NOTICE OF OUA SPECIAL SESSION AND PUBLIC HEARING

BY ORDER OF THE OKEECHOBEE UTILITY AUTHORITY NOTICE IS HEREBY GIVEN THAT the Okeechobee Utility Authority will meet in special session on Friday, June 26, 2026 at 11:00 A.M., at the Okeechobee Utility Authority, 100 SW 5th Ave., Okeechobee, Florida.

NOTICE IS HEREBY GIVEN THAT the Okeechobee Utility Authority will hold a Public Hearing as soon after 11:00 A.M. as possible to consider a State Revolving Fund (SRF) funding application for the SW 5th Avenue Septic to Sewer Conversion Project Phase 2. A copy of the proposed application is available for viewing at the office of the Executive Director, Okeechobee Utility Authority Offices, 100 SW 5th Avenue, Okeechobee, Florida.

All interested parties for or against the proposed project can be heard at said time and place. The needs of hearing or visually impaired persons shall be met by contacting the Executive Director’s Office at 863-763-9460 at least 48 hours prior to the Public Hearing by any person wishing assistance.

Pursuant to Section 286.0105, Florida Statutes, if a person decides to appeal any decision made by the Authority with respect to such meetings, he or she will need a record of proceedings and for such purpose may need to ensure that a verbatim record of the proceedings is made; which record includes the testimony and evidence upon which the appeal is based. Such person may provide a court reporter, stenographer, or tape recorder for such verbatim record.

VPS #5 Group Y Septic To Sewer Project

Sealed bids will be received by the Okeechobee Utility Authority (hereinafter referred to as Owner), at: Okeechobee Utility Authority office, located at 100 SW 5th Avenue, Okeechobee, FL 34974-4221 until 1:30 P.M. local time on June 25, 2026, at which time they will be publicly opened and read aloud. Any BIDS received after the time specified will not be accepted.

The BIDS shall be based on providing all materials, equipment and labor for the construction of the Okeechobee Utility Authority VPS #5 Group Y Septic to Sewer Project. The contractor shall be responsible for providing all materials, equipment and labor for the installation of 4-inch diameter PVC sewer laterals, the decommissioning of the onsite residential septic tanks, connecting into the existing sewer lateral located at the right-of-way of each residence and restoration of the work area.

Drawings, specifications and other contract documents may be examined at the Okeechobee Utility Authority Offices, or can be accessed at no cost for download at https://www.demandstar.com. All technical questions shall be addressed in writing and sent to Greg Kennedy at Okeechobee Utility Authority 100 SW 5th Ave, Okeechobee, Florida, 34974 (email: [email protected]).

BIDDERS shall confine their BIDS to the project in its entirety. Partial BIDS will not be considered. Each BIDDER shall submit with this BID evidence of entity licensed to perform the work and services or qualified by examination to be so licensed. BIDS must be sealed, and the outside of the envelope MUST be marked: “BID – Okeechobee Utility Authority – VPS #5 Group Y Septic to Sewer Project.

Each BID shall be accompanied by a certified check or by an acceptable (according to Dept. of Treasury, Circular 570) BID BOND in an amount equal to at least five percent of the amount of the BID payable to the Okeechobee Utility Authority (OUA), as a guarantee that if the BID is accepted the BIDDER will execute the CONTRACT and file acceptable PERFORMANCE AND PAYMENT SURETY BONDS equal to one hundred percent of the contract price within ten days after written notice of the CONTRACT AWARD. No bidder may withdraw its BID for a period of ninety days after the date of Bid opening.

A Pre-Bid meeting will be held by the OUA at: Okeechobee Utility Authority office, located at 100 SW 5th Avenue, Okeechobee, FL 34974-4221 at 3:00 P.M. local time on June 18, 2026. Attendance at this meeting is NON-MANDATORY

OUA reserves the right to: waive informalities and/or irregularities in any BID; delete any portion of the project; extend the project within the limits of the work involved which in its judgment is in the best interest of the Owner. Bids may be withdrawn prior to the date and time of bid opening. The Owner reserves the right to reject any or all bid(s) and may postpone the award of the Agreement for a period of time which shall not extend beyond sixty calendar days from the Bid opening date.

The Precautionary Boil Water that was issued on Tuesday, May 26,2026, for this water main break, has been lifted.

Repair has been made. Water service has been restored. You may experience dirty water. If your water service has not been restored or you are still experiencing low pressure, please call 863-763-9460, option 3. Leave your name, address and phone number, our On-call Technican will return your call.

A Precautionary Boil Water has been issued.

‼️WATER MAIN BREAK- SE 40TH AVE‼️

Due to a water main break on SE 40TH Ave, there is a wide spread outage within our system. Crews are on-site evaluating the damage. You may experience low pressure to no water. Once the water service and/or pressure has been restored, you will be under a Precautilonary Boil Water until further notice.
