The 757th Airlift Squadron assigned to Youngstown Air Reserve Station, Ohio, will conduct an aerial mosquito spray over Langley Air Force Base, Craney Island and the Churchland section of Portsmouth overnight Wednesday, July 26, 2023. In the event of weather or mechanical delays, the mission will take place on Thursday, July 27.

The Joint Base Langley-Eustis Pest Management department recommends that adjacent to these areas cover their hives in the evening to help prevent any loss of bees.

As you head into your weekend, please remember that we're hosting two public hearings next week concerning the Draft Environmental Impact Statement (DEIS) prepared for the Southeastern Public Services Authority (SPSA) proposal to expand the Regional Landfill at 1 Bob Foeller Drive off merged U.S. Routes 58, 13, and 460 in Suffolk, Virginia.

The purpose of the public hearings is to acquire information which will be considered in evaluating the permit application and to afford the public an opportunity to present their views, opinions, and information on the proposed permit action. The hearings are:

July 26, 2023 - 5:00-7:00 at East Suffolk Recreation Center, 138 S 6th Street, Suffolk, VA

July 27, 2023 - 5:00-7:00 at Ivor Town Hall 8430 Bell Avenue, Ivor, VA

Partnership in Community

On Wednesday, July 12, 2023, the Elizabeth River Project (ERP) and the Chesapeake Bay Foundation(CBF) came to the District to count and plant the yearling oysters on the Fort Norfolk reef. A total of 1,300 adult, reproducing oysters were raised during the 2022-2023 growing year, and new baby oysters were placed into the cages along the District dock to be cared for during the 2023-2024 year.

Norfolk District has been one of ERP’s River Star Businesses since 2014 and achieved the Sustained Distinguished Performance, Model Level in 2018.

One of the elements for obtaining this award is by growing baby oysters for a year in cages along the dock at Fort Norfolk in partnership with the CBF Oyster Gardening Program.

Since 1997, the ERP River Star Business Program has been able to restore 2,512 acres of wildlife habitat. It has also managed to remove 373-million pounds of pollution, and 1-billion pounds of toxic waste from the environment.

At USACE, what makes our programs and projects important are the people we impact. We share this community with everyone in it and are honored to partner with other organizations and residents in a collaborative effort to make substantial differences in our environment that we all benefit from.

It was a joy and an honor to participate in yesterday's Parade of Sail which marks the 47th annual Norfolk Harborfest, a celebration of the elements that make Norfolk and Hampton Roads the maritime and naval community that it is.

This is where we watch the sunrise. This is where we live. This is where we recreate, where we work and where we spend time with our families.

Keith Lockwood, a chief engineer at the U.S. Army Corps of Engineers (USACE), explains the purpose behind one of the most recent VIP visits to the - Norfolk District office on May 2nd, 2023.

As part of a Maymaster course, these 18 students from Norfolk Academy toured the city's historic fort and spent the majority of the day engaging seasoned professionals who currently work in the career fields that interest them personally. They learned first-hand from engineers and biologists about the beneficial impact Coastal Storm Risk Management (CSRM) and ecosystem restoration projects provide to communities in the local area and throughout the Commonwealth.

Following the destructive EF3 tornado that touched down in the Great Neck and Broad Bay areas of Va. Beach on April 30th, engineers deployed a remotely operated vehicle (ROV) in order to conduct an underwater survey of the phase II oyster reef site in the vicinity of Broad Bay Island. The purpose of this monitoring was to check for debris and possible depth changes which could impact the worthiness of this site for reef placement. Accompanied by biologists from the Virginia Institute of Marine Science and leadership from the City of Virginia Beach, the team employed the drone to check on several nearby Submerged Aquatic Vegetation (SAV) sites.

Heather Lockwood, the project manager for the (LRBERP), explains what her team found below the surface and how the different aspects of this project work together to support increases in wildlife biodiversity and water quality improvements in this tributary.

The U.S. Army Corps of Engineers - Norfolk District and the City of Chesapeake hosted a groundbreaking ceremony for the Deep Creek Bridge Replacement project on May 25, in Chesapeake, Virginia.

The project is nearly 46 years in the making and participants gathered to commemorate the beginning of this $59.5 million endeavor. The new bridge will replace the functionally obsolete, federally-owned Atlantic Intracoastal Waterway Deep Creek Bridge which cost $64,000 to construct in 1934. The current two-lane, 20-foot-wide, single-leaf bridge will soon be a 144-foot-long, 60-foot-wide, five-lane, dual-leaf drawbridge.

The goal is increased water quality simply because it's our backyard. For decades, the River had been impaired to a point in which oysters and other fish caught in certain parts of the estuary were not fit for consumption. Thanks to the collaborative efforts of Virginia Beach City Government leadership, and groups like Lynnhaven River NOW, water quality in this area has been on the rise.

In this video, Norman Lyster, the Broad Bay Civic League President in Virginia Beach and USACE - Norfolk District biologist Peyton Mowery discuss the Lynnhaven River Basin Restoration Project and how the different parts of the project work synergistically to enhance the health of the river for all people who use it.

In addition to the ongoing submerged aquatic vegetation and wetland restoration initiatives, USACE is currently working to add second reef to the Broad Bay Area to ensure continued water quality improvements.

Due to an electrical infrastructure malfunction at the Great Bridge facility, the lock is being operated on generator power. Starting on April 14, 2023 and until permanent repairs can be made, single lockings will only occur four times per day on a first come, first served basis. The times of the lockings are as follows:

Following up on the recent waterway incident on the Intracoastal Waterway near the Great Bridge Locks, the Virginia Department of Environmental Quality has set up a website for citizens to get the most up-to-date information regarding water quality in the area affected. Your Chesapeake Health Department recommends residents and pets avoid recreational activities in the waters in and around the spill until otherwise advised. Great news for the Deep Creek community and the City of Chesapeake!

Just over a year ago we told you about utility relocation activity at the Deep Creek Bridge as part of the bridge replacement project.

So, what’s the status of the project today?

Columbia Gas, Verizon, Cox Communication and Dominion Energy have all successfully completed their relocation work. In the next few weeks, you may notice Dominion removing the old utility poles.

Some other activity is not nearly as visible.

We continue to make progress on the real estate required to construct the new bridge. Department of Justice officials are working the condemnation action on the final real estate parcel needed for us to proceed. We’re ready to move out and move dirt as soon as DOJ issues us a notice of possession.

And finally, Headquarters USACE announced last week the approval of an additional $22.3 million for the Deep Creek Bridge Replacement. This much-needed 2023 USACE Work Plan funding, once received, will allow us to award the construction contract for the bridge replacement.

We will award the contract not later than April 19 and we’re looking forward to announcing that eagerly anticipated milestone.

📣 NEWS RELEASE: The Dutra Group's Stuyvesant hopper dredge, which is one of the largest hopper dredges in the U.S., began work to dredge approximately 2.36 million cubic yards of material from the Cape Henry Federal Navigation Channel.

This work is part of the larger Baltimore Harbor and Channels Project, supporting the Ports of Baltimore and Virginia. Maintenance dredging of federal channels is necessary to ensure continued safe navigation for vessels and keep the ports open for business.

Please see the Norfolk District, U.S. Army Corps of Engineers's Notice to Navigation on the cancellation of the temporary restricted lock operating for the Dismal Swamp Canal. The locks will remain on their normal schedule of 8:30am, 11 am, 1:30pm, 3:30pm.

After a quiet summer, the Alexandria VCP is humming again with activity and collections processing! Monday, November 15th, lab managers in Alexandria welcomed seven veterans into the program as new archaeological lab technicians. Belinda, Chris B., Chris K., Cortney, Koleen, Michael, and Patricia come from different branches of the military with their own unique experiences and abilities, but all were accepted into the program based on their desire to learn and develop their professional skills.

During the first week of the session, technicians received a crash course in anthropology, archaeology, and collections management. Though some have deemed this week “death by PowerPoint,” technicians are provided with plenty of hands-on opportunities and the chance to stretch their legs by visiting some of the local historic Alexandria sites.

After training, technicians will spend the next five months rehabilitating several investigations currently stored at the VCP, including precontact investigations from the Island Creek Site in Ohio (Huntington District, U.S. Army Corps of Engineers) and Barkley Dam in Kentucky (Nashville District); the historic Fort Delaware site in Delaware (Philadelphia District U.S. Army Corps of Engineers); and the multi-component sites from Gathright Dam-Lake Moomaw in Virginia (Norfolk District, U.S. Army Corps of Engineers).

The VCP is excited to welcome these new technicians and honored to assist in their professional development over the next few months. Please check back regularly to find out more about each of the veterans and the USACE collections they’re working to preserve.
Last week, the Virginia Maritime Association hosted the Hampton Roads Navigational Summit providing updates on developments to Virginia's waterways, provided by the staff of The Port of Virginia and Norfolk District, U.S. Army Corps of Engineers. Keynote speaker Rear Admiral Laura Dickey, 5th district, U.S. Coast Guard Mid-Atlantic, discussed offshore wind development, autonomous vessels, commercial space launches, and port access route studies.
