PUBLIC RECORDS UPDATE
The Town of Pagosa Springs has produced records in response to our request. Here is what they show.
On August 5, 2025, Sheriff Mike Le Roux and Police Chief Bill Rockensock presented the Flock camera system to the Town Council. According to the approved minutes, the county had four cameras already in use. The Sheriff asked to add two more inside Town limits, at $5,000 per camera per year, with funding lined up for two years.
The minutes end that item this way: Council is in agreement to move forward with the Flock camera system in joint efforts with Archuleta County.
That item appears under Presentations. The minutes record no ordinance, no resolution, no motion, no second and no vote. On the same agenda that night, the sewer sales tax question got a first reading, an attorney's analysis, a motion, a second and a recorded result. The surveillance camera expansion got a presentation and an agreement to move forward.
The Town has also now confirmed, in writing, that its Police Department has no written policy, no procedure, no general order, no MOU, no training material and no roll call guidance of any kind governing what officers do when a Flock alert comes in.
And the Town produced the dispatch data. Every Flock alert sent to Pagosa Springs Police between August 22, 2025 and July 16, 2026 is in the second image. Thirteen calls. Three ended in arrest. Two, officers could not locate the vehicle. One was unfounded.
We are publishing that arrest number because it is what the record says. Three arrests is not nothing. Whether it justifies the cost, the expansion, and the absence of any written rule is a judgment for this community to make, which is the entire point of putting the documents in front of you.
Twelve of those thirteen calls were on county highways, at US 160 mile markers, County Road 359 and US 84, and State Highway 151. One was inside town.
What we still do not know: whether the two town cameras were ever installed, what the county's contract with Flock actually says, who outside this county can search the data, and how long it is kept. Those requests are with Archuleta County and the Sheriff's Office and remain open.
