Prohibited Conduct and Village Safety

The surge in fatalities and severe injuries linked to e-bikes, electric motorcycles (e-moto's), and minibikes has recently triggered emergency room warnings, strict law enforcement crackdowns, and a wave of new state regulations nationwide. Medical and legal experts now officially classify the rapid adoption of these high-speed devices by minors as a distinct public health crisis. Recently there has been several fatal accidents involving e-bikes and mini-bikes in northern Illinois.

I believe all of us should be extremely concerned for the safety of the community and the use of these types of vehicles especially by the children within the community. I have added the verbiage from the current village ordinance which is enforced by the Police Department. Please take an opportunity to review the content. Be aware that the described vehicles are prohibited and will be subject to the indicated fines and impoundment.

Section 12-11-1401. Definitions. (Amended Ord. 06-04-01) For purposes of this section "motor driven scooter" shall mean any battery operated, electric or gas driven wheeled scooter, motor driven bicycle, all-terrain vehicles, go-carts, minibikes, motorized skateboards, off road motorcycles or other similar motor driven vehicles for which the State of Illinois does not issue a title document and does not issue license plates or registration documents.

Section 12-11-1402. Prohibited Conduct. (Amended Ord. 06-04-01). No persons shall operate a motor driven scooter upon any public street, sidewalk, parking lot, bike path, park, or on any other public property within the Village of Oakwood Hills or on any location prohibited by signs restricting such operation or use. No persons shall operate a motor driven scooter upon any private property within the Village of Oakwood Hills without the express consent of the owner.

Section 12-11-1404. Penalties. (Amended Ord. 06-04-01) (a) Any person who violates any provision of Section 12-11-1401 et seq. shall be subject to a fine of not less than seventy-five dollars ($75.00) nor more than one hundred dollars ($100.00) for a first offense, and not less than one hundred dollars ($100.00) nor more than seven hundred fifty dollars ($750.00) for a subsequent offense. Additionally, if the arresting officer believes that the continued use of a motor driven scooter presents an immediate risk to the safety of the public, the officer may require any person who has been issued at least two (2) citations for violations of this Section within any twelve (12) month period, to surrender the motor driven scooter. The surrendered motor driven scooter shall be impounded and held by the Police Department and shall be returned to its owner only after one of the following sets of conditions have been met the person against whom the citation was issued shall pay or cause to have paid all outstanding fines and an impound fee in the amount of two hundred fifty dollars ($250.00); or the person against whom the citations were issued shall have been found not guilty by a hearing officer or a court of competent jurisdiction of the cited offenses.

Section 12-11-1405. Parental Responsibility for Violations By Minors. (Amended Ord. 06-04-01) It shall be unlawful for any parent or guardian of a person under the age of eighteen (18) ("minor") to permit the minor to violate, or to fail to exercise due care to restrain the minor from violating any provision of this Section. The commission of any such violation by a minor shall raise a rebuttable presumption that the minor's parent or guardian has permitted the minor to commit said violation, or failed to exercise due care to restrain the minor from committing such violation.

Thank you to everyone who came out and supported our National Night Out event! Your participation made it a great evening of community, connection, and fun.

We are incredibly grateful for the support of our residents, volunteers, sponsors, and everyone who attended. We were overwhelmed by the generosity shown through our raffle basket donations and were especially honored to receive a $1,000 donation from Crystall Outside Storage & RV Service. The check was presented to Chief Rains by the company's manager, Dennis Drummond, a local resident.

Thanks to your generosity, we are proud to donate over $2,300 to C.O.P.S. (Concerns of Police Survivors).

Thank you for helping make this year's National Night Out such a tremendous success. We look forward to seeing everyone again next year!

Does anyone have clean brown kraft paper (like the paper used in Amazon packages) that you'd be willing to donate for our National Night Out gift baskets?

We're looking for paper to use as basket filler and would greatly appreciate any donations. If you have any to spare, we'd greatly appreciate it! We can pick it up, or you can drop it off at the Village Hall or Police Department this week.

Thank you for helping make this year's National Night Out a success! 💙
