When completed, this setting will meet the 3 pillars of Foundation Forward: ACCESS * EDUCATION * COMMUNITY. The site will be accessible 24/7, handicap accessible, and free of charge. An outdoor classroom to read and study our founding documents. A place for our community to gather individually or with others to reflect upon our past and the beginnings of our Republic.

In the mid-1700s to the end of that century, WHY was our government, a Republic, considered an experiment and/or a miracle? James Barbour expressed a core element concisely in his eulogy of James Madison: "with the universally prevalent opinion among mankind, that republics could exist only a most limited territory,". It was the prevailing opinion and prediction that the new republic known as The United States of America, governed through elected representation and protected by our Constitution - would fail. Our Republic has faced many perils and challenges and has survived thus far.

Article IV, Section 4, "clause 1" - also known as the "Guarantee Clause" -"The United States shall guarantee to every State in this Union a Republican Form of Government..." It also guarantees "..shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence."

The plaque that will be affixed to the boulder from Peter's Mountain in Barboursvillle commemorating the Snyder Act of 1924. This act decreed

"That all non-citizens Indian born within the territorial limits of the United States be, and they are hereby, declared to be citizens of the United States: Provided, that the granting of such citizenship shall not in any manner impair or otherwise affect the right of any Indian to Tribal or other property."

Prior to this Act, only "Indian" males who served in the military were granted citizenship and the right to vote. The Act was enacted through the 15th Amendment.
