Osseo Police Department This is the official page for the Osseo Police Department in Osseo, Minnesota. Paul area, along U.S. Highway-169.

The City of Osseo is located approximately 25 minutes north of the Minneapolis/St. The department offers 24 hour patrol services, covers an area of 1.2 square miles, and watches over a population of just under 2500 citizens. Currently, the department employs four full-time officers, ten part-time officers, an Administrative Assistant and the Chief of Police. The Osseo Police Department is lead by

the Chief of Police and he is responsible for the planning, coordination, direction and operations of the department. Our current Chief of Police is Shane Mikkelson. Besides the regular patrol functions of the department, we are also active in several programs which help to improve public safety, encourage stronger relationships between the police and the community, and to deter crime.

Hello Osseo!

May is Motorcycle Safety Awareness Month. Our friends over at the MN DPS have asked that we share some reminders for everyone as more motorcyclists are starting to hit the streets.

Motorists
• Watch for motorcycles. Due to the smaller size of motorcycles, their speed and distance is more difficult to judge.
• Always look twice before entering a roadway, turning left or changing lanes.
• Give riders room by maintaining a three-second (or more) following distance and double-check blind spots.
• Pay attention and drive at safe speeds, especially on corners and unfamiliar roads.

Riders
• Be prepared for inattentive drivers by staying focused on riding, keeping your speed in check and maintaining a three-second (or more) following distance.
• Wear the gear, preferably helmet to boots. Motorcyclists are highly encouraged to wear a DOT-approved helmet and brightly colored protective gear for visibility and protection.
• Get trained. Rider training helps new riders develop better skills and earn a license, while returning and experienced riders can sharpen their skills.
• Don’t drink or ride impaired, every year about one-third or more of all motorcycle fatalities involve impaired riders.
• Know how to navigate a curve. Here are tips to ride through curves safely:
o Slow down for the curve.
o Look through the curve.
o Press the handgrip in the direction you want to go.
o Gently roll on through the curve.

Good afternoon Osseo!!

As you may have heard, Minnesota law regarding school bus stops has recently changed. Previously, if a school bus’s stop arm was not fully extended, a driver could pass the bus without technically violating the law. That loophole has been closed.

Under the new law:
• Drivers must stop at least 20 feet away from a school bus when the bus’s red lights are flashing.
• Drivers must remain stopped until the red lights are no longer flashing.
• The stop arm does not need to be fully extended for a violation to occur.

Arrests

On 4/1 your officers were called for a physical domestic in progress. Officers responded to the scene and spoke with all parties present. It was determined that a crime had been committed. An adult female was arrested for domestic assault and booked into the Hennepin County Jail.

On 4/4 your officer was on routine patrol around 2am when they found a vehicle stopped in the middle of an intersection. The officer turned around and came back to the area and the vehicle had not moved. The officer got behind the vehicle, waited a second to see if it would leave, when it didn’t move they activated their emergency lights and walked up to the car. The officer observed the female driver apparently sleeping in the drivers seat. When the officer shined his flashlight into the window the driver woke up and appeared to be confused. Speaking with the driver, the officer observed slurred speech and the odor of consumed alcoholic beverages. The officer had them step out of the car and conducted SFST’s. Multiple signs of impairment were observed and the driver was placed under arrest. At the police department the driver refused to take an evidentiary breath test. The driver was booked into the Hennepin County jail for Felony 1st degree DWI (The DWI is aggravated with each prior conviction within 10 years) and GM 2nd degree DWI test refusal. Vehicle was impounded.

On 4/12 your officer observed a vehicle driving where the officer believed the driver to have a drivers status of Canceled IPS. The officer got behind the vehicle and ran a check on the license plate and confirmed that the registered owner, who was the driver, was canceled ips. The officer conducted and traffic stop on the car. The driver admitted to knowing they were not supposed to be driving, that they were supposed to have an ignition interlock and did not. The driver was arrested for driving while canceled ips and driving without ignition interlock, both GM offenses. During a search incident to arrest, the officer located an open THC v**e in the drivers front pocket. The driver was also charged with being in possession of an open THC container while driving, M. The driver was booked into the Hennepin county jail. Vehicle was impounded.

On 4/19 your officer was conducting stop sign enforcement when they received a flock hit for a stolen license plate. The officers located the vehicle and confirmed the license plates were stolen and conducted a traffic stop. The officers removed the stolen license plates and the license plates for that car were under them. The vehicle was registered to the driver. The driver was arrested for driving without the required ignition interlock, GM, and booked into the Hennepin County Jail. The jail called your officer later and informed them they had located a baggie of suspected narcotics in a sensitive area after their intake process had been completed. An officer went down to the jail and picked up the baggie. A preliminary NIK test was positive for methamphetamine. Additional charges for the narcotics have been filled.

On 4/28 your officer was dispatched for an accident with unknown injuries on near Broadway and 4th Ave NE, notes stated the vehicle had struck a tree. An update had come out that the vehicle had then left the scene. Officers were looking for the vehicle when a Maple Grove Officer let us know they located the vehicle at Holiday on 93rd and Zachary. Officers responded to Holiday and observed multiple signs of impairment upon talking with the driver. The officer conducted SFSTs on the diver and placed them under arrest. The driver was booked into the Hennepin County Jail for Felony 1st degree DWI. The vehicle was impounded and is being held for forfeiture.

Happy Spring Osseo!!
As the warm weather begins, so does the increase in road work zones. In 2023, 900 people died in work zone crashes. Please do your part to prevent work zone accidents. Here are some helpful tips:
• Eyes up, phone down: Distracted drivers are the biggest threat; maintain constant 360-degree awareness and face traffic whenever possible.
• The "Exit Plan": Always have an escape route in mind and stay alert for screeching tires and horns.
• Be seen: Ensure your high-vis PPE is clean, in good condition and worn correctly.
• Park smart: Use work vehicles as a buffer between the crew and traffic and keep all activity and equipment within the designated work zone whenever possible.

​National Work Zone Awareness Week (NWZAW) is an annual spring campaign held at the start of construction season to encourage safe driving through highway work zones. The key message is for drivers to use extra caution in work zones.

Arrests

On 3/2 your officers were called for a physical domestic. Officers responded to the scene and conducted an investigation. Officers determined that a crime had been committed. An adult male was arrested and booked into the Hennepin County Jail for Felony Domestic Assault by Strangulation.

On 3/12 your officer was on routine patrol when they observed a vehicle run a red light, almost causing an accident. The officer attempted to catch up to the vehicle and observed it commit several more traffic violations. The vehicle turned into a busy residential area and the officer deemed it unsafe to continue trying to catch the vehicle. The officer was parked on scene talking to their partner when they saw the vehicle coming towards them. They were able to get the vehicle to stop. The officers observed signs of impairment while speaking with the driver. The driver was arrested and booked into the Hennepin County jail for Felony Fleeing a Peace Officer in a Motor Vehicle, Gross Misdemeanor DWI.

On 3/17 your officer received an alert back on a vehicle that the registered owner had a drivers status of canceled – IPS. You get this by getting several DWIs. The officer found the vehicle and observed it fail to signal a turn onto CO 81 from 3rd st SE. The officer stopped the car and found the driver to be the owner. The driver was arrested and booked into Hennepin County Jail for Gross Misdemeanor Driving after Cancelation – IPS.

On 3/25 your officers received a KOPS (Keep Our Police Safe) alert for an address here in town. The alert was for someone who violated their DANCO (Domestic Abuse No Contact Order) and was wanted for the violation. The officers went to the address in an attempt to find the individual wanted for the violation. Officers were able to make contact and arrested the individual. The party was booked into the Hennepin County Jail where they will be transferred to the Beltrami County Jail for the violation.

On 3/28 your officer was conducting traffic enforcement on 93rd Ave when they observed a vehicle going over the speed limit. Their squad radar confirmed the vehicle going 47mpg in the 35mph zone. The officer got behind the vehicle and observed that it also had expired registration. The officer learned that the driver had a driving status of canceled – IPS. The driver was arrested and booked into the Hennepin County Jail for Gross Misdemeanor Charges of Driving after Cancelation – IPS.

Attention Osseo Residents: The City of Osseo has declared a SNOW EMERGENCY, Starting TONIGHT, March 14th at 10PM, until Monday, March 16th at 6AM. This is a 2-night Snow Emergency.

Parking is not strictly prohibited in the Residential areas of the City, however residents are encouraged to remove vehicles off the street to allow Public Works crews to safely plow snow curb-to-curb.
Any vehicle that is plowed around will be granted a 24-hour period to be moved. If the vehicle has not been completely removed from the snowbird area after 24 hours, the vehicle may be subject to citations and/or towing at the owner’s expense.

Parking will be prohibited in the downtown district TONIGHT from 10:00 PM until 6:00 AM on Monday, March 16th. The Downtown District A includes all streets between and including 1st Ave NE and 1st Ave NW, from County Road 81 to County Road 30. Failure to remove vehicles from City streets during the prohibited parking times may be subject to citations and/or towing at the owner’s expense.

An interesting case. Back on 1/28 there was a theft from Holiday. We were given the vehicles information and a got a description of the thief. Your Detective did some digging using the FLOCK system and learned that the vehicle frequents the area. They also found that the car had flagged as entering the city earlier that morning on Central but not leaving. He searched the area and located the car parked, unoccupied. They looked in the window and observed some of the stolen items sitting on the seat. The vehicle was impounded pending a search warrant to retrieve the stolen items. Shortly after it was towed, a group of males came back to the area looking for the car. All of the males were invited to the break room at the PD to talk with your detective. One male claimed the vehicle as his, the other males were asked to leave. The male was read his Miranda rights and agreed to talk to officers. The male admitted to the theft. He was issued a citation for theft and trespassed from Holiday.

Arrests.

On 1-4 your officer was on routine patrol when they observed a vehicle traveling well over the posted speed limit. The officer was able to get a radar reading of 50mph, in a 35mph zone. When the officer approached the vehicle on the traffic stop, they could smell the odor of a consumed alcoholic beverage, along with other signs of impairment from the driver. The officer had the driver step out and conducted SFST’s. The driver was then arrested for DWI. At the police department, the driver gave an evidentiary breath test with a result of .09. The driver was then charged with 4th degree DWI, DWI of .08 or more, and speeding.

On 1-5 your officers were called for a physical domestic. The officers arrived on scene and conducted an investigation. The male party had left prior to officers arrival. The officers determined that a domestic assault had occurred. They searched the area and could not locate him. They issued an alert for the male, good for 72 hours, for a probable cause arrest for domestic assault. On 1-7 an officer observed the male at Holiday in a vehicle. The male was then arrested for domestic assault. He was transported to the Hennepin County Jail.

On 1-10 your officer was on routine patrol when a vehicle flew by them on Co 81. The officer was able to get a radar speed of 59 mph, in a 45mph zone. The vehicle came to a stop at the red light of 85th Ave. The officer pulled up next to the driver and observed their head facing down at their lap. The light changed green and the car stayed stationary for approximately 30 seconds before they looked up and saw the green light. When the vehicle did eventually move, the officer initiated a traffic stop. The officer observed multiple signs of impairment and had the driver exit the vehicle to conduct SFSTs. The driver was then arrested for DWI. At the police department the driver provided an evidentiary breath test, resulting in a .089. The driver was charged with 4th degree DWI, DWI of .08 or more, and speed.

On 1-11 your officer was on routine patrol when they received an alert from the FLOCK system. The alert was that the registered owner of the vehicle, had a drivers license status of, Canceled Inimical to Public Safety (Canceled - IPS). The officer verified the owner was canceled – IPS. The vehicle was located, unoccupied. A short while later, while preforming after school stop sign enforcement, the officer observed the vehicle from the flock hit drive by. The officer was able to catch up to the vehicle and preform a traffic stop. The driver admitted that they knew their license was canceled IPS. The driver was arrested for Gross Misdemeanor Driving After Cancelation – IPS and is also being charged with driving a vehicle without ignition interlock. They were then booked into the Hennepin County Jail. (To get a driving status of canceled ips, you first need to get convicted of multiple DWIs).

On 1-15 your officers received a traffic complaint of a suspected drunk driver at the Osseo Ice Arena. The vehicle had attempted to hit another vehicle and then drover over the curbs. Officers arrived on scene and found the vehicle. Officers observed signs of impairment from the driver and open alcohol cans in the front area of the vehicle. The driver was instructed to exit the vehicle and SFSTs were conducted. The driver was then placed under arrest for DWI. At the police department the driver submitted an evidentiary breath test, resulting in a .222. The driver had no prior DWI convictions, however, due to 2 aggravating factors, being over twice the legal limit, and having a child in the vehicle, the driver was charged with GM 2nd degree DWI and booked into the Hennepin County Jail.

On 1-18 your officer was stopped at a red light, when a vehicle flew by the officer, running the red light. The officer conducted a traffic stop and observed numerous clues of impairment. The driver was instructed to exit the vehicle and SFSTs were conducted. The driver was then placed under arrest for DWI. At the police department, the driver submitted an evidentiary breath test, resulting in a .24. The driver was booked into the Hennepin County Jail for 3rd degree DWI, DWI of .08 or more, failure to stop at a red light, and no proof of insurance.
