đź’˛ OKLAHOMA REVENUE: Oklahoma General Revenue Fund closes FY 2026 ahead of estimate, prior year

General Revenue Fund (GRF) collections for fiscal year 2026 totaled $8.9 billion, which is $612.1 million, or 7.4%, above the estimate for the year. This total is also $142.4 million, or 1.6%, above collections from FY 2025.

GRF collections in June were $991.3 million. This is $153.8 million, or 18.4%, above the monthly estimate and $44.8 million, or 4.7%, above collections from June 2025.

📢 From OMES Director Mark Wood: “The State of Oklahoma ended FY 2026 in a strong financial position, with General Revenue Fund collections finishing ahead of both estimates and last year’s level. Exceeding prior-year collections for the second consecutive year and surpassing the full-year estimate for the sixth consecutive year reflects the strength of Oklahoma’s economy and the disciplined fiscal management that continues to guide our state.”

ℹ️ As state government’s main operating fund, the GRF is the key indicator of state government’s fiscal status and the predominant funding source for the annual appropriated state budget. GRF collections are revenues that remain for the appropriated state budget after rebates, refunds and other mandatory apportionments, and after sales and use taxes are remitted back to municipalities. In contrast, gross collections, reported by the state treasurer, are all revenues remitted to the Oklahoma Tax Commission.

Artificial intelligence is transforming how states drive efficiency across government!

Oklahoma Chief AI and Technology Officer Tai Phan represented state IT at the National Governors Association’s Summer Meeting as a speaker on the “AI in State Workforce Development” panel. There, he highlighted how emerging technologies are opening new doors for states to improve service delivery, strengthen consistency and support Accountable Innovation.

At the center of that vision for the State of Oklahoma is BEACON, a framework built to responsibly scale AI, establish guardrails and empower agencies to work smarter. Through shared tools and cross‑agency collaboration, BEACON helps reduce administrative burdens and unlock meaningful, data‑driven improvements for constituents.

With scalable tools like BEACON, states can turn innovation into accessible, tangible change.

Many items surrendered at airport security are never thought about again.

This one was different.

After realizing he had forgotten his engraved pocketknife in his carry-on, a Tulsa traveler surrendered it at the TSA checkpoint and left for his trip believing he might never see it again.

Only later did the OMES CAM Surplus team learn why the small red knife meant so much – and why finding it mattered.

OMES is proud of our Central Purchasing team for overhauling the statewide contract search site and making government easier to navigate.

By partnering closely with Concourse and centering on the needs of agency purchasing officers, we created a new platform that brings more than 1,500 statewide contracts into one intuitive, searchable space. The result is faster discovery, clearer information and a better experience for those serving agencies, schools, municipalities and universities across our state.

This project is one example of how collaboration, thoughtful design and public service come together to improve how Oklahoma works. We are grateful to everyone who helped bring this effort to life and look forward to continued progress in statewide procurement.

🤝 “Denise White consistently demonstrates an exceptional commitment to teamwork, service and excellence. She is always willing to step in wherever needed, regardless of whether a task falls within her regular responsibilities as Outreach Creative Services manager.

“Most recently, Denise provided invaluable support to every division by updating billing information on the STAR website. Although the project was outside her usual duties, she immediately volunteered to help, quickly learned the process and took ownership of the work. Her efforts ensured billing information remained accurate, up to date and accessible across the organization.

“Denise's initiative, adaptability and dedication to supporting her colleagues make her an outstanding employee and a valued member of the team. Her consistent willingness to go above and beyond embodies the qualities recognized in an Employee of the Month.”

💡 “Emily Duren has demonstrated outstanding performance in her role as a category manager. After stepping into a complex portfolio that required immediate attention, she quickly stabilized priorities and put key projects back on track. Her ability to rapidly assess challenges and implement effective solutions reflects both expertise and initiative.

“Emily strengthened the integrity of her portfolio by proactively correcting statewide procurement contact and portfolio information, improving the accuracy of agency-facing resources. She also identified opportunities to streamline processes, creating greater efficiency through thoughtful analysis and continuous improvement.

“In addition, Emily has strengthened team effectiveness through clear communication and leadership. She coordinated key updates and developed strategies to better engage affiliate agencies, helping ensure consistent and effective communication.

“In a short time, Emily has transformed her portfolio, improved the clarity of statewide contracts and contributed to Central Purchasing's operational excellence. Her professionalism, strategic thinking and commitment to excellence make her highly deserving of this recognition.”
