Join the City of Norco's effort to underground the Riverside Transmission Reliability Project (RTRP) in Norco

05/20/2026

Hey Southern California Edison (SCE), still think constructing your above ground, high voltage transmission tower in Norco is a safe idea? 🤔 The is burning hundreds of acres in and around the Santa Ana Riverbed—threatening people, animals, and homes—exactly where you insist on building overhead transmission lines.

There’s a reason the City of Norco continues to advocate for undergrounding the Riverside Transmission Reliability Project in Norco: high winds + overhead lines can increase wildfire risks and make firefighting far more difficult 🔥. It’s time Southern California Edison commits to a safer, underground plan—regardless of cost—so our communities aren’t left to face the ultimate cost of wildfire.

📲 Norco residents, and everyone who supports undergrounding the RTRP in Norco, take action and urge the California Public Utilities Commission and SCE to underground this project at www.burythewires.org.

⚠️ Southern California Edison (SCE) has begun construction on the Riverside Transmission Reliability Project (RTRP) in the Rivcoparks Hidden Valley Wildlife Area, despite years of advocacy from Norco residents and public safety experts urging SCE to underground this project.

📄 In a recent letter to the City of Norco, SCE outlined plans to proceed with the 155-foot lattice steel transmission tower, approved by the California Public Utilities Commission, in one of the region’s most fire and wind prone emergency corridors. The City responded with a formal letter stating that high voltage overhead lines in this area are not acceptable and called on SCE to pause construction and return with an undergrounding focused alternative. No response has been received, which is not the update the community hoped for.

🚧 As SCE continues with grading and site work and anticipates installing the tower in Norco by the end of the year, the City Council continues bringing attention to this project, advocating for undergrounding, and prioritizing public safety for residents, animals, and the community.

🚨 Norco, your City Council has been working hard to advocate for undergrounding the Riverside Transmission Reliability Project (RTRP). Here are the latest updates:

🤝 Thanks to your engagement, including your emails and attendance at the CPUC meeting in Bellflower, all five CPUC Commissioners met with City Council Members to hear Norco’s concerns about the project.
📅 The City Council has invited each Commissioner to visit Norco for an in-person site tour of the project area so they can see firsthand what’s at stake for the community.
đź“„ Southern California Edison has submitted a grading permit for site preparation. While the City is legally required to issue this permit, the City's approval does not endorse the overhead design.
🛠️ The City Council remains firmly opposed to the overhead transmission lines and continues to fight for undergrounding—working with state legislators, government agencies, and key decision-makers to ensure Norco’s voice is heard at every level.

Changing the design of an approved transmission line project is a complex and lengthy process, but your City Council is committed for the long haul. Community involvement continues to play a vital role in this process. Here’s how you can continue to support the effort:
