On behalf of the City of Owens Cross Roads and the Owens Cross Roads Police Department, we would like to recognize Echo911 for its partnership with our community since 2020.

The most important point about this partnership is simple: the City of Owens Cross Roads has not paid Echo911 for the dispatch services, equipment, software, communications technology, or technical support it has provided to the City.

Since 2020, Owens Cross Roads has worked with Echo911 as a real-world testing and development partner for state-of-the-art public-safety technology. Our Police Department has provided operational feedback and assisted in testing and improving systems used by first responders. In return, Echo911 has provided the City with dispatch-related services and technology, including radio equipment and infrastructure, CAD, mobile CAD, RMS, officer-safety technology, software, and technical support—at no cost to the City or its taxpayers.

The value of the services currently provided to Owens Cross Roads is approximately $66,000 annually. Developing and maintaining comparable capabilities independently would require substantial expenditures for personnel, equipment, software, infrastructure, and ongoing support.

When primary dispatch operations transitioned in December 2025 to the regional Consolidated Operations of Shared Agencies & Dispatch Administration, Echo911 continued providing technology, equipment, integration, and support that benefit Owens Cross Roads, again without charging the City.
These partnerships have allowed Owens Cross Roads to improve dispatch availability, communications, officer safety, and the service provided to citizens while gaining access to state-of-the-art technology that the City otherwise would have had to purchase and maintain with taxpayer funds.

The City’s approach has been to seek partnerships that improve public safety while remaining responsible stewards of public funds. Echo911 is an example of that approach: the City has received significant public-safety services and technology while incurring no expense for Echo911’s services.

The City of Owens Cross Roads appreciates Echo911’s continued investment in and support of our community and looks forward to continuing to pursue partnerships that improve City services without unnecessarily increasing the burden on taxpayers.

YIELDING TO EMERGENCY VEHICLES -

We continue to see confusion on the roadways and particularly on US-431 from drivers on what to do when approached by an emergency vehicle.

This morning, we were going north to stop a speeding motorist and another motorist in the left lane with a clear right lane, evidently panicked and darted left into the wet grass in the median at considerable speed risking an accident!

So here are some do's and don'ts:

DO:

- Move from the left lane to the right as soon as you are safely able too. Don't forget to use you signal so everyone knows your intentions. If there is a vehicle directly to the right, continue to pass that vehicle then move right when safe.

- Slow down and drive along the right edge of the road and if needed, come to a stop. The emergency vehicle may need to turn right just ahead of you. This happens often. When responding to emergencies vehicles may move right, but forget the second part: SLOW DOWN and COME TO A STOP if the emergency vehicle has not passed you by already. That police car, ambulance or fire engine may need to turn ahead of you. Failing to do so is a ticketable offense under Code of Alabama 32-5a-115(a)

DON'T:

- Slam on the brakes

- Continue to stay in the left lane

- Leave the roadway while driving at speed

- Stop on the left shoulder of the road

It's always a best practice to check your rear view mirror frequently, to look for approaching emergency vehicles to increase your time to react. If driving a large vehicle, or towing large trailers or boats make sure you have proper size tow mirrors to see traffic approaching from behind.

In one case, officers were escorting an ambulance with a critically injured child and it took quite some time for a truck towing a large boat to see all the emergency vehicles behind and move to the right. A police vehicle finally was able to move into a left turn lane and get into the side view of the driver and they finally moved right.

Please help emergency services and your fellow man by being alert and knowing what to do when approached by an emergency vehicle. We may all need help quickly one day and doing our part helps that to happen. Thank you!

OFFICERS AND FIREFIGHTERS INVOLVED IN RIVER RESCUE RECOGNIZED - At Tuesday evening's Owens Cross Roads City Council meeting, State Representative Richie Whorton presented the Owens Cross Roads Police Department and Fire/Rescue Department with a proclamation from the Alabama House of Representatives that praised the efforts of responders late on a June evening when a group of teens were rafting down the flint river. They became marooned on an island in the river and needed rescuing.

Our officers became aware of the call and responded to assist the fire department. Officer Jeff Graves with Reserve Officer Aaron Sumner and of course K9 Raven were in one unit and Officer Matt Elliff was in a second unit. Once on scene, the officers made contact with the parents and were able to serve as liaison. Graves and Elliff would remain on the east side of the incident working from there checking in with incident command.

Reserve Officer Sumner, a volunteer with our department, returned to his personal vehicle and began checking areas along the western bank of the Flint River attempting to spot the teens. He met up with Big Cove Volunteer Fire and Rescue Squad member Paul Crawford and Jordan Townsend with the Owens Cross Roads Fire/Rescue and the trio waded through high weeds to get to the side of the river close to where the teens were stranded. Townsend located a tree that had fallen and all 3 of them were able to call to the teens and get them to walk across the tree to safety!

We applaud Sumner for his tenacity in helping and staying out late until the job was done. He didn't return home until after making contact with the parents when they came to pick up the teens and making sure that his peers had transportation out of the area.

We applaud all the emergency responders that came out to help that night working together!

K9 FASHION IS SOMETHING TO RAVE(N) ABOUT!!! Ms. Lilly Andrews stopped by to drop off some birthday presents for our very own K9 Raven. Among the gifts was this stylish raincoat that police K9s everywhere will surely be clamoring for in 2026.
Also in the gift bag was a large bright orange Chuck It ball and an alligator Kong toy. So an alligator for our MALligator!
As you can see, Raven can hardly wait for the rain to fall again to don her new raincoat. We are glad that Ms. Andrews took time out of her day to drop those off especially for Raven. Thanks!

ARREST - Last night, a sequence of events happened which resulted in an arrest.

First, Officer Graves, K9 Officer Graves and Reserve Officer Sumner had a young person on an e-bike with no front light stopped on Old Big Cove Rd. They had to call someone to come get the rider and the bike as it was not safe to be on the road in the darkness. A fast car approached and the officers yelled at the driver to slow down. The driver only honked the horn at the officers and kept going.

Thankfully, this was a time when we had more than one officer on duty. Officers Wilson and Monson were alerted by radio and began looking for the vehicle that had passed the location of the traffic stop. Officer Monson saw a likely different vehicle speeding north on Old Highway 431 and then east on Cave Spring Rd. which led to a north turn onto US Highway 431. Monson caught up to the speeding vehicle around Eastwood Cir. and finally got the vehicle to stop on Old Highway 431 just north of US 431 at the newer neighborhood entrance there.

Just after the stop was made, a call came in from 911 that a young person had a gun at a party at another location in the city limits of Owens Cross Roads. Apparently a little time had passed from the time the gun was seen until an adult was told and made the call. Officer Wilson responded to go investigate that call. Once there, Wilson radioed the description of the alleged armed person to Monson as well as a vehicle description. The description matched an under aged occupant of Monson's stopped vehicle. The vehicle also matched the color provided by Wilson. Monson noted that the driver of his stopped vehicle, Ashleigh Leeann Williamson, had a felony warrant with Madison County. There were 2 underage persons in the car with her.

Wilson responded to the scene of the stop with Monson. Graves and Sumner concluded the safe transfer of their young person to the parent and came to the stop with Monson and Wilson.

During the stop, Williamson was taken into custody and subsequently, a small amount of what appeared to be m**h, hydrocodone, clonazepam , ma*****na, and THC vapes were located. There was also cash ($467) located with the items. In addition, an air pistol and 2 pipes with drug residue were located. The air pistol was believed to be the one reported at the location of the 911 call. No one filed a report as a victim of a crime, so no charges came from that incident.

In relation to the stop with Williamson, she faces the following charges:

- Speeding (citation)
- Driving without Insurance (citation)
- Failing to Register a Motor Vehicle (citation)
- 2 Counts of Endangering the Welfare of a Child
- The warrant with Madison County (Alias Writ of Arrest - Felony)
- Possession of Methamphetamine
- Possession of Dangerous Drugs (hydrocodone)
- Possession of a Synthetic Drug (clonazepam)
- Possession of Ma*****na
- 2 Counts Possession of THC vapes (H**p product)
- Possession of Drug Paraphernalia (pipes)

The two charges redacted in the photo indicate plans to consult with prosecutors and going forward with the two Endangering the Welfare of a Child charges instead. An arrest is not a conviction. Williamson is presumed innocent until proven guilty in Madison County courts.
