Alameda County CARES grants are in response to the economic, health and safety impacts of the COVID-19 pandemic. The program was authorized by the Alameda County Board of Supervisors when it redirected $5 million in CARES Act funds for a small business grant program in response to the economic, health and safety impacts of the COVID-19 pandemic. East Bay EDA was designated to administer and coordinate the program for Alameda County.

The program prioritizes grants for small, local and emerging businesses within Alameda County to assist with the costs of business interruption caused by COVID-19. Grants are intended to assist small businesses with covering necessary costs due to the COVID-19 public health emergency, incurred between March 17, 2020 and December 30, 2020.
Eligible businesses can receive a one-time grant of $5,000.

An online application must be submitted by Monday, 11/30 at 11:30 PM.

Alameda County Assessor Delivers Historic 2020 Assessment Roll

Alameda County Assessor’s Office has successfully completed the 2020 local assessment roll of $343,017,160,248, reflecting a $21,517,616,022 or 6.69% increase above last year’s assessment roll. This net local roll, after all legal exemptions have been applied, totals $329,929,085,275. The 2020 roll is truly historic as Alameda County’s COVID-19 Shelter in Place began March 16, 2020, in the midst of closing the roll. “I am incredibly proud of the work the Assessor’s Office did to close the assessment roll this year,” said Assessor La, “as my first full year as Assessor, I saw the dedication of the Assessor’s staff in order to close the roll and ensure much needed services to Alameda County residents.” The assessment roll provides funding for essential services in Alameda County: public schools, hospitals, cities, and special districts. Public schools receive the majority of the property taxes based on the assessment roll at 41%. During the current COVID-19 pandemic, funding for these much-needed services and programs are more important than ever. The assessment roll covers the period of time between January 1, 2019 to January 1, 2020.

COVID-19 has triggered a recession, bringing a swift close to Alameda County’s 10 year economic boom. Prior to the effects of COVID-19, our economy saw impressive growth in the real estate sector from January1, 2019 to January 1, 2020 and the assessment roll reflects that strong growth. The 2020 assessment roll reflects assessments of more than 512,246 taxable properties.

Of the 14 cities and unincorporated areas within Alameda County, the City of Oakland remains the highest assessment jurisdiction in Alameda County with a total assessed value of $74,788,273,317 before exemptions. The City of Fremont has emerged with the second highest assessed value of over $58,854,655,174.

The City of Oakland garnered the highest percentage increase in assessed value from the prior year at 10.2%. The City of Newark garnered the second highest percentage increase for a second year in a row, with an 8.3% increase.

Notifications of this year’s individual assessments are being mailed to all secured roll Alameda County property owners beginning on July 17, 2020. If property owners have questions regarding their property assessment, they are encouraged to call the Assessor’s Office at (510) 272-3787 (real estate assessments) or (510) 272-3836 (business personal property assessments). As indicated on these notifications, formal appeals of the 2020 assessed values must be made between July 2 and September 15, 2020, with the . Property tax bills for fiscal year 2020-21 will be mailed by the Alameda County Tax Collector in October and will be based upon the Assessor’s 2020-21 assessed values.

The Assessor's Office marks the 155th anniversary of Juneteenth, the historic day when the last slaves were liberated in the U.S. Although President Lincoln signed the Emancipation Proclamation on January 1st, 1863, it would take another two and a half years before slaves in Galveston, Texas would learn of their freedom. Over the past 150 years, Juneteenth has become a time for communities nationwide to celebrate black history and culture with family, friends and coworkers. Today our Office staff participated in a moment of silence at 8:46 a.m., in recognition of the 8 minutes and 46 seconds of pain George Floyd suffered before his death.

Thankful to Governor Newsom for issuing the Executive Order to extend business property filing to all businesses in CA & Alameda County to June 1 without penalty.

Thus, the Alameda County Assessor's Office will accept Business Personal Property (BPP) Statement filings (Form 571L) up to June 1st, 2020 as timely filed. We are currently accepting properly signed BPP statements that are scanned and attached to an email. These can be sent to [email protected]. In addition, the Governor’s Executive Order also suspends penalties, costs, or interest on late property tax payments for residential real property occupied by the taxpayer, or real property owned and operated by a taxpayer that qualifies as a small business provided certain conditions are met. In addition I wanted to share information from the the Alameda County Treasurer-Tax Collector’s Office. They have announced that while the property tax delinquent deadline is April 10th, they will begin to work with taxpayers on an individual basis to address hardships caused by the coronavirus and subsequent shelter-in-place. They will make available a penalty cancellation request form to aid anyone who is unable to pay on time for reasons related to the impacts of COVID-19.
