ILLINOIS SEPARATION REFERENDUM WORDING:

2024 REFERENDUM EXPLANATION

1. The Referendum gives "We the People" a voice about what WE want – whether for or against. According to the Declaration of Independence, government derives "it's just powers by the CONSENT of the governed". Many of us no longer consent to being governed by the Cook County-dominated legislature which seems unaware of how differently the rest of the state lives, our values and morals, or how laws for the city of Chicago are inappropriate and oppressive to the rest of the state.

2. This is a non-binding referendum and does not make the split happen but is an important first step. The vote assesses the will of "We the People" and informs local, state, and federal officials.

3. The Referendum gives county boards and commissioners a "seat at the table" to discuss the possibility of separating.

4. We are aware debt and pension obligations will need to be divided fairly, and there are the universities and prisons to consider.

5. We are aware Cook County contributes a sizable amount to the Illinois coffers; however, Cook also has significant expenses, such as debt, and pension load. There are areas we would save money by separating. With different laws, we would attract businesses.

6. AFTER the will of "We the People" is known through voting, THEN discussions about finances can begin. Until voting, we cannot begin to know which counties are in favor of exploring statehood or what we have to work with. Passing the Referendum gives local officials consent and direction from its citizens to communicate with other consenting counties about assets, liabilities, and other details.

7. It is our Constitutional, first Amendment right to petition the government for a redress of grievances. Because of the Chicago-dominated legislature, we see no way to have those grievances resolved other than through forming a new state.

8. Our goal is to restore the state to alignment with the U. Constitution. and return more power to the county level.

9. If the county officials vote to approve putting the Referendum on ballots, a "YES" vote means the official is in favor of allowing citizens opportunity to be heard at the ballot box, whether for or against exploring the possibility of separation. PLEASE MESSAGE THE PAGE FOR PETITIONS AND MORE INFO.

Comparison of Congressional Districts. One of the goals for our new state is to restore representational government in which the voter's choose their representatives rather than the government choosing their voters.

Is anyone else noticing there are a lot of videos this year of real American history? Before 1776 and the first 10-15 years? I am loving it! So many I had not thought about in decades, things forgotten, of thing I never knew. These often remind me that separation from England was not one of decisive, bold writing with a stoke of a quill pen or a dramatic cutting as if with a slash of the sword. Those things were done and they mattered. But BECOMING America ... that was a slow, unsteady, messy, rough process that had its share of conflict.

It makes me think the same (minus war),! will be true of us becoming separate from ️Cook. It took our Forefathers several years to figure it out. In fact, there were things that were a process of trial, error, and correction.
Likewise, we should not think we must know the answer to every question before beginning our quest for statehood.

In 1781 the Continental Congress ratified the Articles of Confederation, the United States’ first national charter. Over the next eight years the Articles pr...

MONROE County Commissioners voted UNANIMOUSLY (3:0) to put the referendum on their ballot.

Be sure to read the words on the pictures.

On the LRU map ...
🟥⬛️🟦🟩 please
notice MONROE was = to the Collar Counties in $ (but read the cautionary statements--they admit the map isn't the full Revenue or Disbursements.)

Thanks to Lori Fuller (from Madison County) for initiating setting up a ISR petitioning table in St. Clair County at a signing event for candidates. Because she did, she met one of the Monroe County commissioners. She asked if she could come present this to them. He said, "Yes" so she went last month.

HISTORY:
2019/20 - A Monroe Co. individual spoke to a commissioner about it.

2021/22 - Petitions sent.

2024 - a former city alderman made copies of our handouts and dropped off to the three commissioners individually.

MORAL OF THE STORY:
If you want this on your ballot, use our materials in an official presentation to your county board or commissioners so everyone hears amd sees the same information and it is part of public record.

Deadline for board resolutions:
🟩 August 17, 2026

05/17/2026

This coming week will be a busy one with board presentations and board actions in various parts of the state! Others will happen after that and before the 3rd Monday of August!

Prayer appreciated ...

1. For ISR Presenters --especially first-timers who have never done any public speaking!
🙏 Pray they will read calmly, clearly and with sufficient volume but not yelling, of course.

2. For County Commissioners and County Board Members who are listening to their first presentation of ISR --
🙏 Pray they will shut out misinformation from the media or others and hear the facts.

3. For County Commissioners and County Board Members who are voting --
🙏 Pray they will understand they are voting on a resolution that gives their constituents opportunity to have a voice at the ballot box.

HISTORIAL FACT:
Benjamin Franklin, at age 81, gave this speech on June 28, 1787, to resolve disagreements among the delegates at the Constitutional Convention. He recalled the daily prayers in that same place during the war. His speech urged daily prayer as part of the convention.

He argued that without divine assistance, the new American government would fail, just as the builders of Babel failed. The quote is widely recognized from records of the Constitutional Convention regarding the role of prayer in public life. "I have lived ... a long time, and the longer I live, the more convincing proofs I see of this truth – that God Governs the affairs of men. And if a sparrow cannot fall to the ground without His notice, is it probable that an empire can rise without His aid?"

Likewise, is it probable that a new state can rise without His aid? 🙏🙏🙏

Property tax bills are hitting mailboxes this weekend, and for many families, that moment comes with more questions than answers. With the property tax crisis we're facing here in Illinois, it's more important than ever to understand how to read your bill.

I put together a simple guide to help you understand what you’re looking at, how your bill is calculated, and where your money is going.

Clarity matters. You should be able to look at your bill and know exactly what it means for your home and your budget.

King Charles III and Queen Camilla arrived in the United States on Monday, April 27, 2026, for a four-day state visit. They are marking the 250th anniversary of American independence.

This is a sign that the wounds of the Revolutionary War are indeed completely healed.

None of the places that England continued to rule developed like we did. Had we stayed under their thumb, we wouldn't have either.

Those of us in the state split movement believe the rest of the state will not thrive until after we are independent of Chicago/Cook County and have our own state with laws that make sense for us and a whole lot more freedom.

🇺🇸 Some think our statehood movement is an attempt to separate from America.

It is not.

🇺🇸 They call us "traitors."

We are not.

🇺🇸 We want a new state aligned with the U.S. Constitution instead of violating it.

What was behind the
The Paul Simon Institute Review Paper #53? It was written by Mr. Jackson and Mr. Foster claiming Cook and the Collar Counties subsidize the rest of the state is based on a report by the Legislative Research Unit. According to the LRU, the numbers were not to be used conclusively, yet Mr. Jackson and Mr. Foster did.

In a 2-page letter to SENATOR THOMAS CULLERTON 8-2-2017,
The LRU stated:

"Nick Giannini in your district office asked us for information ...
[This report is in response to the senators request for data on Cook, DuPage, and Kane. He explains that the following 2015 report used 2013 data because it was the most recent year with numbers for all the categories.]

"We repeat here a few cautionary notes from our 2015 report on interpreting data in the report. Such information can be misleading. We describe below a few cautions to consider when interpreting the data:

(1) It is not possible to determine the precise allocation of state collections and dispersion by county, or even by region. . . . Additionally, much of the state's revenue and dispersement information is not available by county (or must be redacted to avoid identifying information). In other cases, data by county do not accurately show where revenue was collected or dispersements took place, because (as an example) the numbers are based on the address of a company's headquarters rather than its (perhaps many) locations in the state.

(2) The totals that we compiled excluded large portions of the state's revenues and disbursements. Limiting our data collection to General Funds collections and disbursements increased the portion of state collections and disbursements that we were able to allocate by county. But doing so also excluded other major revenue sources (such as motor fuel tax, vehicle license fees, and riverboat gaming revenue) and disbursements categories such as capital projects, transportation, and some Medicaid spending).

(3) The information is for one year only and does not show any trends in revenue or disbursements.

(4) Although we attempted to use a methodology that would show major revenue and disbursement types from the state's General Funds, it is not perfect. It provides a rough outline of a part of state collections and disbursements. We are open to ideas in case we revise this report in the future.

We hope this information is helpful. Please let us know if we can be of further assistance.

Sincerely,

THOMAS J. BAZAN, Assistant Deputy
Director for Research

SARAH E. BARLOW
Senior Research Associate

The document includes a 25-page report with a "Ratios of Disbursements to Revenue by County" map that tells a different story from the Paul Simon Institute Map, not so much in the ratios but in not showing that there were many counties with the same ratio as Cook and the Collar counties on the west and southern part 9f the state.

Ratio of Disbursements to Revenue:

🟥 .80 and under
18 counties:
JoDaviess
Mercer
Putnam
Marshall
Tazewell
McLean
DeWitt

Douglas
Monroe
BESIDES
McHenry

Kane
Dupage
Cook
Kendall
Grundy
Will

⬛️ .81 to 1.00
6 counties:
Boone
Rock Island
Peoria
Woodford
Effingham
Jasper

🟦 1.01 to 2.00

35 counties

Since the bottom of the picture is hard to read ...
"Note: See accompanying report for explanation and limitations on the data in this Appendix."

You are welcome to request the document.

🔥 Reiterating LSU said of their report:
"... it is not perfect. It provides a rough outline of part of the state collections and disbursements."

🔎 The Paul Simon Public Policy Institute Paper #53 - July 2018 titled "The Politics of Public Budgeting in Illinois" by John L. Foster and John D. Jackson has been repeatedly cited as proof that the northeast corner of the state subsidizes the rest.

The paper is based on the LRU Report.

⚠️ Mr. Foster and Mr. Jackson disregarded the cautions and limitations of the LRU report and used the numbers as inclusive and conclusive in their paper for the Paul Simon Institute.

🔎 Therefore, the PSI calculations DO NOT include ALL Revenue and ALL Disbursements, as it is stated in the above letter and should not be used to prove whether one region gets back more than it contributes

⚠️ Furthermore, the PSI map is divided in to regions of their own making, not those of LRU and seems deliberately misleading when compared to the original map of LRU here.

✅️ The 1st Edition 2018 Paul Simon Institute report was based on 2016 data, with the same limitations.

Foster and Jackson did not start doing their calculations and produce their paper reviewing the subject until after a state representative had filed a resolution about separating.
