created finalized and approved by the "grass roots" committee efforts of: Tom and Wilma Lewellyn, Bob and Carol Johnson, Sandi Simmons, Linda West, Carol Beckley, Bette Keehley, Sandra Simmons, and many others. Final approval received by ODOT 2009
