The regular meeting of the Chapman Township Board of Supervisors was held May 5, 2026 at 5:05 PM with Linda Kelley, Gregory Werts and Mitchell Shady in attendance.
The minutes of the previous meeting were read. Gregory Werts made a motion to approve the minutes as presented. Mitchell Shady seconded, and the motion carried.
Gregory Werts read the police report which showed 17 incidents in Chapman Township, four of which were transferred to PSP.

WCCCOG – No meeting.
Planning Commission – Supervisor Shady attended the meeting and said they went over all the definitions for the proposed farm animal ordinance to be sure that everyone was in agreement.
There were no open records requests since the last meeting.
Street and Roads Report: The road crew has been sweeping roads and prepping to get rid of the knotw**d. They have also been cutting grass and w**d eating. The past two weeks they have been picking up tires for the residential tire collection event that takes place each year at the Wayne Township Landfill. So far, they have collected over 200 tires.
Building and Grounds Report: Doug Rowe has been mowing, w**d eating and dragging the softball field. He has also been mowing the park area and doing maintenance around the building.
Business Items to Discuss: Left Hand Branch Road - Supervisor Werts said he has been searching for and gathering documents related to right of ways and ownership of the Left Hand Branch Road in Young Womans Creek. Mr. Werts had a copy of the Margaret and Leonard Keller Deed at the meeting, which mentions a right of way of the Armstong Forest Company. Several residents that were present at the meeting requested a copy of the deed, which was provided to them. Discussion was held regarding documents that showed that the road in question was a topic of discussion in past Township meetings in the 1980’s and 1990’s. Supervisor Werts stated that the Township has gotten many complaints from camp owners about the gates that have been installed on the Left Hand Branch Road, and he would like to look into the history of that road further with the help of The Rosamilia Law Firm. He asked Supervisor Kelley and Supervisor Shady for their approval, which they gave.
Gregory Werts made a motion to hire The Rosamilia Law Firm to research documents relating to the Left Hand Branch Road in Young Womans Creek. Mitchell Shady seconded the motion, and the motion passed.
Public Comment: Several residents that live along the Left Hand Branch Road were present at the meeting. Gail Long, who lives on that road, said that around 1992, the residents along the Left Hand Branch Road tried to give the road to Chapman Township as well as DCNR, and that they both refused to take it over. Ms. Long also questioned who would maintain the road if it were taken over. Supervisor Werts said that whoever owns the road would be responsible to maintain it.
Gregory Werts made a motion to approve and pay the bills, as presented, and to sign the monthly pay checks. Mitchell Shady seconded, and the motion carried.
Gregory Werts made a motion to adjourn the meeting at 5:18 PM, seconded by Mitchell Shady. The motion passed unanimously.
