Today at approximately 10:46 AM, Orland Police Officers responded to a reported threat involving North Valley Continuation School. Out of an abundance of caution, all Orland schools were placed on a temporary lockdown while officers and school staff worked to ensure the safety of students and staff.

With assistance from the FBI, the threat was determined to be not credible and schools safely resumed normal activities. At this time, there is no information indicating anyone from Orland or Orland Unified was involved.

The Orland Police Department would like to thank our allied agency partners for their rapid response and teamwork during this incident, including the Glenn County Sheriff’s Office, California Highway Patrol, Glenn County Probation Department, Glenn County Fraud Investigations, U.S. Fish and Wildlife, and the FBI.

Anyone with information regarding the source of the call or the identity of the caller is encouraged to contact Officer Flores at 530-865-1616.

FOR IMMEDIATE RELEASE
WANTED FOR MURDER – ARMED AND DANGEROUS

The Tehama County Major Crimes is seeking the public’s assistance in locating Rafael Ruvalcaba, a 36-year-old male wanted in connection with a homicide that occurred in Corning, California on April 9, 2026.

Ruvalcaba is described as:
• Hispanic male, 36 years old
• Approximately 5’3” tall, 145 pounds
• Brown eyes, black hair
• Known alias: “Sicko”

Ruvalcaba has a history of violence and should be considered ARMED AND DANGEROUS. He is currently wanted for violation of California Penal Code 187 (Murder).

DO NOT APPROACH.

If you see Ruvalcaba or have any information regarding his whereabouts, immediately contact your local law enforcement agency or the Tehama County Major Crimes Unit at (530) 529-7900 (24-hour Dispatch).

While OPD does not have its own dispatch center, we are proud to rely on and partner with Glenn County Sheriff’s Dispatch. These men and women are the calm voice in the chaos, the lifeline between our officers and the community, and the unseen heroes working around the clock to keep everyone safe.

From answering 911 calls to coordinating critical responses, their professionalism, composure, and commitment make a difference every single day.

We are grateful for their partnership and proud to stand alongside them in serving our community.

What do you get when a Drone Officer and a K9 Officer work together?

You get a team that trains together to serve you better!

Our Drone Unit and K9 Unit recently teamed up for an impromptu training exercise. While our drone officer provided an aerial perspective, our K9 officer conducted an article search on the ground working in sync to locate evidence efficiently and safely.

As part of the scenario, a knife was thrown into the search area and successfully located by our K9 Officer, Remi, showcasing the incredible skill and focus of our four-legged partner. 🐕‍🦺

This type of hands-on training strengthens teamwork and ensures we’re ready to respond with the best tools and tactics available.

For approximately 47 seconds today, Officer Vargas proudly served as a firefighter during his graveyard shift. 🧑‍🚒🚒

Firefighter Vargas sprang into action with confidence and bravery. The fire was handled, and he may or may not be updating his résumé as we speak!

Shoutout to our partners at the Orland Fire Department for everything they do and for not revoking Vargas’ “honorary firefighter” status… yet.

All jokes aside, teamwork keeps our community safe… even when we’re just borrowing the job for a minute. 🔥🤝👮‍♂️
