As a Township of the second class, Chapman is governed by a three-member Board of Supervisors. Although Supervisors are responsible for the health, safety, and welfare of the citizens of the Township, their positions are essentially voluntary and not the primary occupation of the incumbents. Residents are invited to present their views on Township matters

The regular meeting of the Chapman Township Board of Supervisors was held May 5, 2026 at 5:05 PM with Linda Kelley, Gregory Werts and Mitchell Shady in attendance.
The minutes of the previous meeting were read. Gregory Werts made a motion to approve the minutes as presented. Mitchell Shady seconded, and the motion carried.
Gregory Werts read the police report which showed 17 incidents in Chapman Township, four of which were transferred to PSP.

WCCCOG – No meeting.

Planning Commission – Supervisor Shady attended the meeting and said they went over all the definitions for the proposed farm animal ordinance to be sure that everyone was in agreement.

There were no open records requests since the last meeting.

Street and Roads Report: The road crew has been sweeping roads and prepping to get rid of the knotw**d. They have also been cutting grass and w**d eating. The past two weeks they have been picking up tires for the residential tire collection event that takes place each year at the Wayne Township Landfill. So far, they have collected over 200 tires.

Building and Grounds Report: Doug Rowe has been mowing, w**d eating and dragging the softball field. He has also been mowing the park area and doing maintenance around the building.

Business Items to Discuss: Left Hand Branch Road - Supervisor Werts said he has been searching for and gathering documents related to right of ways and ownership of the Left Hand Branch Road in Young Womans Creek. Mr. Werts had a copy of the Margaret and Leonard Keller Deed at the meeting, which mentions a right of way of the Armstong Forest Company. Several residents that were present at the meeting requested a copy of the deed, which was provided to them. Discussion was held regarding documents that showed that the road in question was a topic of discussion in past Township meetings in the 1980’s and 1990’s. Supervisor Werts stated that the Township has gotten many complaints from camp owners about the gates that have been installed on the Left Hand Branch Road, and he would like to look into the history of that road further with the help of The Rosamilia Law Firm. He asked Supervisor Kelley and Supervisor Shady for their approval, which they gave.
Gregory Werts made a motion to hire The Rosamilia Law Firm to research documents relating to the Left Hand Branch Road in Young Womans Creek. Mitchell Shady seconded the motion, and the motion passed.
Public Comment: Several residents that live along the Left Hand Branch Road were present at the meeting. Gail Long, who lives on that road, said that around 1992, the residents along the Left Hand Branch Road tried to give the road to Chapman Township as well as DCNR, and that they both refused to take it over. Ms. Long also questioned who would maintain the road if it were taken over. Supervisor Werts said that whoever owns the road would be responsible to maintain it.
Gregory Werts made a motion to approve and pay the bills, as presented, and to sign the monthly pay checks. Mitchell Shady seconded, and the motion carried.
Gregory Werts made a motion to adjourn the meeting at 5:18 PM, seconded by Mitchell Shady. The motion passed unanimously.

The regular meeting of the Chapman Township Board of Supervisors was held April 7, 2026 at 5:00 PM with Gregory Werts and Mitchell Shady in attendance. Linda Kelley attended via phone call.

Monthly correspondence included a letter from The Greater Renovo Area Heritage Park requesting a donation.

The minutes of the previous meeting were read. Gregory Werts made a motion to approve the minutes as presented. Mitchell Shady seconded, and the motion carried.

Street and Roads Report: The road crew started sweeping Township roads. Park Avenue, Schoolhouse Road and Reese Road have been completed so far. The 2012 Dodge truck needed new cv axels and hubs.
Building and Grounds Report: New playground equipment was installed in the park. A section of the Township’s sewer line had to be replaced due to damage. Doug Rowe will start pressure washing the building and mowing soon.

At 3 PM on March 27, 2026, bids for the Schoolhouse Road Bridge Project were opened on PennBid. Brian P. Schultz, PE, CFM and Alexander Schweitzer from PennCore Consulting were present to record the bids as follows:

Linda Kelley made a motion to donate $500 to The Greater Renovo Area Heritage Park. Mitchell Shady seconded, and the motion passed.

Linda Kelley made a motion to approve and pay the bills, as presented, and to sign the monthly pay checks. Mitchell Shady seconded, and the motion carried.

REMINDER: ATV RIDING SEASON
Chapman Township roads will NOT be open until Friday, May 22, 2026 for the upcoming ATV riding season. This schedule coincides with the DCNR riding season. The season will end on September 27, 2026. Please read Chapman Township’s ATV Ordinance 2022-01 (see below), which shows which roads will be open and the rules and regulations for riding on Township Roads.

All operators MUST be at least 16 years old with a valid driver's license, license plate, and proof of liability insurance.

Attention Chapman Township Residents: New Playground Equipment Installation

The Township has been working hard to update the Keller & Darby Memorial Park for everyone to enjoy. Last year, the concession stand had new siding installed, and the interior received a new coat of paint. The pavilion was repaired and painted, and so were the picnic tables. The basketball court was sealed and will get new lines painted on it as soon as the weather allows. The Township also purchased a pickleball net and paddles for anyone who would like to play. The biggest addition to the park will be coming next week when new playground equipment will be installed. The installation process for the new playground equipment should take about five days to be completed, starting on Monday, March 30th. During that time, that section of the park will be closed for safety reasons. We sincerely hope that everyone enjoys the new updates to the park!

Kerry Schindler from the Planning Commission was present. He said they are continuing to read the zoning books and the definitions in the books. Supervisor Kelley brought up the proposed updated livestock ordinance and said she thought everything looked good. She asked the secretary to reach out to the Township Solicitor to see what needs to be done to approve the changes.
There were no open records requests since the last meeting.
Street and Roads Report: Mitchell Shady and Noah Davenport attended First Aid and CPR training at the Chapman Township Fire Department. The 2019 Dodge Ram has been repaired. It needed a new hydraulic pump. The road crew will change the spinner motor. The 2012 Dodge Ram had the plow fixed. They have also been doing regular vehicle maintenance.
Linda Kelley made a motion to adopt Ordinance 2026-02, Pennsylvania One Call, recognizing April as Safe Digging Month. Gregory Werts seconded the motion.
Gregory Werts made a motion to approve sewage repairs at the Township Building. Mitchell Shady seconded, and the motion carried.
Linda Kelley made a motion to direct the Township Solicitor to start the process to have a hearing for a proposed ordinance request to vacate paper alleys on the Shearer property in Farwell once a written petition to vacate is submitted, and provided the Shearers are responsible for any costs. Gregory Werts seconded the motion, and it passed unanimously.
Public Comment: Jim Stahl was present and presented pictures of ice buildup in front of his house on Farwell Avenue where he parks his car. He said he thought it was due to water being pumped from a neighbor’s basement and wanted to know if the Township had a solution to the problem. The Supervisors discussed the drains on Farwell Avenue and asked the road crew to look at them to see if there is anything that can be done.
Bill Probst was present from Chapman Township Fire Department and updated the Supervisors on what has been going on in the Department. He said that they recently sold a firetruck, and he made the insurance company aware of the sale. He also said that they are looking for funding to buy a skid tank for their ATV which would allow them to transport patients. They also need new tools to help with ATV rescues. He said they would like to look at a long-term plan to keep the department running.
Gregory Werts made a motion to approve and pay the bills, as presented, and to sign the monthly pay checks. Mitchell Shady seconded, and the motion carried.

A thank-you card was received from the Chapman Township Fire Department and The Friends of the Renovo Library for the donations from Chapman Township.

Linda Kelley attended the last WCCCOG meeting. She stated that at future Township meetings, she will read the minutes of the WCCCOG meetings as they become available to her.

The Planning Commission met on January 13, 2026. A motion was made by Kerry Schindler and seconded by Robin Davenport to approve the following Board Officers for 2026: Roland Davenport-Chairperson, Gail Valora-Co-Chairperson and Robin Davenport-Secretary. An updated Livestock and Residence Ordinance proposal was presented to the Supervisors for consideration. The Supervisors will meet to review the changes.
There were two open records requests since the last meeting, which were responded to within five business days.
Street and Roads Report: Due to the major snowstorm, the road crew spent days plowing and salting roads in Chapman Township. Supervisor Werts also helped with plowing. Both dump trucks had repairs done to them to make them safe and pass inspection, however new issues and repairs are now needed on the 2019 dump truck due to the hydraulic pump breaking, which controls the salt spreader.
Building and Grounds Report: Doug Rowe has been shoveling and salting the sidewalks around the Township Building as well as taking care of the garbage and recycling bins.
Linda Kelley made a motion to adopt Ordinance 2026-01, speed limits on Chapman Township roads. Mitchell Shady seconded the motion, and it passed unanimously.
Linda Kelley made a motion to purchase a snowblower for the Township to help with snow removal around the Township building and also around fire hydrants. Mitchell Shady seconded, and the motion carried.
Gregory Werts made a motion to approve and pay the bills, as presented, and to sign the monthly pay checks. Linda Kelley seconded, and the motion carried.
Gregory Werts made a motion to adjourn the meeting at 5:18 PM, seconded by Linda Kelley. The motion passed unanimously.
