The Flint Hills Regional Transit Administration (FHRTA) is a public entity created through an Interlocal Agreement between Geary County, Pottawatomie County, Riley County, the City of Junction City, the City of Manhattan, and Kansas State University for the purpose of managing and distributing FTA 5307 Urban Area funds to be used for public transit services into and out of and within the Manhattan

, Kansas Urbanized Area. The Flint Hills Regional Transit Administration (FHRTA) was designated as the Direct Recipient of FTA 5307 funds for the Manhattan, Kansas Urbanized Area in August of 2014. The FHRTA is governed by the Regional Transit Board comprised of local elected officials from the five jurisdiction members and a Kansas State University (KSU) representative. (See Figure 1) The FHRTA has entered into a Memorandum of Understanding (MOU) with the Flint Hills Regional Council to be the fiscal agent and provide staff support to the FHRTA. As a federally funded organization, and the responsible party for the planning and development of transit services to and within the Manhattan Urbanized Area, the FHRTA has a responsibility to provide all residents with an equal opportunity to be engaged in this process.
