The Community Development Partnership leads the Lower Cape in building a diverse year-round community of people who can afford to live, work and thrive here. To accomplish our mission, we promote, develop and manage affordable housing; nurture the launch and growth of small businesses; and facilitate collaboration with business, non-profit, and government partners. Since its inception in 1992, the

CDP has become a leader in developing and delivering innovative programs that foster an economically and environmentally sustainable Lower Cape Cod community. As a community development corporation, we value economic, racial & ethnic diversity and foster a sense of inclusion and participation of local area residents, business owners, and leaders. Throughout our thirty-year history, the CDP has continued to adapt to the ever-shifting economic and demographic landscape of our area while maintaining our commitment to strengthening and expanding the building blocks of a vibrant local economy. The CDP is a steward for critical community resources such as stable and affordable rental housing for low-and-moderate-income residents, micro-loan funds that help unleash the entrepreneurial spirit in the region, and fishing quota that has preserved our small-scale fishing fleet.

Town Meeting season offered an important reminder: building stronger year-round communities takes engagement, conversation, and showing up.

Across the Lower and Outer Cape this spring, residents weighed in on housing, childcare, zoning, and investments that will shape our region’s future. Some proposals moved forward. Others sparked difficult conversations.

Our 2026 Town Meeting Recap highlights key outcomes and trends across all 8 Lower and Outer Cape towns — where progress was made, where challenges remain, and why community participation matters.

Only an average of 10% of registered voters participated in Town Meetings this spring. Local decisions matter, and community voices help shape what comes next.

Before the summer season kicks into full swing, we took time to connect.

Over the past few weeks, we enjoyed networking events with CCYP, the Orleans Chamber, and the Harwich Chamber of Commerce – connecting with small businesses, community members, partners, colleagues, and friends before the busy season begins.

These conversations matter. They help us share the work we do, learn more about the challenges and opportunities facing our local businesses, and explore ways we can support a strong stronger, more resilient year-round community.

When Christina Machaby Lee opened Uplift Physical Therapy & Wellness in Chatham, she wasn’t just starting a business — she was creating specialized care our region needs.

A Cape Cod native, physical therapist, and mother, Christina built one of the region’s few practices focused on whole-person pelvic health and orthopedic care, helping people recover, heal, and move through life with dignity.

With support from the CDP’s small business program, Christina accessed financing, business planning guidance, and long-term support to turn her vision into a sustainable practice serving our community.

But like many entrepreneurs and working professionals on the Cape, building a business doesn’t automatically make it possible to build a life here.

As Christina and her husband explored homeownership, they encountered a reality many families face: earning too much to qualify for assistance programs while still struggling to afford staying local.

“Even those of us with advanced degrees and professional jobs are still struggling to make this our home.”

Stories like Christina’s remind us why strengthening year-round communities means investing in both economic opportunity and housing solutions.

The work is connected. The impact is local. And the future depends on making it possible for people to live, work, and thrive here.

Sometimes a small investment can make a big difference.

Through the CDP’s microloan and line of credit programs, we help local entrepreneurs like Ptown Blooms , access the funding they need to grow — whether that means purchasing equipment, expanding services, managing seasonal cash flow, or turning a long-held idea into a thriving business.

We know traditional financing isn’t always accessible for every small business owner. That’s why we work closely with local banks and community partners to help fill the gaps when conventional lending isn’t the right fit. Because supporting local businesses takes collaboration, creativity, and a community willing to invest in its people.

Over the past 30 years, the CDP has invested more than $4.63 million into 260 local businesses across the Lower and Outer Cape — helping visions take root and grow. 🌱

Behind every small business is a person with a vision — and sometimes, they just need the right support to move forward with confidence.

At the CDP, our Business & Credit Program provides free one-on-one guidance, workshops, technical assistance, and access to resources that help local entrepreneurs grow and thrive. From traditional trades to emerging ventures, we’re investing in the people who strengthen our year-round economy and community.

In the past year:
✨ 319 small businesses supported
✨ 1,164 hours of technical assistance provided
✨ 437 workshop participants — more than double 2023 participation
✨ $4.63 million invested in 260 local businesses over 30 years of microloans

We’re proud to support entrepreneurs like Madison, owner and Senior Accountant of Schultz Accounting Solutions and so many others across the Lower and Outer Cape.

Today’s ribbon-cutting at The Residences at Lawrence Hill was about so much more than opening a building, it was about opening doors.

We heard from residents who’ve spent years, searching for a place to call home. We heard from local leaders, state partners, advocates, and supporters who believed this project was worth fighting for. And we heard a powerful reminder that everyone deserves the opportunity to be welcomed, accepted and able to live work and thrive in the community they serve and love.
Lawrence Hill represents 46 new year-round affordable homes in Wellfleet, but its impact reaches far beyond Housing. It represents stability for families, opportunity for workers, dignity for residents, and hope for the future of the Outer Cape.

A heartfelt thank to Massachusetts Secretary of Housing and Livable communities, Juana Matias, State Senator Julian Cyr, and State Representative Hadley Luddy for your leadership and commitment to Housing on the Cape.

We are deeply grateful to our partners and supporters, including Aaron Gornstein and Preservation of Affordable Housing (POAH), the Town of Wellfleet, Bank of America, Barnstable County, and the towns of Brewster and Orleans for helping bring this vision to life.

Today, we also honored Elaine McIlroy, whose dedication, passion, tireless commitment to affordable housing will now live on through a dedicated building at Lawrence Hill. A lasting tribute to the impact one person can have on a community.
