It is with great sadness that we announce the passing of one of our team members. Canine Kino died yesterday while with his handler and friend, Chuck Wong. For those of you who did not have the opportunity to watch Kino work, he was a fabulous Search Canine. Very fast, effective, and excited to work. A true joy to watch, and great demeanor.

Kino was born May 9, 2006. He passed his first CE just before turning three, in May 2009. Kino successfully passed three additional CEs. He was able to deploy and work at multiple deployments and exercises. He and Chuck also were able to demonstrate the amazing skills of our Canine Search Teams to countless groups, classes, and public events.

We find it personally fitting that Kino passed on September 11. I can imagine him now serving the 343 who perished on that day, as well those who have made the ultimate sacrifice since then. Kino can provide them comfort and joy, and demonstrate his superior US&R skills to an audience worthy of his company.

Mahalo nui loa Kino. 💙🇺🇸

Yesterday, as they waited to see where they are needed to help in the aftermath of #HurricaneDorian's, canine teams from California Task Force 3 (Menlo Park), California Task Force 4 (Oakland), California Task Force 7 (Sacramento), California Task Force 8 (San Diego) and Utah Task Force 1 were able to train together at the Charlotte Police and Fire Academy. Impromptu trainings like this, even while deployed, keep the dogs' noses sharp and keep them engaged in the "search game" they all love so much.

Currently in North Carolina, Oakland Task Force 4 members worked to unload the equipment cache and transport it to the Charlotte USAR warehouse. The team worked through 11 pallets to unload, breakdown and pack in rented trucks for a possible response. The team is in great spirits. At the request of the Federal Emergency Management Agency (FEMA), Governor Gavin Newsom, through the California Governor’s Office of Emergency Services (Cal OES), has approved the deployment of five Urban Search and Rescue (US&R) Task Forces and two California-based US&R Water Rescue “Mission Ready Packages” (Teams) to support search and rescue operations as Hurricane Dorian approaches the coast of the US mainland. As a component of the National US&R Response System, the personnel hail from the Menlo Park Fire Protection District, the Sacramento City Fire Department, the City of Oakland Fire Department, Los Angeles City Fire Department, San Diego Fire-Rescue Department and Cal OES Fire & Rescue.

Each Task Force consists of 35 highly trained search and rescue specialists, including K-9s and medical personnel. They will serve as a part of the National US&R Response System assisting local first responders in Hurricane Dorian’s impacted areas. Cal OES is also sending an assistant chief from their Special Operations Unit for coordination and to act as a state agency representative. In addition to this large deployment of US&R personnel, the activation will include two Water Rescue Teams and equipment from the Los Angeles County Fire Department and Orange County Fire Authority.

Last week Cal OES coordinated with FEMA to pre-position two US&R Incident Support Teams from the Menlo Park Fire Protection District and the Orange County Fire Authority in San Juan, Puerto Rico in anticipation of Dorian making landfall there. During the deployment of the US&R Task Forces, specialists will use their knowledge, skills and disaster response experience to assist in the coordination of state/federal US&R teams, and conduct search and rescue operations in support of local authorities.

During the hurricane seasons of 2017 and 2018, Cal OES supported the deployment of all eight California-based state/national US&R Task Forces collectively to North Carolina for Hurricane Florence; Texas for Hurricane Harvey; Alabama and Florida for Hurricane Irma; Hawaii for Hurricanes Lane and Olivia; Florida for Hurricane Michael; and Florida, Puerto Rico, and the U.S. Virgin Islands for Hurric

Two small earthquakes shook the Tri-Valley this afternoon. A magnitude 4.3 quake followed by a magnitude 3.5 quake struck a bit after 1:00 pm north of Livermore and east Blackhawk. The Livermore-Pleasanton Fire Department has not received any notification of damage or injuries within our jurisdictions. We did activate our earthquake protocol which included preparing our apparatus for additional quakes and assessing our infrastructure.

These quakes serve as a great reminder to residents and businesses to be prepared for a larger scale earthquake or disaster. Additional information can be found on our website:

This week, CA-TF3 and CA-TF4 participated in a joint Swiftwater boat training on the South Fork of the American River. Certified Swiftwater boat operators practiced and honed their skills in up to class 3 rapids in very narrow parts of the river. As Hurricane season approaches, this training prepares our boat operators for the operation and potential hazards in a fast moving water environment.
