Osceola PD is a Blue Shield city for the second year now!! This will help the Police Department big time with grant founding.. last year it helped get the PD portable radios and car radios, pole camera, and a K9 HotNPop for our K9 patrol car!! A total of $50,000.00 worth of equipment that was needed!

Activity for the month of November for OPD.

On November 6, 2025, Chief Shumaker conducted a traffic stop on a vehicle in Osceola City Limits by Osceola City Hall for a registration violation. Chief Shumaker requested Officer Kauffman and K9 Phoenix to head to his traffic stop to assist. A torch lighter was also observed in the vehicle, which is commonly used to use or consume illegal narcotics. Officer Kauffman had K9 Phoenix conduct an open-air sniff of the vehicle, which K9 Phoenix alerted for the odor of narcotics. Chief Shumaker and Officer Kauffman conducted a consent and probable cause search of the vehicle and located methamphetamine and methamphetamine paraphernalia. The driver of the vehicle was identified as Laura Larson, and the passenger as George Larson. Both occupants are from Independence, MO. Chief Shumaker was also informed that George had an extraditable warrant from a neighboring county. Laura and George were both arrested and transported to the St. Clair County Jail to be booked in and released for felony Possession of a controlled substance, which has been sent to prosecuting attorney Daniel Dysart. Laura and George were issued a citation for possession of drug paraphernalia, which has been sent to prosecuting attorney Joshua Jones. George was also taken to the St. Clair County Jail to be booked in for his warrant.

All subjects are innocent until proven guilty.

On August 5, 2025, Chief Shumaker conducted a traffic stop on a vehicle in Osceola City Limits for a registration violation. Officer Kauffman arrived on the scene to assist. While speaking with the occupants, Chief Shumaker, along with Officer Kauffman, observed signs of illegal narcotic use, along with observing a torch lighter. Chief Shumaker conducted a consent search of the vehicle and located two tooter straws with residue in them. A lab analysis came back that the substance was methamphetamine. The driver of the vehicle was identified as Tammy Chalo out of Collins, MO. A felony possession of a controlled substance charge was sent up to prosecuting attorney Daniel Dysart.

On October 2, 2025, Chief Shumaker conducted a knock and talk at a residence in Osceola City Limits regarding drug activity. Chief Shumaker located a baggie with a crystal substance inside the bedroom. Chief Shumaker seized the item and issued a citation for possession of drug paraphernalia. The occupant of the residence was identified as Karen Kennedy. The possession of drug paraphernalia citation will be sent to prosecuting attorney Joshua Jones.

On October 2, 2024, Officer Kauffman conducted a traffic stop on a vehicle for a lane violation and failure to signal. Officer Kauffman observed signs of possible narcotic use regarding the driver. Officer Kauffman also observed a torch lighter in the vehicle. A St. Clair County Deputy arrived on the scene to assist Officer Kauffman. Officer Kauffman conducted a consent search and located a digital scale with a crystal substance. K9 Phoenix also alerted to the vehicle for the odor of narcotics. The driver was identified as Zachary Paul out of Springfield, MO. A citation for possession of drug paraphernalia was issued to Zachary and will be sent to prosecuting attorney Joshua Jones.

On October 15, 2025, Officer Kauffman conducted a traffic stop on a vehicle for speeding and an equipment violation. Officer Kauffman observed signs of possible illegal narcotic use regarding the occupants of the vehicle. Officer Kauffman conducted a consent search of the vehicle. A St. Clair County Deputy arrived on the scene to assist. In the vehicle, Officer Kauffman located a container with a crystal substance inside it. The driver and owner of the container was identified as Zoe Hector. Zoe was issued a citation for possession of drug paraphernalia that will be sent to prosecuting attorney Joshua Jones.

On October 16, 2025, Officer Kauffman conducted a traffic stop on a vehicle for a lane violation. The driver of the vehicle took longer than normal to pull over, and observed the driver moving around. Officer Kauffman also observed signs of possible narcotic use regarding the driver. Officer Kauffman conducted a consent search of the vehicle and located a tooter straw with white residue. Chief Shumaker and St. Clair County Deputies arrived on the scene to assist. I will note that K9 Phoenix and K9 Kodiak with the St. Clair County Sheriff’s Office alerted to the vehicle for the odor of narcotics as well. The tooter straw field-tested positive for co***ne. The driver was identified as Daniel Cruz out of Springfield, MO. Daniel was issued a citation for possession of drug paraphernalia that will be sent to prosecuting attorney Joshua Jones.

All subjects are innocent until proven guilty.
