A Statement from Select Board Chair Kevin Roche Regarding Monday Evening's Meeting.

After hearing from a large number of residents who indicated they would be coming to the Select Board meeting in person, I felt it was important to move to a larger site. The meeting will now be held at the Freeman Kennedy School Cafeteria. As previously planned, we will have an executive session from 6 to 7pm, and will convene in full open meeting at 7pm.

While this means we will not be able to stream the meeting live and have virtual participation, the meeting will be available online afterward. This will certainly not be the last meeting on this topic as the Board works through the issues raised by the Inspector General.

Note about the timing and location of Monday's Select Board Meeting.

The Board will meet in their usual meeting room, 124 in Town Hall, while using extra space both in Town Hall (room 120), and the library community room, as overflow capacity.

Several people suggested moving the meeting but given the timing and the difficulty with ensuring the meeting could be livestreamed and allow for remote participation by the public in a different location, it was determined to hold the meeting in the normal room, with overflow capacity elsewhere.

The Select Board will begin the meeting at 6pm and immediately enter into Executive Session. The Executive Session is to discuss pending and potential litigation matters with Town Counsel. The meeting will move to full open session at 7pm, with a discussion of the Inspector General's letter as the first business item on the agenda. There will be opportunity for public comment, as usual. The formal meeting notice will be posted tomorrow.

Feel free to reach out with any questions.

On Tuesday, the Town of Norfolk received the Inspector General’s final report into the actions of two former employees, which raised concerns about the Town’s human resources and procurement practices.

The Town cooperated fully with the IG’s staff during its investigation and thanks them for their thorough review of the issues.

The IG’s Office shared recommendations with the Town to strengthen protocols in these areas. The Town has addressed some of these issues proactively, including appointing a new Chief Procurement Officer and developing new procurement protocols. Four senior staff members are designated as Massachusetts Certified Public Purchasing Officials to ensure that proper procedures are being followed.

Town Administration and the Select Board are committed to fully addressing the Inspector General’s recommendations in the coming weeks and sharing this progress transparently.

The Inspector General's letter may be found at the link below.
