Subject: Weapons Incident in the 1200 Block of Armory Place

Earlier today, Officers had contact with a 44-year-old male from Oshkosh. While speaking with this male over the phone, he made threats to harm a law enforcement officer.

At approximately 2:35 PM today, this male went over to a residence located in the 100 Block of N. Eagle Street in the City of Oshkosh. The resident of the home is a person known to this suspect. When he was at the residence, he fired one round from a firearm at the front door of the home. No one was injured during this incident. The suspect made threats to harm this person and other people known to him.

The suspect then drove to his residence located in the 1200 Block of Armory Place in the City of Oshkosh. Officers had information that he was the only person in the home and that he had a firearm in his possession.

The safety of our citizens is our top priority. Officers advised residents in that area to shelter in place and requested all others to avoid the area while this incident was resolved.

The Oshkosh Police Department’s SWAT Team, Crisis Negotiations Team and members of the Drone Team responded to this location. Some members of the Winnebago County Sheriff’s Office’s SWAT team also responded to the incident.

Negotiators and our Behavioral Health Officer were able to make contact with this male to try to de-escalate the situation and bring it to a peaceful resolution. Officers negotiated with the male for several hours. Negotiations with him started to deteriorate, so the decision was made to deploy chemical munitions into the home. The suspect came out of the home, surrendered peacefully to law enforcement, and was taken into custody. He was taken to jail for: Intentionally Pointing a Firearm at a Law Enforcement Officer, First Degree Recklessly Endangering Safety, Disorderly Conduct, and Threats to Law Enforcement Officers. A search warrant was conducted at the home, and a loaded handgun was recovered.

We want to thank the Winnebago Sheriff’s Office for their assistance with this incident. We appreciate the public for their patience and understanding while Officers worked to safely resolve this situation. The Oshkosh Police Department remains committed to protecting our community and responding to high-risk incidents by using all available resources to achieve the safest and most peaceful resolution possible.

Subject: UPDATE Welfare Check

UPDATE: The Winnebago County Sheriff’s Office’s Dive Rescue Team remained on scene and continued searching the Fox River for this individual. The Department of Natural Resources also responded to the area and, utilizing its specialized sonar equipment, was able to locate the individual. Based on the investigation, no foul play is suspected. We want to thank the Oshkosh Fire Department’s Dive Rescue Team, the Winnebago County Sheriff’s Office’s Dive Rescue Team, and the Department of Natural Resources for their assistance. Our thoughts are with this individual, family, friends, and all who are impacted by this incident.

Earlier today, at approximately 10:03 AM, Officers were notified that a witness reported seeing an individual jump from the Main Street Bridge into the Fox River. Officers immediately responded to that location and began searching the area for the individual.

The person was described as a white male with long hair, wearing what appeared to be blue jeans and a dark-colored sweatshirt.

Members of the Oshkosh Police Department’s Drone Team utilized a drone to assist in the search efforts. The Oshkosh Fire Department’s Dive Rescue Team and the Winnebago County Sheriff’s Office’s Dive Rescue Team also responded to the scene to search the Fox River.

At this time, the individual has not been located, and his identity is unknown.

Our thoughts are with this individual and all who are impacted by this incident. We are working diligently to try to locate and identify this male.

The Oshkosh Police Department held a Law Enforcement Tribute today in recognition of National Police Week (May 10-16). National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty serving and protecting others. The Oshkosh Police Department honored the Oshkosh Police Officers that were killed in the line of duty since 1853: Louis Hardy, George O’Connor and Walter Spiering. Officer Kendall I. Corder of the Milwaukee Police Department was also honored as one of the fallen officers in the State of Wisconsin in 2025.

National Police Week is also a time to recognize the great men and women who serve and protect our communities each and every day.

Subject: VNU Arrests

Investigators from the Oshkosh Police Department’s Vice and Narcotics Unit received information regarding contraband being brought into the Oshkosh Correctional Institution, located at 1730 W Snell Road in the City of Oshkosh. VNU Investigators initiated an investigation in conjunction with the Oshkosh Correctional Institution.

On 05/11/2026 at approximately 5:33 PM, Investigators made contact with a female inside OSCI. She was identified as a 24-year-old from Milwaukee who was attempting to visit an inmate. Investigators located two small balloons concealed on her person. Inside the balloons were suspected synthetic cannabinoids and Suboxone. She was referred to the Winnebago County District Attorney’s Office for the charge of Delivering Articles to Inmate.

Investigators also made contact with a 25-year-old male from Milwaukee in the parking lot of OSCI. He was taken into custody and transported to jail for: Party to a Crime of Delivering Articles to Inmate, Felony Bail Jumping, and Misdemeanor Bail Jumping.

We remain committed to protecting our community and supporting the safety and security of correctional facilities. Attempts to introduce illegal drugs into a prison endanger both staff and inmates. The Oshkosh Police Department will continue to work closely with our corrections partners and remain vigilant in our efforts to prevent illegal drugs from entering correctional facilities.
