Orange County Epidemic Intelligence Council - EPIC This page supports the efforts of the Orange County Epidemic Intelligence Council (EpIC).

Realizing the impact of the opioid crisis in the Orange Community, a cross section of community leaders and citizens came together in 2018 to form the Epidemic Intelligence Council (EpIC), under the direction of Orange County Social Services Director, Crystal Hale. Since the first Epidemic Intelligence Council (EpIC) meeting was held, those in attendance have worked together to create an opportunity for information sharing, education, collaboration, and to document available resources (while identifying needed resources) to address the opioid crisis locally. Meetings continue to be held bi-monthly in various locations of the County. EpIC Vision Statement
Our vision is for Orange County to be a thriving and resilient community, free from the impact of substance misuse. We aspire to be a beacon of health, promoting overall wellness and empowering individuals on their journey toward recovery. EpIC Mission Statement
Our mission is to collaboratively address substance misuse in Orange County by strategically using resources to initiate action, including education, addressing root causes of addiction, identifying resources, and supporting sustainable recovery. Our social media responses are open as a limited public forum to Orange County residents and employees, for the purposes of discussion of County business, services, and events. The County reserves the right to remove posts from those who are not residents or employees, or who are not discussing County business, services or events. Comments that contain lewd or obscene language, or that incite violence, may be removed.

Earlier this month, Orange County’s Opioid Response Program Coordinator, Dr. Laura Mahan, had the opportunity to spend two and a half days in Charlottesville alongside our partners from Offender Aid and Restoration (OAR) at the Community Criminal Justice Board (CCJB) Forum, hosted by the Virginia Department of Criminal Justice Services.

❔ What exactly is a Community Criminal Justice Board?
CCJBs bring local partners together to better understand the needs of their communities and strengthen coordination across the criminal justice system and the community. Their work includes examining local trends, supporting community-based alternatives to incarceration, evaluating programs and services, and identifying opportunities to improve outcomes for people who come into contact with the legal system. Orange County is part of the regional CCJB serving Albemarle, Charlottesville, Fluvanna, Goochland, Greene, Louisa, Madison, Nelson, and Orange.

Spending this time together created space not only to learn, but to think more deeply about what we mean when we talk about community criminal justice. Public safety does not exist separately from the communities we serve. Substance use, mental health, housing, poverty, recovery, reentry, family systems, and access to resources can all intersect with someone's involvement in the legal system. Understanding those intersections helps us move beyond responding to what has already happened and toward building stronger systems of prevention, support, accountability, and restoration.

We are grateful for our continued partnership with OAR and for opportunities like this to learn together, ask difficult questions, and bring those conversations home to Orange County.

Have you seen our Overdose Awareness Mural, either at the Vigil last month or at the Public Safety Building since then? Each flower on the mural represents a loved individual lost to overdose, or is an expression of hope for those in need of recovery.

Want to help save lives and support our community? Along with our partners, we’ll host three locations on Save a Life Day, this Thursday, September 24. Visit us at any of these spots to receive free naloxone (also known by the brand name, Narcan) treatments, training, and information about area resources.

Welcome to September — and welcome to Recovery Month. 💜

This month, we honor every pathway to recovery and remind our community that everyone deserves care, dignity, connection, and hope.

We also remember those we’ve lost to overdose and substance use disorder while continuing to fight fiercely for those who are still here. 💜

Our Community Memorial Mural from this year’s Overdose Awareness Vigil is now displayed in the front entrance of the Orange County Public Safety Building. Throughout September, we invite you to help it grow. 🌸

Honor someone you’ve lost by adding their name to a flower, or share a message of hope for someone in recovery, someone struggling, or anyone who needs a reminder that their life matters.

We'd like to thank everyone that supported or attended last night's Awareness Vigil at the Offender Aid and Restoration office in Orange. We are grateful for the opportunity to remember those we've lost and help provide pathways to recovery for those in need.

We would also like to thank Just Dogs & Catering for providing free meals during the event!

As we reflect on the Vigil, we're even more motivated to save lives in our community. With that in mind, please mark your calendars for Save a Life Day on September 24. This event will provide free naloxone and training for community members at three convenient locations in Orange County.
