Public Safety Update: New Bicycle and Scooter Ordinance Adopted

The Ord City Council officially adopted a revision to Chapter 5, Article 5 of the City’s Bicycle Ordinance on June 1, 2026 (unsigned copy below). Drafted by the Ord Police Department and the City Attorney, this update directly responds to numerous resident complaints and police calls regarding juveniles riding bicycles and electric scooters unsafely. This Ordinance will go into effect on June 10th.

Our previous ordinance lacked rules for electric scooters and modern electric transit. Furthermore, Nebraska State Statute does not fully address these vehicles. This revision modernizes local laws to keep our community safe.

Key Changes

Equal Classification: Electric scooters, hoverboards, and electric bikes now fall under the same legal category as traditional bicycles. This ensures simple rules for the public and clear enforcement for officers.

No More Registration: The requirement to register bicycles with the City of Ord has been completely removed. This eliminates unnecessary paperwork for residents without impacting safety.

Impound Authority: Officers now have the legal option to impound bicycles, electric scooters, and similar devices. This provides a direct tool to resolve immediate public safety hazards.

Our top priority at the Ord Police Department is public protection. This proactive approach aims to make our streets safer for drivers, pedestrians, and riders alike.

A Note on Parental Responsibility

While local laws provide necessary boundaries, no city policy can replace active parenting. We ask all parents to ensure their children are properly trained and fully understand the rules of the road before riding.

Today, our community gathered at the Ord Cemetery for a Memorial Day service hosted by the VFW. We paused to remember our fallen service members and reflect on the freedoms their ultimate sacrifices provided us.
Guest speaker Trent Lachance delivered a powerful address, leaving the community with an inspiring call to action: to honor the legacy of the fallen not just with words, but through daily service, active citizenship, and unwavering support for our local veterans.
Thank you to the VFW, Trent Lachance, and everyone who attended to ensure our heroes are never forgotten.

Officer Rock recently completed Advanced Roadside Impaired Driving Enforcement (ARIDE) a 16-hour, NHTSA-developed training for law enforcement to better identify drivers impaired by drugs, alcohol, or a combination of both. This training has become more important in our community with the recent increase of motorists driving under the influence of illegal drugs in the state.

Strengthening Our Lifeline

Since I took command of the Ord Police Department in June 2025, my primary focus has been the safety of our officers and the community we serve. Early on, I identified a critical vulnerability: our aging radio system. Frequent communication gaps with dispatch created unnecessary hazards for our officers in the field and delayed our response to you.

I am proud to announce that we have officially transitioned to FirstNet, a revolutionary LTE-based communication system. Ord Police is proud to be one of the first agencies in our region to utilize this cutting-edge technology.

Why this matters for Ord:

Reliability: We’ve eliminated "dead zones" by using dedicated public safety spectrum (Band 14) that ensures our officers are always connected.

Efficiency: Because this system utilizes existing tower infrastructure, we accomplished this major upgrade for a fraction of the cost of traditional radio overhauls.

Mission-Ready: Our new FirstNet mobile push-to-talk radios give us priority on the network, even during peak times or emergencies.
By being early adopters of this system, we aren't just catching up—we are leading the way in modern public safety for our region. Our department remains laser-focused on providing the highest level of service to Ord.
