Both suspects wanted in connection with the homicide that occurred at 8108 Counts Massie Road (Circle K gas station) are now in custody. Arrest information listed below:

On August 20,2026, at approximately 6:00 p.m., Kendrick Norris Jr. turned himself into detectives at the North Little Rock Justice Center. Mr. Norris was taken into custody without incident on an active warrant charging him with one count of Capital Murder, two counts Terroristic Act, one count Aggravated Assault, and one count of Possession of Firearm by Certain Person.

On August 10, 2026, at approximately 2:33 p.m., officers with the North Little Rock Police Department, along with members of the U.S. Marshals Eastern Arkansas Fugitive Task Force, located Clenton Withers at a residence in North Little Rock. Withers was taken into custody without incident on an active warrant charging him with one count of Capital Murder, three counts of Terroristic Act, and five counts of Aggravated Assault.

NLPRD Officers are on scene of a fatality pedestrian vs vehicle accident, in the 2400 block of Hwy 161. All North and Southbound lanes of traffic are closed to vehicular and pedestrian traffic.

Sgt. Gary Jones has a few reminders to help everyone navigate school zones.

🚸 Expect heavier traffic in and around school zones, especially during the first few weeks as everyone settles into new routines.

🚗 Leave a few minutes early, slow down in school zones, watch for children, school buses, and crossing guards, and extend a little extra patience and grace to those around you.

NLRPD officers, NLRSD Security, and our dedicated crossing guards will be working together throughout the school year during morning arrival and afternoon dismissal to help keep our students, staff, and families safe.

🚸 Getting to and From School Safely!

As students head back to school, North Little Rock Middle School Resource Officers Collin Gates and Shannon Yancy want to share a few safety tips for students walking, riding a bike, or taking the bus to and from school.

Students, remember to:
✅ Stay aware of your surroundings.
✅ Walk with a friend when possible.
✅ Cross at crosswalks and obey crossing guards.
✅ Never accept rides or gifts from strangers.
✅ If a stranger makes you feel unsafe, get to a trusted adult and tell them immediately.

Parents and students, if you see Officer Gates or Officer Yancy in the hallways or at athletic events this school year, be sure to say hello!

🚌 School Bus Safety Starts with You!

As students head back to school, North Little Rock School Resource Officers Jay Boody and Officer Nick Stewart have a few important school bus safety tips they want to share with everyone.

🚨 Remember:
• When a school bus has its flashing red lights activated and the stop arm extended, children are loading or unloading.
• Drivers must stop for the school bus on most roadways.
• Remain stopped until the bus retracts its stop arm, the flashing red lights are no longer activated, or the bus driver signals traffic to proceed.

Children can be unpredictable and may cross the street unexpectedly. Taking a few extra seconds could save a life.

NLRPD will have zero tolerance for school bus passing violations and dangerous driving in school zones.

PLEASE slow down, stay alert, put your phone away, and help keep our students safe this school year.

**Arrest Update for homicide that occurred at 8108 Counts Massie Road**

On August 10, 2026, at approximately 2:33 p.m., Clenton Withers was taken into custody by officers with the NLRPD and members of the U.S. Marshals Eastern Arkansas Fugitive Task Force.

Withers was arrested on an active warrant charging him with one count of Capital Murder, three counts of Terroristic Act, and five counts of Aggravated Assault.

Detectives are asking for the public’s help in locating the remaining suspect involved in this homicide. If anyone has information about this incident or knows the whereabouts of Kendrick Norris Jr., they are asked to contact the NLRPD Tip Line at 501-680-8439 or Detective Adam Williams at 501-771-7167. Those with information can remain anonymous.
