***Blue Envelope Program***

North Caldwell Police Department Launches "Blue Envelope Program" to Support Drivers with Autism
The North Caldwell Police Department, in collaboration with all Essex County law enforcement partners, is proud to announce the launch of the "Blue Envelope Program." This initiative is designed to foster safer and more effective interactions between law enforcement and individuals with Autism Spectrum Disorder (ASD) or similar conditions during traffic stops.

Recognizing that drivers with autism may exhibit physical movements or verbal responses beyond their control, the Blue Envelope Program provides a practical solution to enhance communication and understanding. The program aims to assist officers in adapting their actions to accommodate the unique needs of these drivers, promoting a safer and more supportive environment during police encounters.

The Blue Envelope serves as a discreet organizational tool where drivers can store essential documents typically requested during a traffic stop, including their vehicle registration, insurance card, and driver's license. The envelope also contains clearly printed instructions for the driver and critical information for responding officers. It is returned to the driver after the interaction and is not retained by law enforcement. Additionally, the envelope includes emergency contact information and a check box indicating whether the driver is verbal or nonverbal, providing officers with crucial context to guide their response.

The Blue Envelope Program reflects the North Caldwell Police Department's commitment to fostering understanding and ensuring the safety and dignity of all community members. By equipping both drivers and officers with the necessary tools to communicate effectively, we aim to create positive outcomes and reduce misunderstandings.

North Caldwell Police Department mourns the loss of the Newark Police Officer who was shot and killed in the line of duty last night and are praying for a full recovery of the officer who remains in critical condition.

February 10, 2025
North Caldwell Police Apprehend Four Suspects Following Burglary Attempt and Police Vehicle Collision North Caldwell, NJ.

In the early morning hours of Monday, February 10, 2025, at approximately 3:39 AM, the North Caldwell Police Department received a 9-1-1 call from a homeowner on Robin Hill Road reporting an attempted break-in at the residence. Officers were immediately dispatched to the scene. While enroute, officers observed a white BMW X3 speeding down Robin Hill Road. The vehicle crossed a lawn and sideswiped a North Caldwell Police patrol vehicle before continuing on and crashing into a residence on Park Avenue. Four suspects—two adults, Samir Y. Jordan (20) and Quamine Y. McDonald (18), both from Newark, along with two juveniles—fled the scene on foot but were apprehended shortly thereafter. During the investigation, officers recovered a firearm at the scene. All four suspects were taken into custody and charged with the following offenses:

▪️Aggravated Assault on a Law Enforcement Officer
▪️Burglary
▪️Criminal Trespass
▪️Unlawful Possession of a Handgun
▪️Possession of a Prohibited High-Capacity Magazine
▪️Additionally, the two adult suspects were charged with Employing a Juvenile for the Commission of a Crime.

The adult suspects were remanded to the Essex County Jail, while the juveniles were transported to juvenile intake in Newark. All individuals are awaiting their respective court hearings. The North Caldwell Police Department remains committed to ensuring the safety and security of our community. We commend the swift actions of our officers in apprehending these suspects and preventing further harm. We would also like to extend our sincere gratitude to the surrounding law enforcement agencies that assisted our officers in the response and apprehension of the suspects. Their support and collaboration were instrumental in bringing this incident to a swift and safe resolution. We remind the public that the charges against these individuals are merely accusations, and they are presumed innocent until proven guilty in a court of law.

The North Caldwell Water Department will be performing water main repairs for 2 water main breaks in the vicinity of Deer Trail Road / Acorn Place and 31 White Oak Drive. The road will be closed, and open to local traffic only. For the safety of vehicle passengers and the construction personnel working please do not drive through any road closure signs. Water service disruption is likely throughout the afternoon and into the evening. Please expect discoloration once water service is restored; run faucets until water runs clear. Thank you in advance for your patience as repairs are made.

Governor Murphy has declared a State of Emergency for the State of New Jersey, effective at 8:00 AM on Sunday, January 19, 2025. Significant weather conditions are expected, including heavy snowfall and dangerously low temperatures. Snow accumulation may reach 8-12 inches in some areas, followed by extreme cold temperatures and wind chills dropping below zero.

To facilitate efficient snow removal, overnight parking will not be permitted on any borough streets tonight, Sunday, January 19, 2025.

We appreciate your cooperation and encourage all residents to stay safe during these challenging weather conditions.
