AUDIO DISCLAIMER:
This is the first meeting back in the recently renovated Memorial Hall. We did not anticipate the impact renovations would have on sound quality. Unfortunately, throughout the recording, it can be extremely difficult to hear the speakers. Minutes for this meeting will be available in the next City Council agenda packet. City Staff are working to hopefully resolve this issue for the next City Council meeting recording.

Water Treatment Plant Project: Cost & Funding Update

The City wants to make sure residents have accurate, up-to-date information about the water treatment plant project:

• Construction cost: The City is using the Construction Manager at Risk (CMAR) process for this project. At last night's council meeting, City Manager Bret Glendening shared the initial Guaranteed Maximum Price (GMAX) with the City Council, a range of approx $34 million to $35 million that includes nearly $2.6 million in contingencies. The project team is currently working to establish the actual construction price, and once finalized, the City will share that number publicly.

• Comparing options: In 2023, the City completed an independent 20-year life-cycle cost analysis comparing a new City-owned plant against connecting to Rural Water District 2 or the Marais des Cygnes Public Utility Authority. That analysis, which accounts for construction, storage, pumping infrastructure, and ongoing water purchase costs, not just pipeline cost, found the City-owned plant to be the lowest-cost option over 20 years.

• Grant funding: The City's USDA funding includes an $18 million grant. USDA requires loan funds to be used before grant funds, and neither the grant nor loan can be redirected to a different project.

• Lead pipes: Osawatomie does not have lead water mains. Some older service lines contain lead components, and the City is addressing those as part of ongoing distribution work, consistent with federal requirements.

The City will continue to share updates as the construction cost is finalized. Additional details to accompany the press release below can be found here: https://shorturl.at/caD3q

🚦 Traffic Alert: Round Two of New Stop Sign Installs

Next week, our Public Works team will be installing the next round of new stop signs at the following intersections:

🛑 Brown Ave. & 8th St. – A two-way stop will be added for northbound and southbound traffic on 8th St before entering Brown Avenue.
🛑 Brown Ave. & 9th St. – A two-way stop will be added for northbound and southbound traffic on 9th St before entering Brown Avenue.
🛑 Chestnut Ave. & 8th St. – A two-way stop will be added for eastbound and westbound traffic on Chestnut Ave before entering 8th St.
🛑 Lincoln Ave & 9th St. – A stop will be added for traffic on Lincoln Ave before entering 9th St.

These changes are part of the City's ongoing efforts to improve traffic safety following an intersection study approved by the City Council in January. Additional stop signs will be installed in phases throughout the community to allow motorists time to adjust.

Please watch for new signs, which will feature temporary flashing lights and red flags. Use extra caution and help keep our streets safe for everyone.

Happy travels!

As kids head back to school, families might notice a few fun pops of color around Trojan Elementary School!

Osawatomie Arts Commission partnered with the Miami County Conservation District on a project combining art, stormwater education, and environmental stewardship.

After learning about stormwater and conservation from the Miami County Conservation District, the then-fifth grade students were invited to submit designs for storm drain markers. The Arts Commission selected four winning designs (one from each class) and local art teacher Tina Palmer worked with a crew of middle school students to bring the chosen designs to life this past spring.

Keep an eye out for these colorful reminders that even small changes can make a big difference in keeping our community (and our waterways!) clean.

Reminder! Please join us tomorrow, Sunday, August 9th, at 3:00pm for our public open house celebrating the restoration of Osawatomie's historic Memorial Hall!

The project team worked hard to preserve and enhance the building's historic character while also making important improvements that will allow it to continue serving the community for years to come. This milestone was made possible through the generosity of many community donors, including the Allen W. and Gladys Hawkins Charitable Foundation, and the support of the Miami County Community Foundation.

The community is invited to celebrate at our Open House on Sunday, August 9th, 2026, at 3:00 p.m. Guests will have the opportunity to tour the facility, see the completed improvements firsthand, and learn more about the restoration project.

Whether you have fond memories of Memorial Hall or are visiting for the first time, we hope you'll join us as we celebrate the reopening of one of Osawatomie's most treasured landmarks.
