Today, members of the Newton Police Department joined law enforcement officers from across New Jersey in participating in the New Jersey Torch Run for Special Olympics. We were joined by officers from the Andover Police Department, Sussex County Sherriff's Office, and Sussex County Prosecutors Office. The Torch Run is an annual event that helps raise awareness and support for Special Olympics athletes throughout the state.

We were proud to be joined by students from the Newton School District, who participated alongside officers during the run.

Thank you to everyone who took part in this great event, and a special thank you to Sgt. Anthony Keiling and Patrolman Brandon Posey for coordinating our department’s participation.

Months-Long Narcotics Investigation Results in Two Arrests and Drug Seizure

On May 28, 2026, detectives from the Newton Police Department, in conjunction with the Sussex County Guns, Gangs and Narcotics Task Force, executed a search warrant on Spring Street in Newton. The Sparta Police Department and the Franklin Police Department also assisted with this operation. The search warrant was the result of a months-long investigation relating to narcotics distribution activity.

This led to the arrest of two individuals:
Timothy McClain, 44 of Newton
Andre “Red” Upshaw, 40 of Paterson.

The search warrant also led to the recovery of approximately 13.41 grams of suspected crack co***ne.

Timothy McClain was charged with:
-N.J.S.A. 2C:35-5, Manufacturing, Distributing, or Dispensing a Controlled Dangerous Substance
-N.J.S.A. 2C:35-10A, Possession of a Controlled Dangerous Substance

Andre Upshaw was charged with:
-N.J.S.A. 2C:35-5, Manufacturing, Distributing, or Dispensing a Controlled Dangerous Substance

McClain and Upshaw were lodged at the Morris County Correctional Facility pending court proceedings.

All defendants are presumed innocent unless and until proven guilty in a court of law.

The Newton Police Department thanks the Sussex County Guns, Gangs and Narcotics Task Force, the Franklin Police Department, and the Sparta Police Department for their assistance in this investigation.

We are proud to congratulate Officer Justin Bellis on being named the 2026 L.E.A.D. (Law Enforcement Against Drugs & Violence) New Jersey Instructor of the Year.

As Newton's School Resource Officer, Officer Bellis has made a lasting impact on our students through his dedication, professionalism, and commitment to education. Through the L.E.A.D. program, he works closely with young people to promote positive decision-making, leadership, and strong community relationships.

Officer Bellis received this prestigious recognition today at the National L.E.A.D. Conference in Atlantic City. This honor is particularly noteworthy considering that more than 6,000 law enforcement officers nationwide were nominated for recognition. From those nominations, only a select few officers from across the country were chosen to receive awards, with Officer Bellis being selected to represent the State of New Jersey.

This achievement reflects not only Officer Bellis' dedication to the L.E.A.D. program, but also the positive influence he has on the students, families, and community he serves each day. Being recognized among the very best instructors in the nation is an extraordinary accomplishment and one that brings great pride to the Newton Police Department and the Town of Newton.

Congratulations to Patrolman Corey Iannotta, Patrolman Matthew McLean, and Special Officer Jacob Glista on their graduation from the Morris County Police Academy.

We would also like to recognize several outstanding accomplishments earned during their academy training. Patrolman Iannotta received recognition for his academic achievement, graduating at the top of his class. Additionally, Patrolman Iannotta and Special Officer Glista were recognized for their exceptional performance during fi****ms qualifications.
