Join us on Thursday, August 27th, at 6pm as we bring school spirit to the streets with the FHS Homecoming Parade beginning near St. Anthony's Church, traveling north along O'Hara Avenue, turning left on Acme Street, and ending at Civic Center Park.

Following the parade, stick around for a Community Rally at Civic Center Park featuring performances by the FHS band, dance teams, and student groups.

This new downtown celebration is all about bringing our school and community together, supporting local businesses, and showcasing the incredible spirit of Freedom High School and the City of Oakley!

With school starting next Monday, Oakley PD wants to remind parents that if you are purchasing a motorized bicycle/moped or an e-scooter for your child, it requires licensing (California Vehicle Code (“CVC”) Sections 12509.5 and 21235(d)), just like a regular motorcycle or a car, making them illegal to operate if the rider is under age 16 and/or improperly licensed. Motorized bicycles are substantially faster than e-bikes, and more dangerous. E-scooters cannot go faster than 15 MPH in California and both e-scooters and motorized bikes/mopeds require a bike helmet for riders under 18 years of age.

Under CVC Section 312.5, e-bikes are defined as bicycles equipped with a motor of less than 750 watts. They fall into 3 classes:

• Class 1: E-bikes that assist only while the rider is pedaling, and that cease to assist once the bike reaches 20 mph.
• Class 2: E-bikes that have a throttle and can propel the bike without pedaling, also with a maximum speed of 20 mph.
• Class 3: E-bikes that assist while the rider is pedaling, up to 28 mph, and are required to have a speedometer. Riders must be at least 16 years old.

Officers have also noticed an uptick in kids riding traditional bikes without helmets and on the wrong side of the road. We are committed to ensuring the safety of all residents, and officers will address these issues via citations and, in some cases, the two-wheeled vehicles may be seized for a period of time until they can be returned to lawful and responsible owners.

On June 29, the state adopted the 2026–27 budget agreement. Described as balanced for the next two years, the state projects that it will have no operational deficits for the next 18 months. However, the budget includes a number of concerning and problematic approaches to public education funding. Among them is the $3.9 billion withholding of Prop 98 funding, which CSBA has worked to oppose with coalition partners. The maneuver raises concerns that the Legislature and Governor are setting a worrisome precedent whereby this tactic could be used repeatedly to help offset growing costs on the non-Prop 98 side of the budget.

Although the education budget trailer bill has not been voted on yet, it is expected to be taken up and passed by the Legislature on July 2. In addition to the withholding, the budget includes the following:
• The proposed “super” COLA of 4.31%, which includes the requirement that LEAs provide 14 weeks of paid pregnancy disability leave.
• Adds non-LEA based preschools to Prop 98, which includes an initial re-benching of Prop 98 to reflect the growth in costs but does not account for increased funding in future years to accommodate anticipated growth in the program.
• Equalizes the per-pupil special education base rate by allocating $2.4 billion in ongoing Prop 98 funding to provide all LEAs a uniform per-pupil rate of $1,340.
• Maintains the proposed $5 billion in one-time discretionary funding via the Student Support and Professional Development discretionary block grant, which will go out on an ADA basis.

🔍 For the third budget year in a row, CA public schools are faced with an attempted manipulation of Proposition 98. This year’s May Revise proposes withholding $3.9B owed to schools, as districts struggle to finalize budgets without fully guaranteed funding, manage rising costs, respond to growing student needs and preserve core educational programs. Prop 98 is a voter-approved constitutional guarantee, not a piggy bank to break into when convenient.

In addition, tonight’s joint proposal by CA State Senate and Assembly leaders to fold non-school based preschool providers into the existing TK–14 Prop 98 allocation (essentially adding a grade level) without new, ongoing and additive funds - this further dilutes the annual guaranteed funding, reducing per-pupil resources in yet another underfunded mandate.

I continue urging our legislators to reject these budget maneuvers and to preserve the Prop 98 guaranteed school funding established by California voters and taxpayers.
