The regular meeting of the Chapman Township Board of Supervisors was held June 2, 2026 at 5:00 PM with Linda Kelley, Gregory Werts and Mitchell Shady in attendance.
The minutes of the previous meeting were read. Gregory Werts made a motion to approve the minutes as presented. Mitchell Shady seconded, and the motion carried.
Monthly Correspondence – Letter from the Piper Museum requesting a donation. The Supervisors decided not to donate at this time. They stated that they would like to keep donations local.
Gregory Werts read the police report which showed 22 incidents in Chapman Township, four of which were transferred to PSP.

WCCCOG – Supervisor Kelley read the meeting minutes from January 2026.
Planning Commission Report – Kerry Schindler from the Planning Commission was present at the meeting and said they finished reviewing the definitions for zoning at the last meeting.
There were no open records requests since the last meeting.
Streets and Roads Report - The Road Crew has been cutting knotw**d along Young Woman’s Creek Road and Summerson Mountain. They have also been filling potholes around the Township. Speed bumps were installed on Maple Avenue. Grass was cut along Bucktail Avenue. Mitchell Shady stated that they got a little behind due to tire pickup. Over 300 tires were picked up and taken to the Wayne Township Landfill.
Supervisor Kelley said that there are many cracks in the road on Central Avenue. She said that certain parts of the road have cracks from one side to the other. She asked Supervisor Shady to walk the road with her to assess the cracks and then have them sealed. He agreed.
Building Report – Doug Rowe has been mowing and w**d eating around the park and Township Building as well as taking care of trash disposal and building duties. He will start to pressure wash the building soon.
Business Items to Discuss - A public hearing was held during the meeting for the purpose of adopting Ordinance 2026-02 to vacate a portion of Lexington Alley from its intersection with Market Street (T-452) to its intersection with Susquehanna Alley in Farwell, Chapman Township, Clinton County, Pennsylvania. There were no comments or objections to the Ordinance.
Gregory Werts made a motion to adopt Ordinance 2026-02. Mitchell Shady seconded the motion, and the motion passed unanimously.
Public Comment – Helen Newlen was present at the meeting to express safety concerns about children riding electric scooters and four-wheelers on Park Avenue and several other streets around that area. They are apparently going fast and not watching out for traffic. Bill Probst also commented that he has seen the same issues and is concerned that there’s going to be an accident. He suggested that maybe putting speed bumps on the road would help. Mrs. Newlen asked if there was anything that the Township could do to address the issue. The Supervisors responded by saying that ATV riders must be of legal age and licensed to even ride on Township Roads, therefore, the police would have to be notified of the individuals that are illegally riding on the roads.
The Township has gotten similar complaints about underage ATV riders on Township roads and in the park area. The Supervisors asked the secretary to post The Chapman Township ATV Ordinance on Facebook again last month, along with a reminder that all operators must be at least 16 years old with a valid driver’s license, license plate, and proof of liability insurance to ride on Township Roads. Due to continuing complaints, the Supervisors said that the police will be notified if the individuals are seen riding on Township roads again.
Bill Probst was present to update the Supervisors on Chapman Township Fire Department. Mr. Probst said that they purchased a skid tank which will help to transport patients when needed. They also updated the brush truck with fire and rescue capabilities. He also asked if the road crew could help to seal the blacktop at the Fire Department. Mr. Probst said that he would be happy to help the road crew in exchange for their help. Mitchell Shady agreed to help.
Bill Probst said The Western Clinton Sportsman’s Fish Nursery in Young Woman’s Creek is now closed, and they would like to donate a shed that is on that property to the softball teams that use The Keller and Darby Memorial Park every year. It would be used for storing equipment. Gregory Werts made a motion to accept the donation of the shed to be placed near the softball field. Mitchell Shady seconded the motion, and the motion passed.
Gregory Werts made a motion to approve and pay the bills, as presented, and to sign the monthly pay checks. Mitchell Shady seconded, and the motion carried.
Gregory Werts made a motion to adjourn the meeting at 5:37 PM, seconded by Mitchell Shady. The motion passed unanimously.
