Harold Seltzer was never technically one of our active members, but for those who remember the old days of FOP Lodge 15, Harold was absolutely one of the faces of this lodge.

Back when we still had an Associate Lodge and gathered at the old lodge building, Harold was often the one stepping up and making things happen. He regularly spearheaded arranging and preparing meals before meetings and events, doing whatever needed to be done to help the lodge thrive. More than once, Harold stepped in and did the work that many active members should have been doing, simply because he cared about the lodge and the people in it.

Harold also served as President of the Associate Lodge of FOP Lodge 15 and was, at one time, a volunteer with the Paducah Police Department's VIPS program. He was a tremendous advocate for law enforcement and for the people who serve our community.

But titles and positions only tell part of the story.

There may never have been a more caring, generous man than Harold. If you knew him, you knew that he would welcome you into his home, give you the last dollar he had, and then offer you the shirt off his back if you needed it. He simply cared about people.

Our community has lost a great man. The law enforcement community has lost one of its biggest advocates. And while Harold may not have been an active member in recent years, there is no question that FOP Lodge 15 and this community are better because Harold Seltzer was part of them.

Many of our newer members may not have had the opportunity to know Harold personally, but many of us did. His legacy is part of the history of this lodge, and it is worth remembering.

Together, we mourn Brother Harold's passing, but we also celebrate the life and legacy he leaves behind.

Harold's funeral service will be held Sunday. For those who knew him, loved him, or simply want to pay their respects to a man who gave so much of himself to others, I know he would have been glad to see you there.

Rest easy, Harold. You will be missed, but you will not be forgotten.

Harold Lloyd Setzer, 78, of Paducah, Kentucky, passed away peacefully on Tuesday, August 18, at Baptist Hospital, surrounded by his loving family.

Harold was a devoted husband, father, grandfather, brother, uncle, friend, and proud Marine veteran. He was married for 39 years to the love of his life, Carol Cornell Setzer, with whom he shared a beautiful life filled with love, laughter, and countless memories.

Harold loved people, and everyone loved Harold. He was loving, caring, giving, fun-loving, and just a little bit ornery. He had a special gift for making people smile and could always find a way to brighten someoneโ€™s day. His kindness, humor, and genuine love for others touched the lives of everyone fortunate enough to know him.

Harold proudly served his country as a United States Marine. He loved working outside- keeping an impeccable yard. He loved serving others, including his time, later in life, with the McCracken County Sheriff's Department and being a caregiver for many.

Faith and music were important parts of Haroldโ€™s life. He was a dedicated member of Spring Bayou Baptist Church, where he played guitar in the church band for many years. Music was his passion, and he loved nothing more than sharing that passion with others. Whether playing his guitar, spending time with family and friends, or simply making someone laugh, Harold had a way of bringing people together.

Harold is survived by his beloved wife, his sisters-Annette Shaw, of Paducah, wife of the late Ronnie Shaw; Cheryl Gregory of Granite City, IL, wife of the late David Gregory and Virginia LeDuc of Farmington, MO. He is also survived by his son, Vance Setzer (Stacey) of Carsonville, MI; his two daughters, Lisa Humphrey of Paducah and Missy Humphrey of Hermitage, TN. His three grandchildren- Brandon Kennedy, Addison Setzer, and Harmony Setzer of Carsonville, MI, brought great joy and pride to his life. He had many nieces and nephews. Among them were nieces, Becky Gray (Ricky) of Bonne Terre, MO, and Harmony Recinos, Portage, IN, who held a particularly special place in his heart. He was preceded in death by his loving parents, Lloyd and Ila Setzer of Granite City, IL, and his brother, Bobby Gene Setzer.

Harold leaves behind a lifetime of love, laughter, music, and memories that will forever live on in the hearts of those who knew him. While he will be deeply missed, his family and friends can take comfort in knowing that his love and the joy he brought to others will continue through all those whose lives he touched.

Rest peacefully, Harold. You were loved by many, and you will never be forgotten.

Funeral services will be held at 2:00 p.m. on Sunday, August 23, 2026, at Milner & Orr Funeral Home of Paducah, with Rev. Wesley Morehead and Rev. Jared Hayes officiating.

Visitation will be held from noon until the service hour of 2:00 p.m. on Sunday at the funeral home.

Burial will take place at noon on Monday, August 24, 2026, at Maplelawn Park Cemetery.

๐Ÿ“ข Lodge 15 Endorses Stephen Carter for McCracken County Jailer

At our February 3rd meeting, Stephen Carter addressed the membership of Fraternal Order of Police Jackson Purchase Lodge 15 regarding his candidacy for McCracken County Jailer. Following his remarks, a motion was made under new business to endorse Stephen. That motion was unanimously passed by the membership present.

Stephen has been a brother of Lodge 15 since the beginning of his law enforcement career in 2009. He began as a Deputy Jailer and has risen through the ranks, serving as Sergeant, Lieutenant, Captain, and Chief Deputy before being appointed Jailer upon the retirement of David Knight.

Throughout his career, Stephen has served as a floor deputy, booking officer, classification officer, Class D Coordinator, SERT and SWAT operator, training officer, shift commander, and operations commander. His experience reflects a well rounded understanding of jail operations from the ground up.

Stephen has demonstrated that he is a Jailerโ€™s Jailer. He leads with a firm but compassionate approach, holding staff to a high professional standard while ensuring they have the training, equipment, and support needed to do their jobs safely. He has worked closely with the Fiscal Court to keep employee benefits, especially pay, a priority, and has held vendors accountable to ensure programs are fully implemented without placing unnecessary strain on deputies.

Stephen is currently running unopposed and has the pledged support of the jail staff. Lodge 15 is proud to stand with him and formally endorse Stephen Carter for McCracken County Jailer.
We appreciate his continued leadership and commitment to our profession and to the citizens of McCracken County.
