“Underlying goal is to minimize the number of people who lose coverage due to paperwork failures or confusion—rather than those who become ineligible under federal law.

“Gov. Spanberger's Executive Order 20 directs Virginia social services agencies to take four main steps to help keep eligible residents from losing Medicaid and food assistance as federal changes take effect in January 2027:

“1. **Plain-language outreach**: Provide clear, accessible communications to beneficiaries facing new eligibility requirements

“2. **Agency collaboration and ACA subsidies**: Strengthen coordination between state agencies to direct eligible people to a new state-level subsidy program for Affordable Care Act insurance

“3. **Public-private partnerships**: Develop enhanced partnerships with public and private organizations to reach vulnerable populations through regional outreach efforts

“4. **Employment and opportunity connections**: Expand and improve pathways to employment, volunteer work, apprenticeships, job training, and educational opportunities so people can meet the new work requirements

“The state also created a dashboard to track health and social services data and connect residents to available resources. The underlying goal is to minimize the number of people who lose coverage due to paperwork failures or confusion—rather than those who become ineligible under federal law.”

The governor announced Executive Order 20 to boost the state’s implementation efforts of H.R.1, a reconciliation bill Congress passed last summer.
