CDFW Releases Evaluation of MPA Petitions; OPC to Provide Policy Input in Coming Weeks

The California Department of Fish and Wildlife (CDFW) released its evaluations and recommendations for 10 of 15 marine protected area (MPA) petitions under review. The petitions were received in December 2023 by the California Fish and Game Commission and in 2024 were referred to CDFW for evaluation and recommendation.

The evaluations are available through CDFW’s MPA Petition Process StoryMap. CDFW plans to complete evaluations for the remaining five petitions, which are all tribally led or tribally co-led, upon receiving guidance from the Commission’s Tribal Committee at its April 14, 2025 meeting.

In addition, the California Ocean Protection Council (OPC), in its role as MPA policy lead, transmitted a letter to the Commission, with complementary input on the MPA proposals to adaptively manage California’s MPA network. Visit OPC’s website for further updates.

The Commission has also launched a new MPA petitions process webpage with key links related to California’s MPA network and the ongoing MPA petition and evaluation process. The page is a work in progress, and additional information and materials will be added regularly.

Your participation is critical in the upcoming regional Commission meetings focused on the MPA petitions, which may be attended in person or virtually. Meeting information can be found at https://fgc.ca.gov/Meetings/2026.

The US Army Corps of Engineers annually dredges the Oceanside Harbor inlet for safe navigation of vessels. The 2026 dredge is expected to begin mobilization of equipment on Tuesday, March 31, 2026, and the dredging is set to begin about Monday, April 6, 2026.

The operation is expected to wrap up by May 9, 2026, barring any equipment issues. Bad weather and high waves can also temporarily pause operations, which may cause this timeline to shift.

The sand dredged from the Harbor inlet is pumped onto Oceanside beaches. The amount of sand available each year to be placed on the beaches is dependent on how much excess sand fills in the harbor entrance each winter; it varies from year to year, but usually ranges between 200,000-300,000 cubic yards of sand.

How far south the dredged sand can be deposited is dependent on the erosion that occurred during the preceding months. Often, the beach on the north side of the Pier must be filled in substantially in order to support the pipe that must be laid on the beach as it expands southward.

Safety measures planned during the dredging operation include a delineated pathway for moving heavy equipment, posted signs, flagmen, and a lead vehicle for tractors. No events in the area will be permitted during any portion of the dredge cycle.
Environmental safety measures will also be implemented. Snowy Plover monitoring will be in place; a fence will be set up near the San Luis Rey River outlet. The area will also be monitored for grunion.

Water quality is also consistently monitored during the dredge operations per permit requirements from the California Coastal Commission and Water Board. If any water quality issues were to arise, dredging operations would cease until the issue is addressed and testing shows the issue is abated.

For questions on this, please contact the US Army Corps of Engineers at (213) 452-3921 or email [email protected].

Senator Steven Choi Announces SB 1021 to Expand Hunting and Fishing Opportunities for Youth Facing Life-Threatening Illnesses

IRVINE, Calif.— Senator Steven Choi, Ph.D. (R–Irvine), joined patient advocates, conservation leaders, and community partners, Friday, to announce Senate Bill 1021, legislation to expand hunting and fishing opportunities for youth facing life-threatening illnesses and youth who have lost a parent in service.

“At its core, this bill is about hope,” said Senator Choi. “For these young people and their families, time is often uncertain. What we can offer are meaningful experiences and moments of connection to the outdoors that bring lasting memories during incredibly difficult times.”

SB 1021 authorizes the California Fish and Game Commission to establish a program providing supervised access to hunting and fishing opportunities for eligible youth age 17 and under.

Tonie Bangos, speaking on behalf of the Field of Dreams Foundation, emphasized the real-world impact of these experiences, “we saw smiles return. We saw confidence grow. We saw families experience joy during a time when life felt overwhelming,” She added, “These experiences are not about sport alone. They are about healing and giving people a chance to feel whole again, even if just for a moment.”

Rick Travis, Chair of the Advisory Committee to the California Outdoor Legislative Caucus, highlighted the broader significance of the bill, “this bill is more than just about outdoor activities. It is about compassion. It is about healing. And it is about giving these brave young people a chance to experience the restorative power of California’s wild places.”

Wayne Kotow, a leader in California’s recreational fishing community, underscored the urgency, “I have witnessed how a child with a life-threatening illness can be motivated to get better in order to have a chance to get out on the water. Granting these trips could be the spark for these children to fight harder.”

Donna Kalez, owner of Dana Wharf Sportfishing & Whale Watching, spoke to the transformative power of time on the water, “we have seen how a day on the water can transform a child’s outlook. It gives them a place to forget their problems and just have fun.”

Supporters noted that SB 1021 fills a gap in current law by allowing timely, supervised outdoor experiences when traditional hunting and fishing seasons would otherwise prevent participation.

“This program will be conducted responsibly and ethically, guided by science-based practices and strong conservation principles,” Senator Choi added.

SB 1021 has already garnered support from more than 35 organizations statewide and now heads to the legislative committee process.

“Today’s announcement reflects what is possible when communities come together, patients, families, advocates, and conservationists, to support something truly meaningful,” Senator Choi added. “This is about compassion, dignity, and giving every young person the chance to experience the outdoors.”
