City of Orange Public Library Foundation OPLF's goal is to fully develop and maintain quality collections, services, and programs at all City of Orange library facilities.

OPLF bridges gaps in tax-based funding through the cultivation of public/private partnerships. OPLF ensures that the community's needs for library services and programs are met by developing financial support from individuals, families, businesses, and community organizations.
