Yesterday, we proudly celebrated the swearing-in of Deputy Chief of Police Thomas Lazzaro.

Deputy Chief Lazzaro’s promotion is the result of nearly two decades of dedication, leadership, and service to the City of Norwich. Over the last 18 years, he has served the department in countless capacities from patrolman to fi****ms instructor, fatal accident reconstructionist, sergeant, lieutenant, captain, and now Deputy Chief of Police. Along the way, he has earned both the Medal for Exceptional Service and the Lifesaving Award, reflecting the commitment he brings to this profession every day.

His leadership, work ethic, and willingness to step up whenever needed have earned the respect of both his colleagues and the community he serves.

As Chief Daley said during yesterday’s ceremony: “If you need something done, Tom’s your guy.”

Congratulations, Deputy Chief Lazzaro. The Norwich Police Department and the City of Norwich are so fortunate to have your continued leadership.

On Thursday, May 14, 2026, Norwich Police personnel received information regarding threatening comments being posted on social media. In several comments, an individual used threatening language and made references to the Mayor of the City of Norwich.

Norwich Police personnel conducted a thorough investigation into the incident. As a result of the investigation, officers secured an arrest warrant on Friday, May 15, 2026.

Today, Norwich Police Department took the following individual into custody without incident.

John L. Moore
65 Years Old

Charges:
53a- 181k Intimidation Based on Bigotry or Bias
53a-62 Threatening Second Degree

Moore was processed and held on a $5,000 court set bond. No further information available at this time.

The Norwich Memorial Day Parade is scheduled for Monday, May 25, 2026. The parade is scheduled to begin at 12:00 PM. Starting at 10:30 AM, Broadway will be closed to vehicle traffic from Crossway Street to Perkins Avenue. Perkins Avenue will be closed at McKinley Avenue. All other roadways will remain open until the start of the parade.

Once the parade begins, Broadway and several side streets from
Saint Patrick’s Cathedral to Chelsea Parade will be closed until the parade passes. The parade will conclude at Chelsea Parade (Norwich Free Academy Green). Broadway from Washington Street to Chelsea Parade South will be closed until the conclusion of ceremonies occurring on Chelsea Parade immediately following the parade.

In preparation, No Parking signs will be posted on or before Sunday May 24. 2026 and remain in effect until the conclusion of the parade on the following streets:

- Broadway (both sides of the street from Crossway Street to Chelsea Parade)
- Perkins Avenue (both sides of the street)
- Union Street (from Saint Patrick’s Cathedral to Crossway Street)

Those individuals coming to observe the parade can park on streets adjacent to Broadway in legal areas being mindful of posted “No Parking” areas and assuring private residences/driveways are not blocked or obscured in any manner.

Motorists should anticipate increased congestion and be mindful of the increased pedestrian traffic. All events are scheduled to be concluded by 3:00 PM.

Today, on Peace Officers Memorial Day, we honor and remember the law enforcement officers who made the ultimate sacrifice in the line of duty.

We pause to reflect on the courage, service, and commitment of the brave men and women who gave their lives protecting their communities, and we keep their families, friends, and fellow officers in our thoughts.

Their service and sacrifice will never be forgotten. 💙
