An update on Hwy 21 closures for upcoming road work.

State Highway 21 Omro to Oshkosh project update on the planned closures starting Monday, April 6th, 2026

Project-Wide Detour:
- The State Highway 21 Detour will be in effect for the entire length of the project from Omro to Oshkosh.
- Local traffic access will be maintained everywhere except for the full closure areas listed below.
Full Closures:
- Westhaven Road: Closed to left-hand turns. Right-hand turns will be allowed initially, but after a few weeks, these will also be shut down.
- Sand Pit Road and State Highway 21 Intersection:** This intersection will be fully closed. Only property owners at the intersection will have access—no thru traffic.

Open Routes and Lane Changes:
- County Highway FF and Leonard Point Road: These will remain open during this period.
- Oshkosh End (Leonard Point to Washburn St.):** Single lane closures will be in place. One lane in each direction will remain open to traffic.

Here is a brief recap from last night’s council meeting. You can watch the full meeting below from Oshkosh Media.

I’d like to thank everyone who attended this meeting to speak on a number of agenda items or who simply came to listen. This meeting was nearly eight hours long, so I appreciate your patience and dedication.

➡️ Council held a workshop regarding the Communications and Engagement Division/OCM before the business portion of the meeting.

➡️ GO EDC gave their annual update presentation to council.

➡️ Res 25-165, revocation discussion of a combination "Class B" liquor & beer license for an establishment, ended with no revocation but instead suspension for 60 days.

➡️ Res 26-132, awarding a bid for Public Works Contract No. 26-13 to Miron Construction Co., Inc. for the wastewater treatment plant, was approved.

➡️ Res 26-135, a resolution requiring Canadian National Railroad to repair railroad crossing on Irving Avenue, was approved.

➡️ Res 26-153, a specific implementation plan amendment for an emergency medical service facility at 356 West 6th Avenue (ThedaCare). This is the old fire station on 6th Ave which will be rehabilitated to serve as an EMS station for ThedaCare, was approved.

➡️ Ord 26-14, a landmark designation for 404 West New York Ave, was approved.

➡️ Res 26-163, a Class "B" beer/fermented malt beverage license application for Roast & Toast, LLC, 305 N. Sawyer Street, was approved.

➡️ Res 26-164, a two-year renewal of Flock Group, Inc service agreement for license plate reader technology, was laid over to the next meeting.

➡️ Council held a closed session after the meeting regarding City Center, Grand Opera House, and the city manager's quarterly performance review.

The agenda for tonight's city council meeting is below. Council will hold a workshop regarding the Communications and Engagement Division/OCM at 5PM. The business meeting will begin at 6PM. You can attend in-person or tune in to Oshkosh Media on cable, YouTube, or streaming.

Agenda Highlights:
➡️ Res 25-165 approves revocation discussion of a combination "Class B" liquor & beer license for an establishment. This resolution serves as an authorizing mechanism to discuss the topic in closed session which council may opt to go into on this topic. Council will reconvene open session after and continue the meeting.

➡️ Res 26-135 approves a resolution requiring Canadian National Railroad to repair railroad crossing on Irving Avenue.

➡️ Res 26-153 approves a specific implementation plan amendment for an emergency medical service facility at 356 West 6th Avenue (ThedaCare). This is the old fire station on 6th Ave which will be rehabilitated to serve as an EMS station for ThedaCare.

➡️ Ord 26-14 approves a landmark designation for 404 West New York Ave.

A heads up on this week’s sanitation schedule with the storm.

City of Oshkosh Sanitation will not be operating today, Monday, March 16. Garbage and recycling pickup will be one day later this week for all residents. For example, if you normally have pickup on Fridays, this week pickup will be on Saturday, March 21.

Here is a brief recap of last night’s council meeting. You can watch the full meeting below from Oshkosh Media.

➡️ Council discussed and had staff clarify and explain a recent announcement regarding the future of Oshkosh Media. I want to thank everyone who attended the meeting and spoke on this topic. I believe the leaders at OCM provided very reasonable requests for the invaluable service they give to this community.

Council has to have discussions and deliberate before a decision of this magnitude is taken. It's my hope that council is able to have those conversations with staff and OCM leaders soon before any decision on the future of OCM is decided.

➡️ Res 26-100, final resolution for partial right-of-way vacation of Eichstadt Rd, 135 feet south of Freedom Avenue, was approved.

➡️ Res 26-103, the City Manager's list of goals for 2026, was approved.

➡️ Res 26-118, an appointment to the Board of Zoning Appeals, was approved.

➡️ Res 26-121, an agreement with Oshkosh Area School District (OASD) for free GO Transit service for students, was approved.

➡️ Ord 26-13, Ord 26-16, and Res 26-120, regarding a new development on South Main St. between 9th and 10th Ave. were approved. The alley behind the proposed site will be designated as a one-way for southbound traffic.

➡️ Council discussed and instructed staff to draft changes for adoption on how council fills vacancies for council members and the mayor. Proposed changes include:
-Shortening the window for applications
-A special election process for mayor in the event of a vacancy
-The deputy mayor assuming acting mayor duties until said special election fills the vacancy

➡️ Council discussed and instructed staff on proposed updates to Chapters 4, 5, and 30 of the City of Oshkosh Municipal Code regarding alcohol licensing, special events, and temporary use permits. Discussion specifically focused on eliminating some redundant requirements currently asked of applicants, language regarding required use of licenses, and clarifying the timeline to re-apply to Common Council after an application denial.

➡️ Council discussed proposed updates to various chapters of the Oshkosh Municipal Code related to organizational updates.

➡️ The city clerk gave a report on the following items:
-February spring primary review
-Liquor license renewal
-Tax exempt property reporting
