Ouray County Emergency Management's goal is to effectively coordinate emergency preparedness, mitigation, response and recovery efforts for the citizens of Ouray County. The Ouray County Emergency Manager Plans, manages, and coordinates the administration, organization, and operation of the County Emergency Preparedness Program. Participates in professional training and provides technical assistan

ce in public awareness and informational services. Also conducts and/or coordinates emergency preparedness exercises to facilitate proper response during an emergency or disaster. Regardless of the type of hazard, it is the responsibility of emergency management to help put in place mitigation, preparedness, response, and recovery programs to deal with all hazards. To accomplish this time is invested in the following:

• Develop, maintain and coordinate the County Emergency Preparedness Plan (EPP), comprehensive emergency plans for disasters. It instructs every County Employee and Agency what to do during that disaster.
• Set up an Emergency Operations Center (EOC) to coordinate support efforts to respond to, and recover from, emergencies and disasters.
• Develop and assist in the delivery of effective public outreach programs to educate citizens and businesses on their role in being prepared.
• Train, educate, and prepare county departments, elected offices and non-governmental partners for emergencies through the development and delivery of effective classes, drills and exercises.
• Serve as the chair for the Local Emergency Planning Team

Community Notice: Prescribed Burn near Dolores.

Ouray County:

The San Juan National Forest has planned a prescribed fire north of Dolores, CO tomorrow, May 20, for 1,660 acres. They expect to finish burning tomorrow but the smoke will likely linger through our valley for a day or two, before clearing out.

Early this morning, nearly 175 people worked together to practice a full-scale evacuation exercise in the Elk Meadows neighborhood. From law enforcement, fire, and emergency medical services, going door to door evacuating residents, to the behind the scenes teams in the EOC (Emergency Operations Center), and human services staff and event center staff setting up a mock evacuation center, we practiced hard and are thankful to every single person who participated in the exercise today.

Exercises like this are critical for our first responders, staff and elected officials to practice in case of a real world scenario. By exercising in a controlled environment, we can test our knowledge and skills and identify any weaknesses.

Reminder: Emergency Evacuation Exercise Tomorrow, May 15.

Ouray County Emergency Management and Ouray County Sheriff's Office:

This is a reminder of our full-scale emergency evacuation exercise tomorrow May 15, 2026. This exercise will begin at approximately 9AM and concluding at approximately 2PM.

Only one neighborhood in Ouray County (Elk Meadows) will be involved in this exercise, not the City of Ouray, nor the Town of Ridgway.

However, if you are in the Ridgway area between 9AM and 2PM on Friday, you will likely hear and see first responder vehicles and see activity at the Ouray County Fairgrounds & Event Center. Please remember, this is only an exercise!

We appreciate all the help in spreading correct information to our community members and visitors.

Red Flag Warning in effect from 2PM to 9PM Wednesday, May 13 - No Burning Allowed.

Winds - Southwest 15 to 25 mph with gusts up to 40 mph.

Relative Humidity - 9 to 14 percent.

Impacts - Fires will catch and spread quickly.

A Red Flag Warning means that critical fire weather conditions are either occurring now, or will shortly. A combination of strong winds, low relative humidity, and warm temperatures can contribute to extreme fire behavior.

We're almost one week out from our full-scale emergency evacuation exercise. Please see below some FAQs we've put together in case you or someone you know has asked.

❓Q: Can anyone in Ouray County participate in the evacuation?
A. No. Only residents who live in the Elk Meadows neighborhood or volunteer role players who have registered to participate, and first responders, are part of this exercise.
- We have all roles for the evacuation performed by trained personnel in Emergency Operations Plan and Emergency Evacuation Plan.
- Non assigned individuals (for example, an individual other than a registered role player or first responder) or individuals from non-participating neighborhoods who arrive at the evacuation center without being registered role players will be removed from the line and turned away.

❓ Q. How can I volunteer to be a role player?
A. Complete the online form by May 8. No applications after May 8 will be accepted. Online Form: https://bit.ly/OCEvacActorSignUp
- Important: the ONLY volunteers we need are role players IN the Elk Meadows neighborhood.

❓ Q. Is this Ouray County’s first Full-Scale exercise?
A. No, this is not our first full-scale exercise. However, this is the first full-scale wildfire evacuation exercise we have practiced.

❓ Q. Is the Ouray County Fairgrounds and 4H Event center always the standard Evacuation Center?
A. No, for this specific exercise, we will be using the 4H Event Center as an evacuation center. It is not automatically the evacuation center for every incident.
- As outlined in the Emergency Operations Plan and Multi-Jurisdictional Evacuation Plan, evacuation centers are selected by specific response staff in coordination with Unified Command based on the incident, hazard type, and safety considerations.
