The Oakland Area Office serves both Alameda and Contra Costa Counties, and works in the communities of Oakland, Berkeley, Albany, El Cerrito, Richmond, San Pablo, and Pinole, as well as the unincorporated communities of North Richmond, Bayview-Montalvin, Rollingwood, East Richmond Heights, and Arlington Heights. nd highways of the State of California. In addition, the CHP is also responsible for all State-owned facilities and properties. The CHP also provides traffic enforcement services and works closely with the Contra Costa Sheriff's Office to provide general law enforcement to the unincorporated communities of Contra Costa County. LATE REPORTED NON-INJURY FREEWAY SHOOTING
 
OAKLAND, Calif. – On Friday, December 1, 2023, at 8:09 p.m., Officers assigned to the California Highway Patrol (CHP) Oakland Area office responded to a call for service involving a disabled vehicle blocking lanes on the eastbound Interstate 80 to eastbound Interstate 580 transition in Oakland, California.
 
Upon arrival, officers assisted the driver with a tire-related issue. Subsequently, the driver left the scene and sought assistance at a tire shop for tire repair. During the inspection at the tire shop, a bullet fragment was discovered embedded in the tire.
 
On Monday, December 4, 2023, the driver contacted CHP to report the discovery of the bullet fragment and recalled hearing a loud noise at the time the vehicle tire popped. Additionally, the driver reported witnessing an unknown suspect extending their hand out of an unidentifiable vehicle, described as “possibly an older model Nissan Altima.” The circumstances surrounding the shooting incident remain under investigation, and the cause of the shooting remains unknown.

CHP OAKLAND APPREHENDS HOMICIDE SUSPECT AFTER PURSUIT

On Oct. 27, 2023, California Highway Patrol (CHP) officers in the Oakland Area assigned to the Safe Streets Operation arrested a suspect who was wanted for murder. While on patrol, the officers saw a Maserati stopped in the traffic lane, with both male occupants asleep and a handgun lying on the passenger’s lap. Before backup could arrive, the occupants woke up, saw the officers, and fled the scene.

A pursuit ensued and ended when the driver abandoned the vehicle, attempting to flee on foot. He was quickly apprehended by the CHP officers. The passenger was also taken into custody. Further investigation revealed the driver, (Alexis Garcia, 26, of Oakland), was wanted in connection with a homicide that occurred in a barbershop shooting in San Leandro, Calif. The San Leandro Police Department (SLPD) responded and confirmed the suspect's identity. SLPD also seized the vehicle and the two fi****ms discovered within as part of their ongoing investigation. Both suspects were booked into the Santa Rita Jail on multiple charges related to evading arrest, possession of fi****ms, drug possession, and additional charges related to the homicide case in San Leandro. The CHP Oakland Area office commends the swift and decisive actions of our officers in apprehending a dangerous suspect and ensuring the safety of the community. Criminal activity will not be tolerated in the Oakland area.

The California Highway Patrol (CHP) statewide Thanksgiving weekend Maximum Enforcement Period (MEP) will commence on Wednesday, November 22, at 6:01 PM and conclude on Sunday, November 26, at 11:59 PM.

During this MEP, CHP Oakland Area officers will be actively patrolling, with the primary objectives of preventing and addressing issues related to impaired driving, distracted driving, speeding violations, and seatbelt violations.

We urge all members of our community to exercise heightened caution during this period and comply with all traffic laws. If you plan to consume alcoholic beverages, please arrange for a designated driver or utilize alternative transportation methods to ensure the safety of yourself and others on the road.

CHP INVESTIGATES FATAL HIT-AND-RUN CRASH IN OAKLAND - REQUESTS PUBLIC’S ASSISTANCE

OAKLAND, Calif. – On Sunday, November 19, 2023, at 10:46 p.m., the California Highway Patrol (CHP) Golden Gate Communications Center received a call of a two-vehicle, non-injury traffic crash that occurred on southbound State Route 13, south of Joaquin Miller Road/Lincoln Avenue, in the city of Oakland. The crash involved a white Toyota “Zip Car,” and a black sedan. After the crash, the Toyota came to rest blocking the slow lane. The driver and passenger of the Zip Car, both male adults, exited the vehicle and stood nearby.

At 10:50 p.m., responding CHP officers received a report of a secondary crash at the same location involving a vehicle-versus-pedestrian. It was later determined the right-front passenger of the Toyota was standing on the right shoulder when another unknown black sedan approached the disabled Toyota from behind. The black sedan abruptly applied its brakes and swerved to the right, maneuvering around the disabled Toyota. Tragically, the front of the black sedan struck the passenger who later succumbed to his injuries and was pronounced deceased at the scene. The black sedan that struck the pedestrian fled prior to CHP's arrival and no information leading to the identity of the driver is currently known.

The CHP Oakland Area is requesting the public’s assistance in gathering information surrounding this fatal crash. The black sedan that struck the pedestrian would have sustained crash damage to its front bumper, hood, and/or front windshield.

That's a wrap for CHP at APEC!

What an incredible, but busy week for us. Over 1000 CHP personnel were on hand to support our partners at the San Francisco Police Department and the United States Secret Service. While we might not remember just how hectic and stressful the days were, we will absolutely remember all of the people that took time to say hello, welcome all of us, and even ask to grab a quick picture. Whether it was dignitaries from around the world, or groups of kids out to watch the presidential motorcade, we appreciate every moment we had to interact with the people we serve, in the communities we are proud to call home.

Thank you San Francisco for a week we will never forget.

We are just a day away from the beginning of the Asia-Pacific Economic Cooperation (APEC) Conference here in San Francisco. As we prepare for what's to come, we want to remind everyone of the planned closures and traffic changes as you make your way into San Francisco.

Eastbound I-80 at 4th Street off-ramp & Westbound I-80 at 5th Street off-ramp closures
-Wednesday, Nov. 15 - Friday, Nov. 17 from 5 a.m. to 9 p.m. daily

Bay Bridge lane closures:
-Eastbound I-80 #1 (left lane) and Westbound I-80 #5 (right lane)

-No impact to transit bus services

Golden Gate Bridge Vista Point (north-east parking lot) closure:

- Pathway leading off of GGB sidewalk and into Sausalito as well as path under bridge to Marin Headlands will remain open to pedestrian and bicycle traffic.
- The west sidewalk will remain open to CYCLISTS ONLY weekdays from 3:30 p.m. to 6:30 p.m. and weekends from 5 a.m. to 6:30 p.m.

You will see a large number of CHP officers in and around San Francisco as we work with our local, state and federal partners to ensure the safety of everyone in and around the conference. We will be supplementing our staffing with personnel from outside of Golden Gate Division, so our communities should notice no discernable change in our regular day to day operations.

OPERATION SAFE STREETS PURSUIT LEADS TO FIREARM AND DRUG ARREST

OAKLAND, Calif – On October 24, 2023, at approximately 2:40 p.m., California Highway Patrol (CHP) Oakland Area units assigned to the Safe Streets operation, initiated an enforcement stop on a Toyota Corolla for a registration violation. Initially, both the driver and passenger were compliant as they were being contacted by officers. Suddenly, the suspect vehicle accelerated prompting a pursuit. The Oakland Police Department's helicopter joined the pursuit and provided aerial surveillance. The suspect vehicle was driven to the 8500 block of Edes Avenue where the suspect vehicle came to a stop. The driver exited the vehicle and attempted to flee on foot but was immediately apprehended by officers. The passenger relocated to the driver's seat of the suspect vehicle and continued to evade officers.

Officers effectively deployed a spike strip and used a pursuit immobilization technique to successfully bring the suspect vehicle to a controlled stop. The second suspect was subsequently apprehended without incident. During the investigation, officers discovered an unregistered handgun, approximately $2,000 in cash, and a variety of illicit drugs within the vehicle. Both suspects were booked into Santa Rita Jail for multiple charges related to evading, weapons, drug possession, and drug sales.

CONGRATULATIONS OFFICER SEAN DEISE

After 15 years of dedicated service here at the California Highway Patrol (CHP) Oakland Area office. Officer Deise, ID 19059, will be transferring to the CHP Academy to take on a new position as an instructor. Officer Deise's dedication, professionalism, and commitment to public safety have made a lasting impact on our community. We have no doubt that he will excel in his new role, shaping the next generation of law enforcement officers.

He was honored today in briefing, on his last day in Oakland. It is difficult to measure how many lives Officer Deise has saved in his enforcement efforts. Not only has he provided the highest level of safety, service, and security to his community but he has also earned the love and respect of his peers.

October 17-21 is National School Bus Safety Week. While Officer Oseguera is diligently testing school bus drivers at the CHP Oakland Area office to ensure they meet the necessary standards to safely operate on the road, we would like to take a moment to remind everyone else of their role in promoting safety.

As responsible drivers, it is vital to always remember to stop when the bus arms extend. Parents, please take the time to engage in an open dialogue with your children about the importance of boarding the bus safely. NON-INJURY FREEWAY SHOOTING

OAKLAND, Calif. – On Friday, October 13, 2023, at 8:50 p.m., officers assigned to the California Highway Patrol (CHP) Oakland Area office responded to a call of a possible freeway shooting incident that occurred on eastbound Interstate 80, between Ashby Avenue and University Avenue in Berkeley, California. The shooting is believed to have taken place at approximately 8:00 p.m.

Officers responded to the victim’s residence and verified that there were no injuries. The victim reported hearing a single audible pop but suspected it to be a tire-related issue and continued driving home. During the investigation, officers discovered damage to the victim’s vehicle, confirming that a shooting had occurred. The cause of the shooting remains unknown at this time.

NON-INJURY FREEWAY SHOOTING

OAKLAND, Calif. – On Thursday, October 12, 2023, at 11:25 p.m., Officers assigned to the CHP Oakland Area office responded to a call of a possible freeway shooting incident that occurred on eastbound Interstate 580 (I-580), near Seminary Avenue in Oakland, California.

Officers arrived at the scene and were unable to locate a suspect, victim, or associated vehicles. During the investigation, Officers located evidence confirming a shooting had occurred on the Seminary Avenue onramp to eastbound I-580.

CHP OAKLAND APPREHENDS TEENS IN STOLEN VEHICLE
 
OAKLAND, Calif. – On October 12, 2023 – at 2:52 a.m., officers assigned to the California Highway Patrol (CHP) Oakland Area office conducted a registration check on a Hyundai Tucson at the intersection of W. Macarthur Boulevard and Martin Luther King Jr. Way. The license plate information revealed that the vehicle had been reported stolen. Officers initiated an enforcement stop however, the Hyundai accelerated, prompting a pursuit.  

The pursuit proceeded onto eastbound Interstate 580, eventually exiting at Edwards Avenue. The Hyundai came to a dead end at the parking lot of Burkhalter Park on Edwards Avenue. The Hyundai executed a U-turn and drove towards officers in the process of fleeing. The pursuit continued southbound on 73rd Avenue into east Oakland.

Ultimately, the Hyundai entered a cul-de-sac on Catron Drive, located south of Bergedo Drive. To evade capture, the Hyundai rammed three CHP patrol vehicles and a parked vehicle. Officers observed the Hyundai crash into another vehicle at Bergedo Drive at Robledo Drive. Officers made the decision to utilize legal intervention using a ramming technique which disabled the Hyundai and successfully brought the pursuit to an end. No injuries were sustained during the incident.

Nine juvenile occupants were detained following the successful intervention. The driver, a 16-year-old female from the Castro Valley-Hayward area was booked into Alameda County Juvenile Hall for multiple charges related to vehicle theft, evading, and assault with a deadly weapon. Two male juveniles, ages 15 and 16, from the Castro Valley-Hayward area were subsequently cited and released for resisting arrest.

The CHP Oakland Area office commends the swift action of its officers in apprehending the suspects and ensuring the safety of the community. The investigation into this incident is ongoing.

NON-INJURY FREEWAY SHOOTING

OAKLAND, Calif. – On Wednesday, October 11, 2023, at 1:35 a.m., Officers assigned to the CHP Oakland Area office responded to a call of a possible freeway shooting incident that occurred on westbound Interstate 580 (I-580), near Regatta Boulevard in Richmond, California.

Officers arrived at the scene and were unable to locate a suspect, victim, or associated vehicles. During the investigation, Officers located evidence confirming a shooting had occurred on the Regatta Boulevard onramp to westbound I-580. The suspect vehicle was described as a brown Infiniti two-door sedan.

PURSUIT TURNED DRUG BUST

On October 5, 2023, CHP Oakland officers recovered an unregistered firearm, 20 pounds of ma*****na, and $33,500 in cash after pursuing suspects in a silver Dodge Durango into San Francisco. The passenger exited the vehicle and fled on foot with a firearm, drugs, and money in his possession. He was subsequently arrested on multiple weapons and drug violations.

NON-INJURY FREEWAY SHOOTING

OAKLAND, Calif. – On Monday, October 2, 2023, at approximately 11:19 a.m., Officers assigned to the California Highway Patrol (CHP) Oakland Area office responded to a call of a possible freeway shooting incident that occurred on Saturday, September 30, 2023, on westbound Interstate 80 near Gilman Street in Berkeley.

Officers contacted the victim at their residence and confirmed that no injuries were sustained. During the investigation, officers discovered damage to the victim’s vehicle as a result of this incident. Road rage is believed to be a contributing factor in the shooting.

The suspect, described as a black female adult approximately 30 years old, had a black male juvenile estimated to be around 8 years old seated in the front right passenger seat during the incident. The suspect vehicle is described as a newer model gold BMW. The CHP Oakland Area is currently investigating this incident.

FIREARM RECOVERED

Meet Officer Worthy, one of the six new officers assigned to the CHP Oakland Area office. With only one week into her field training, Officer Worthy has already made two arrests, assisted with a pursuit, responded to a fatal crash, and investigated a hit and run crash.

In her recent arrest, Officer Worthy and her Field Training officer, Officer Garcia, observed a vehicle stopped on the freeway. Upon contacting the driver, they observed signs and symptoms of impairment. During the course of the investigation, an unregistered firearm was located inside the vehicle, along with shaved keys, and burglary tools. Furthermore, this driver was a convicted felon and was prohibited from possessing a firearm. The driver was subsequently arrested on multiple charges.

FIREARM RECOVERED

On September 1, 2023, at 02:06 am, CHP Oakland units responded to a call of a traffic crash on eastbound Interstate 80 (I-80), east of University Avenue. During the investigation, an unregistered loaded firearm was located. Additionally, officers suspected the driver was under the influence of alcohol. After a thorough investigation, the driver was subsequently arrested on multiple charges related to weapons and DUI.

High-waves to High-ways

The reckless driving of two individuals lead to one of them crashing into a boat trailer causing the boat to topple over into the lanes of Interstate 580. All the involved parties remained on scene until CHP arrived. Thankfully, there were no injuries as a result of this crash. Traffic was temporarily disrupted until officers were able to tow the boat out of the lanes. This serves as an example on the dangers of reckless driving. Remember to stay safe and drive responsibly.
