Cleveland County Economic Development Coalition

Cleveland County Economic Development Coalition CCEDC has transitioned to a county EDO and is developing a comprehensive strategy, crucial for Cleveland County's future.

Creating a P3 increases our competitiveness, statewide and nationally and will elevate the economy for all. Established in 1996, the Norman Economic Development Coalition (NEDC) is a joint effort of the University of Oklahoma, the City of Norman, the Moore Norman Technology Center, and the Sooner Centurions, a committee of the Norman Chamber of Commerce. This unique partnership was formed to work full time on economic development in the Norman community.

Today’s groundbreaking for the Rock Creek Entertainment District was more than a ceremonial start; it was the visible outcome of more than a decade of persistence. Work on this project began long before our organization stepped in, and it has taken sustained effort across multiple phases, partners, and obstacles to reach this historic moment. What was once a concept is now reality actively moving forward.
The path forward has not been linear, with misguided efforts to slow or stop economic progress through public pressure and litigation. But that reality is only part of the story, not the defining part. Projects of this scale are tested, and the idea of an entertainment district at Rock Creek has indeed been tested more than many. The result is a development that has cleared legal scrutiny, maintained investor confidence, and is now breaking ground with momentum. You do not get to a groundbreaking unless the fundamentals are strong. This district is positioned to generate sustained private investment, new job opportunities, and long-term tax revenue that supports critical core services. More importantly this signals that the City of Norman is capable of executing complex, high-impact projects, even when the path is difficult.
For Cleveland County, this is also about leadership and addressing long-standing economic disparities. An entertainment district of this scale has been absent for far too long, limiting our region’s ability to retain workforce talent, attract visitors, and create a thriving social environment. Rock Creek changes all of that. It will anchor a more vibrant, connected social scene, one that integrates arts, dining, and entertainment in a way that elevates the local and visitor experience to a level associated with larger metropolitan areas.
Rock Creek is not just about this site; it is about trajectory. It reflects a shift from debate to implementation, from delay to delivery, and from incremental progress to intentional growth. While some questioned whether it should happen, the hard work continued by community leaders, to ensure that it could happen and now, that it will, TOMORROW LOOKS BETTER FROM HERE!
