The first woman ever placed on the FBI's Ten Most Wanted Fugitives list was arrested in Norman, Oklahoma.

Her court-appointed attorney? Former Oklahoma County Attorney James Harrod.

In March 1969, Harrod was appointed to represent Ruth Eisemann-Schier after she was arrested in Norman. Schier was placed on the FBI's Ten Most Wanted Fugitives list for her alleged role in the kidnapping of 20-year-old Barbara Jane Mackle.

The case had captured national headlines. Mackle, the daughter of a Florida real estate developer, was abducted from a motel in Decatur, Georgia, and buried alive in a specially constructed underground box. She survived more than 80 hours before being rescued.

Schier's months on the run came to an end after she applied for a job at Central State Hospital. As part of the hiring process, her fingerprints were taken and matched by the Oklahoma State Bureau of Investigation, leading to her arrest in Norman.

Harrod represented Schier during the Oklahoma proceedings before she was returned to Georgia to face trial. She later pleaded guilty and was sentenced to seven years in federal prison.

Our thoughts are with the family, friends, and the Oklahoma County Detention Center colleagues of Major Jamie McGuckin following his sudden passing. We extend our deepest condolences to everyone at the Oklahoma County Detention Center as they mourn the loss of a dedicated public servant.

It is with profound sadness that we share the passing of one of our own, Major Jamie McGuckin, who passed away suddenly on July 30, 2026.

Major McGuckin was a proud military veteran and was just two days shy of celebrating 15 years of dedicated service with the Oklahoma County Detention Center. Throughout his career, he served with unwavering commitment, exceptional leadership, and a genuine heart for both the mission and the people around him.

Jamie gave everything he had to this organization. He led with humility, integrity, and compassion, always willing to step forward to help a coworker, mentor a teammate, or serve those entrusted to our care. His generosity of spirit and selfless dedication left a lasting impact on everyone who had the privilege of knowing and working beside him.

His legacy is not only found in the years he served, but in the countless lives he touched through his kindness, strength, and unwavering commitment to others. He will be deeply missed, forever remembered, and always honored as a member of our OCDC family.

We extend our deepest condolences to Jamie’s family, friends, and all who loved him during this incredibly difficult time. We ask that you keep them, along with our OCDC family, in your thoughts and prayers.

Rest easy, Major McGuckin. Your watch has ended, but your legacy of service, leadership, and compassion will live on in all of us.

FROM THE ARCHIVES: Granville Scanland Sworn In as County Attorney

This week we go back to January 3, 1949, when Granville Scanland was sworn in as Oklahoma County Attorney by District Judge Clarence Mills.

At the time, Oklahoma County’s chief prosecutor was known as the County Attorney, a title used before the modern “District Attorney” designation. County Attorneys were elected to two-year terms, as opposed to today's four-year terms.

Scanland went on to serve multiple terms as Oklahoma County Attorney during the 1950s, leading the office during a time of growth and change in Oklahoma County.

When online platforms discover suspected child s*xual abuse material, online enticement, or child s*x trafficking, federal law requires U.S.-based electronic service providers to report it.

Those reports are sent to the National Center for Missing & Exploited Children (NCMEC), which operates the CyberTipline, the nation’s centralized reporting system for suspected online child s*xual exploitation.

Once a report is received, NCMEC reviews the information, helps identify potential victims, and works with law enforcement agencies to support local investigations.

But this system doesn’t work without people willing to speak up. If you see suspected online child exploitation, report it:

A deferred sentence and a suspended sentence are not the same thing.

✔️ Deferred Sentence: The defendant pleads guilty (or no contest), but the court delays entering a conviction. If the defendant successfully completes the terms of the deferment, the case may be dismissed and, in many cases, the record may later be eligible for expungement. A successful deferred sentence generally means the person is not convicted of a felony.

✔️ Suspended Sentence: The defendant is convicted and receives a jail or prison sentence, but the judge allows the defendant to serve that sentence on probation instead of in custody. The conviction remains on the person's record, and the person has a felony conviction.

A felony conviction can have long-term consequences, including challenges with employment, housing, and certain rights, such as purchasing or possessing fi****ms.

The bottom line:
A successful deferred sentence can avoid a felony conviction. A suspended sentence is still a felony conviction.
