contain her, but she was uncooperative as police checked for weapons and assessed her injuries, prompting officers to place her in handcuffs. During this time, TULLIS spit in the face of a Newport Police officer.

Newport Police transported her to North County Hospital for evaluation of her injuries, where she was cleared and transported to the Police Department.

She was arraigned in Orleans District Court on Friday, May 1, where she was ordered to be held on $2,000 bail.

These are allegations. All suspects are innocent until proven guilty.

TRAFFIC ALERT: Road Resurfacing Begins Next Week.

The Derby-Newport STP FPAV(76) project begins on Vermont Route 191 in Derby near the Interstate 91 North Exit 27 on and off ramps. It continues approximately 2.3 miles north to Newport, ending at the intersection with U.S. Route 5.

Tuesday through Friday, the contractor will install single-lane closures on Vermont Route 191. Alternating traffic patterns controlled by flaggers will be in place near the intersection with Crawford Road south to the Interstate 91 interchange. From Crawford Road north to the U.S. Route 5 intersection, temporary lane shifts will be in place around active work zones. Uniformed Traffic Officers will be present in the work zones and to direct traffic in the intersection as needed. Motorcyclists should watch for grooved and uneven surfaces.

Work to be completed on these projects includes milling and resurfacing the existing highway, guardrail improvements, pavement markings, and other related highway work.

It wouldn’t be National Public Safety Telecommunicators Week without a visit from Samantha Atwood (not pictured) and her son, Shane, who stopped by with a beautiful vase of flowers and a basket of goodies for our Dispatchers.

Their kindness and continued support mean a great deal to our team.

Thank you, Samantha and Shane, for thinking of us and helping make this week even more special.

Chief Travis Bingham and the Newport Police Department proudly recognizes our Emergency Communications Dispatchers during National Public Safety Telecommunicators Week.

Held each year during the second week of April, this week honors the dedicated public safety telecommunicators who serve as the vital link between the public and emergency responders. These professionals work behind the scenes, often without recognition, yet they are the steady voice connecting critical resources when they are needed most.

I want to extend the department's sincere appreciation to our Newport Dispatchers for their unwavering commitment to not only the citizens of Newport, but of Orleans County and parts of Essex County:

Supervisor Eric Miller, Kurk Flynn, Emily Leinoff, Monica Wells, Emily Phillabaum, Roger Gosselin, Kristen Walters and Tammy Lacourse.

Thank you for your professionalism, dedication, and service to our community.

Chief Travis Bingham
