Norwalk Woman Sentenced to Prison for Role in Drug Trafficking Conspiracy

David X. Sullivan, United States Attorney for the District of Connecticut, announced that KIMBERLY DELACRUZ, also known as “K,” 31, of Norwalk, was sentenced today by U.S. District Judge Vernon D. Oliver in Hartford to 30 months of imprisonment and 18 months of supervised release for her role in a southwestern Connecticut narcotics trafficking ring.

According to court documents and statements made in court, in May 2023, the Drug Enforcement Administration’s Bridgeport High Intensity Drug Trafficking Area (HIDTA) Task Force and Norwalk Police Department identified Delacruz’s paramour, Jose Orjuela, as the leader of a drug trafficking organization that distributed large quantities of fentanyl, he**in, and co***ne in the Norwalk area.  The investigation, which included court-authorized wiretaps and controlled purchases of narcotics, revealed that Orjuela and others transported kilogram-quantities of co***ne from Texas and Ohio, and kilogram-quantities of fentanyl and he**in from New York City, and distributed the narcotics in and around Norwalk through a network of associates.  Orjuela and Delacruz stored narcotics and drug proceeds at their Marlin Drive residence in Norwalk, and also used the Darien residence of a co-conspirator to store narcotics and drug proceeds, convert co***ne into crack co***ne, and package narcotics for street sale.  Delacruz assisted Orjuela in the packaging and distribution of narcotics.
Orjuela, Delacruz, and others were arrested on April 29, 2024.  In association with the arrests, investigators executed multiple federal search warrants and seized approximately 15,000 dose bags of suspected fentanyl, approximately 350 grams of raw he**in, and quantities of co***ne and crack co***ne.

On July 22, 2025, Delacruz pleaded guilty to conspiracy to distribute and to possess with intent to distribute fentanyl, co***ne, and he**in.

Delacruz, who is released on a $50,000 bond, is required to report to prison on July 15.

Norwalk Officers Rescue Two Men From Cold Waters After Jet Ski Sinks

On Wednesday, May 27, 2026, at approximately 5:11 p.m., the Norwalk Police Department received a report of an overturned and sinking jet ski with two individuals in the water near Chimon Island. Marine Unit officers responded to the area and located the two men in the cold water. Both individuals were safely removed from the water and were exhibiting signs of early-stage hypothermia. Officers immediately brought the men into the cabin of the police vessel to warm them while returning to shore. The two men were transported to Veteran’s Memorial Park Marina, where Norwalk Paramedics were standing by to provide medical evaluation and treatment. No serious injuries were reported.

A second Marine Unit vessel responded to the area of Chimon Island to recover the sunken jet ski.

Shortly thereafter, the Westport Police Department received a separate report of a disabled jet ski emitting smoke near Goose Island with one individual aboard. Norwalk Marine Unit officers immediately responded to assist the Westport Police Marine Unit. Upon arrival, officers confirmed the individual had already been safely brought aboard the Westport vessel. Fortunately, the operator never entered the water.
