In Virginia, the minimum fine for littering is $500, and the maximum fine can be up to $2,500.

BREAKING NEWS (3:30am): Kai Foreman was found SAFE this morning in Virginia Beach according to Norfolk Police. Investigators say Tyli Scott was taken into custody. We have full details on WAVY News 10 Today from 4:30-7am & on FOX43 from 7-9am.

Norfolk Police tell our Brett Hall that a homicide suspect took 4-year-old Kai Foreman from the scene of a deadly shooting that happened around 11:30 this morning. The chief told Brett 27-year-old Tyli Scott should be considered armed and dangerous.

Kai was last seen wearing a Gray True Religion top, basketball shorts, and red Crocs.

SUSPECT DESCRIPTION JUST RELEASED by VSP: Tyli Scott has black hair that he wears in small braids. He has brown eyes and is 6'1". He was last seen wearing khakis, a plaid shirt, and a ski mask. Police say Scott and Kia were "last seen on foot."

The Amber Alert has been issued, though we are getting reports the link is not working. It did not work on my phone when I tried to open it either. Note: The Amber Alert misspelled Kai's name. It is NOT Kia. It is Kai.

Trades and career programs play a vital role in shaping the future for young people. They provide hands-on experience, valuable skills, and real-world training that prepare our youth for success beyond the classroom. Whether it’s learning a trade like carpentry, plumbing, electrical work, or participating in programs that teach coding, culinary arts, or automotive repair — these opportunities open doors to stable, rewarding careers.

Not every young person wants or needs a traditional four-year degree. Trades and vocational programs offer alternative pathways that build confidence, foster independence, and help young people contribute to their communities right away. By supporting these programs, we invest in a skilled workforce, reduce unemployment, and give our youth the tools they need to thrive.

Let’s continue to encourage and expand trade and career programs — our future depends on it!
