Department of Public Utilities, City of Orangeburg Honored with Special Achievement in GIS Award

Redlands, California – July 15, 2026.

ESRI, the global leader in geographic information system (GIS) technology, presented the Department of Public Utilities, City of Orangeburg with the Special Achievement in GIS Award.



The Esri Special Achievement in GIS Award, commonly known as the SAG Award, is a prestigious international recognition presented to organizations and project teams that demonstrate exceptional leadership, innovation, and impact through the use of geographic information system technology. Award recipients are selected from thousands of organizations worldwide based on the significance, originality, and practical value of their GIS work. Final selections are made by Esri leadership, including Esri founder and president Jack Dangermond.

The SAG Award recognizes projects that go beyond routine GIS operations and use geospatial technology to improve decision-making, public services, infrastructure management, environmental protection, emergency response, community resilience, and organizational efficiency. Recipients are honored during the Esri User Conference, one of the largest and most influential gatherings of GIS professionals in the world.

Receiving the SAG Award demonstrates that an organization’s GIS program or project represents a leading example of geospatial innovation and professional excellence. It is considered one of the most respected organizational achievements within the global Esri and applied GIS community.

The DPU GIS team consisted of Yamira Vallés-Nevárez, Business Systems Supervisor; Tarak Aziz, GIS Administrator; and Reese Myers, GIS Analyst. The Department of Public Utilities proudly recognizes the exceptional contributions of the GIS Team, whose dedication and technical expertise continue to drive our organization toward a more innovative and technologically advanced future.

With the recent publicity regarding Data Centers, the DPU wanted to share and outline our utility strategy. Orangeburg County Council has taken the right steps in seeking to gather more credible information. There are significant misconceptions, as well as truths related to these projects. The DPU has experienced a significant number of investors who are looking to absorb our resources, without having an end user. We will not sacrifice our resources in this manner and potentially miss out on other opportunities that will better benefit our community. We will however work with centers that have a small footprint AND provide additional benefit to the community through job creation, quality of life enhancements and that creates a legacy of positivity for the future. We have narrowed the field down to a select few through extensive vetting and due diligence. Our instructions have been clear, no large water users, no massive electricity needs, no residential locations and 45 decibel threshold of sound at the property line. These requirements have sent most projects to other locations. We will only work within these parameters, and only after County Council makes their determination. Data Centers can be a very positive resource for a community, but only if a strategic plan is in place. The DPU has such a plan, and if/when a center locates here, it will be our rate payers and community that will be the beneficiaries or we simply will not be involved.

On June 18, 2026, the DPU celebrated Patsy Bozard, Information Technology Applications Analyst, for her extraordinary 50 years of dedicated service. DPU expressed profound gratitude and admiration for her half-century of loyalty and unwavering commitment to the organization. The celebration brought together current employees and numerous DPU retirees, who shared fond memories and humorous stories from their years working alongside Patsy. Highlighting the event, the current generation of IT department employees entertained the crowd with a custom, AI-generated “ RAP” song summarizing Patsy’s remarkable career. Thank you Patsy for your many years of service!

This is an important message from Orangeburg Department of Public Utilities ALERT SYSTEM.

The City of Orangeburg Department of Public Utilities (DPU) advises its water customers in the areas listed below they no longer need to boil their water prior to drinking or cooking with it.

Impacted Area: Cordova Road from Huson Cir to Cherry Hill Rd, Including Mixon Mill Rd, Sterling St, Wyatt Ave, Kucks Ct, Pheasant Ln, Lindberg Dr, Hilda Dr, Fawn Ln, Lakeside Dr, Myrtle Dr and Charity Ln

Following flushing of the distribution system, bacteriological samples were collected and analyzed by the Orangeburg Department of Public Utilities Water Division. The results of this sampling indicate that the system is safe to use for drinking and cooking purposes.

The City of Orangeburg Department of Public Utilities (DPU), as a precautionary measure, advises its water customers in the areas listed below, to vigorously boil their water for at least one (1) full minute prior to cooking or drinking.

Impacted Area:Cordova Road from Huson Cir to Cherry Hill Rd, Including Mixon Mill Rd, Sterling St, Wyatt Ave, Kucks Ct, Pheasant Ln, Lindberg Dr, Hilda Dr, Fawn Ln, Lakeside Dr, Myrtle Dr and Charity Ln

Also, any water customers near the affected area who have lost water and/or water pressure are also advised to vigorously boil their water for at least one (1) full minute prior to cooking or drinking.

The Water Division has experienced a water main break in your vicinity. Water customers should continue to vigorously boil their water for at least one (1) full minute prior to cooking or drinking until otherwise notified by Orangeburg DPU.
