Congratulations Sergeant John Kelley who graduated today from the Police Executive Leadership College (Class 86).
PELC is the acronym for the Police Executive Leadership College. PELC is administered by the Ohio Law Enforcement Foundation. PELC was founded in 1986, and each year graduates at least two classes (Spring and Fall). To date, 2,300 law enforcement executives are proud graduates of PELC.
PELC is a three-week executive leadership training program spread out over three months each session. PELC is based on the premise that leadership skills can be learned, and that given the opportunity for feedback and practice, executives can substantially improve their abilities to lead. PELC provides law enforcement executives with one of those rare moments in their professional careers to learn how to practically apply leadership concepts. It is an intensive learning experience focused on leadership skills vital to long term personal success and change in the organization – both for the benefit of the community.

Charles Smith Sentencing
In August of 2022 an adult male made a report with the Lake County Sheriff’s Office where he disclosed being the victim of sexual abuse that began in 2001 and continued until 2004. The victim identified the suspect as Charles Frank Smith, who is now eighty-one years old. When the abuse began the victim was ten years old and met Charles as a result of living in the same neighborhood.
Through the course of our investigation, the Lake County Sheriff’s Office Detective Bureau identified three other victims who also reported being the victims of sexual abuse at the hands of Charles Frank Smith. The three additional victims reported being abused between 2004 and 2008. All four victims stated the abuse occurred at Charles’ residence in Leroy Township. All victims in this case were under the age of thirteen when they were first victimized.
On July 14th 2023, a Lake County Grand Jury returned a sixteen count indictment against Charles Frank Smith. All of these charges were sexually-oriented offenses. On October 24th 2023 Charles Frank Smith pled guilty to R**e, a felony of the first degree, in Lake County Common Pleas Court. Yesterday, November 9th 2023, the Honorable Judge Vincent A. Culotta sentenced Charles Smith to life in prison with the possibility of parole after serving twenty-five years.
The Lake County Sheriff’s Office would like to thank the Lake County Prosecutors Office for a thorough review of this case and ultimately bringing this matter to a final resolution.

Road Rage / Shots-fired incident in
Painesville Township and Concord Township
On Saturday, November 4, 2023 at 11:51 a.m., Deputies responded to the area of Cherry Tree Lane in Painesville Township for a report of numerous gunshots being fired.
After Deputies arrived and spoke to the alleged victim, a 33-year-old Painesville Township resident, he reported that he was followed by a vehicle and at one point believes that the person following him fired multiple rounds at his vehicle. This gun fire occurred while he was traveling south on Chestnut Street, near Johnnycake Ridge Rd. (Route 84) in Concord Township.
The victim fled to Cherry Tree Lane in Painesville Township with the other vehicle still pursuing him. The victim stated that he exited his vehicle with his own firearm and pointed it at the person pursuing him as the vehicle approached. The victim claimed the suspect was holding a firearm up, so the victim fired two shots in the direction of the suspect vehicle in self-defense. The suspect vehicle drove off.
The Lake County Sheriff’s Office Detective Bureau was called on to respond to the incident and began investigating. Working on leads they obtained the suspect was identified within hours. The Detectives obtained search warrants for the suspect’s home and vehicle.
It should be noted that neither the suspect, victim or anyone else was struck by the rounds which were fired during this incident. This case is still under investigation by the Detective Bureau and charges are expected soon.

The Lake County Sheriff’s Office will be helping to es**rt the body of Lance Cpl. Austin Schwenk who died on October 18 at Camp Lejeune in North Carolina. His body will be returned tonight to the Cleveland Hopkins airport and will be es**rted past his alma mater, Riverside high school, and then to the Brunner Sanden Deitrick Funeral Home and Cremation Center, 8466 Mentor Ave. in Mentor.
As detailed in the Newsherald:
“A dignified transfer, public visitation and public funeral are planned for Lance Cpl. Austin Schwenk, a 19-year-old Marine from Painesville Township who died Oct. 18 at Camp Lejeune in North Carolina.
Schwenk was shot and killed in a base barracks room in what officials described as a homicide, reported the Associated Press. Another Marine was detained as a suspect, and the Naval Criminal Investigative Service is conducting an investigation.
A procession before the dignified transfer will begin at 3:30 p.m. on Oct. 31 at the Brunner Sanden Deitrick Funeral Home and Cremation Center, 8466 Mentor Ave. in Mentor, according to a funeral home news release. It will run to Cleveland Hopkins International Airport.
The release asked that participating police and fire personnel arrive by 3:15 p.m. The procession will travel to the airport using Mentor Avenue, Center Street, Interstate 90 west, Interstate 271 south, Interstate 480 west and state Route 237 south.
The flight will arrive at 5:10 p.m., it added. The dignified transfer will return to Interstate 90 and continue east to Vrooman Road in Leroy Township. It will then proceed north to state Route 84 west and pass by Riverside High School.
The release stated that the transfer will continue west along Route 84, north along Bank and South State streets and west along Route 20 to the funeral home. Marine Corps pallbearers will then bring Schwenk’s casket inside.”
Promotional Board Promotes New Lieutenants in the Corrections Division
Over the past 2 months the Lake County Sheriff’s Office has been conducting a promotional process for the position of Corrections Lieutenant. This process involved letters of self-nomination, readings on key leadership principles and their application in the modern-day Corrections environment, and interviews with Sheriff, Chief Deputy, Corrections Captains, and Corrections Lieutenants.
Based on that process of evaluation Sgt. Martin Bontrager and Sergeant Matthew Darone have been selected for promotion to the position of Corrections Lieutenant.
Lt. Martin Bontrager began his career in the field of Corrections in November of 1999. He has served as line officer, training officer, dispensary officer, and booking officer to name a few positions in his background. He was promoted in November of 2014 to Corrections Sergeant.
Lt. Matthew Darone began his career in the field of Corrections in January of 2008, coming to our adult facility from the juvenile detention field. He has served as line officer, training officer, dispensary officer, and booking officer to name a few positions in his background. He was promoted in May of 2015 to Corrections Sergeant.
We congratulate them both and wish them much success in their new fields of responsibility and leadership.

Our 148 hour Corrections Academy is held right here at the Lake County Sheriff's Office. All new officers must complete the testing within their first year and pass the State examination. In the academy we use our own trained instructors to teach such areas as Report Writing, Self-Defense, Crisis Intervention, Ethics, Inter-Personal Skills, Civil Liability and Inmate Rights, Community Diversity and Procedural Justice, Fire Safety, Jail Standards, the Criminal Justice System, and other areas critical to jail operations.
I would be remiss not to thank our exceptional training staff from our Lake County Corrections Facility who make this academy a success. Their research and teaching abilities bring us candidates well prepared to make an impact in our jail. Such training has been critical in our jail facility becoming the first jail certified in Ohio as being in full compliance with all of the Ohio Minimum Jail Standards. Each year the jail is evaluated and continues to achieve full compliance with jail standards in our State Inspections.
I commend our academy students and all of our instructors, as well as our entire jail staff, on continuing the education and training that keeps our jail at its optimum in meeting the needs of our community!

Incident leads to multiple drug arrests in the townships of Painesville and Perry.
On Tuesday, October 24, 2023 at 10:18 AM, Lake County Sheriff’s Deputies attempted to stop a vehicle on Heckathorne Dr. in Painesville Township for multiple traffic violations. The male operator identified shortly thereafter as one, Trysten Gruss, age 25 of Madison, Ohio, initially failed to stop before pulling into a driveway and fleeing from the vehicle on foot. Additional deputies responded to assist and were unsuccessful in locating him.
The investigation showed Gruss had a suspended driver’s license and was in violation of an active protection order restricting him from having contact with his adult female passenger.
During the traffic stop, deputies learned from admissions made by the female passenger one, Hailey Rogers, age 29 of Lakewood, Ohio that illicit drug paraphernalia was inside the vehicle. A subsequent search of the vehicle revealed a large quantity of methamphetamine, a large quantity of hypodermic syringes, digital scales, and various other forms of drug paraphernalia.
The Painesville Township Fire Department was called to the Traffic Stop upon complaints from Rogers pertaining to an existing injury and she was transported to Tri-Point Hospital for medical care. During the impound of the vehicle, arrangements were made for a dog inside to be temporarily held and cared for at Lake County Dog Warden’s Office.
On Wednesday, October 25, 2023 at 14:53 PM, Lake County Sheriff’s Deputies responded to the Lake County Dog Warden’s Office in Perry Township where Gruss and Rogers were known to be retrieving the dog. Deputies observed Gruss seated in the rear passenger seat of a vehicle where he was found in possession of methamphetamine. He was in violation of the active protection order while again being in the company of Rogers. He was arrested for Violation of a Protection Order, ORC 2919.27 (a third degree Felony), Possession of Drugs, ORC 2925.11 (a third degree Felony) in addition to charges stemming from the previous day which included; Obstructing Official Business ORC. 2921.31 (M2), Violation of a Protection Order, ORC 2919.27 (M1). Gruss was also served traffic citations for Driving Without a License, ORC 4510.12, Driving Under Suspension, ORC 4510.037.
Rogers was arrested on the following charges related to the previous day: Possession of Controlled Substance, ORC 2925.11 (a third degree Felony) for possessing an amount of methamphetamine greater than three (3) grams, Possession of a drug abuse instrument, ORC 2925.12 (a second degree misdemeanor) and Possession of drug paraphernalia, ORC 2925. 14 (a fourth degree Misdemeanor).
The operator of the vehicle was identified as Christy Funk, 36 of Chardon, Ohio was found to have a suspended driver’s license. Funk was found to be in possession of methamphetamine and hypodermic syringes containing suspected he**in. Funk was arrested on charges of Possession of Drugs, ORC 2925.11 (a fifth degree Felony) and Possession of Drug Abuse Instruments, ORC 2925.12 (a first degree Misdemeanor).

We recently learned that Doris Silvaroli, who retired from our Sheriff’s Office as the Sheriff’s Administrative Assistant, passed away on October 18th. She was 92 years old. We are saddened to hear of her passing, and we pray for her and for her family during this time.
Doris worked at our Sheriff’s Office from January of 1976 until her retirement in January of 1996. After serving in various clerical roles in the “old jail” facility, we became the Executive Assistant to Sheriff Edward Cunningham in January of 1985. She continued to serve in that role under Sheriff Patrick Walsh and then Sheriff Dan Dunlap until her retirement.
Pictured below is a snapshot taken on the Sheriff’s golf cart at the Lake County Fairgrounds in 1979. Doris is on the back of the golf cart in sunglasses, along with many of the women from the Sheriff’s Office staff at the time.
She was born on October 23, 1930, in Cleveland. Doris graduated from North Royalton High School and years later at Kent State University with a degree in Office Technology. She was a legal secretary in Geauga County and an administrative secretary at the Lake County Sheriff's Department in Painesville, Ohio. She was a charter chapter member of the American Business Women's Association. Doris was a member of St. Andrew Episcopal Church in Mentor, Ohio where she volunteered her time to help with the food pantry. She also volunteered at Hannah's Home in Mentor, Ohio. Doris was an avid reader and loved to share her favorite books with others.
She is survived by her daughters, Debbie Whittaker (Frank), and Mary Silvaroli-Roth; grandchildren, Sara Wilson (Greg), Katie Loveland (Dann Hrusch), and Evan Roth (Isabelle Roach); and great-grandchild, Camden Wilson.She was preceded in death by her parents, James and Irmgard Watson, and sister Sue Conder.A celebration of life will be held at 5 p.m. on Saturday, November 4, 2023, at the Brunner Sanden Deitrick Funeral Home & Cremation Center, 8466 Mentor Ave., Mentor, OH 44060.The family will receive friends from 3-5 p.m. Saturday, November 4, 2023 at the funeral home.Interment in Mentor Cemetery will be private.Contributions may be made to Hospice of the Western Reserve, P.O. Lake County Sheriff's Office Mounted Unit attends prestigious National Mounted Police Colloquium in Lexington, Kentucky
The Lake County Sheriff’s Office Mounted Unit attended the 37th Annual National Mounted Police Colloquium in Lexington, Kentucky hosted by the Kentucky Horse Park Police and the Lexington Police Department. This prestigious weeklong training event had over 150 officers and horses in attendance from agencies which included US Border Patrol, Milwaukee Police Department, Toronto Police Services, Massachusetts State Police Department, Cleveland Metroparks Police Department, Columbus Police Department, and Louisville Police Department.
We were proud to have our very own Deputy Taya Workum invited as an instructor along with the already esteemed list of instructors from Toronto Police Services, Maryland National Capital Park Police, Kentucky Horse Park Police, and Lexington Police. In addition to Deputy Workum, LCSO Mounted Unit members Detective Matthew Byers and Danielle Sprow attended.
The training included segments on crowd control/civil unrest, functional equitation, and obstacle work. All these skills combine to create a mounted unit that can perform a variety of tasks, from public relations to riot situations.

Yesterday, the Lake County Sheriff’s Office Dive Team conducted training at White Star Quarry in Gibsonburg, Ohio. This location is a popular site for scuba divers as it provides clear visibility for divers to safely dive at various depths. More often than not, our divers find themselves working in waters with less than 1’ of visibility, so our divers were motivated to train at a location with over 20’ of visibility.
There are several attractions at this site for divers such as training platforms, sunken boats, a school bus, and confined space obstacles. Divers were able to safely dive around and inside of these vehicles to familiarize themselves with how to safely approach and work around such obstacles they may be called to respond to. While at this location, Sergeant Suschak and Deputy Nevison engaged with civilian divers from across the state by participating in an underwater pumpkin carving contest to help with manual dexterity while wearing dive gear and while being underwater.
Throughout the year, the Lake County Sheriff’s Office Dive Team trains in topics such as rescue techniques, search patterns, salvage, vehicle recovery, evidence recovery, and crime scene processing to just name a few. Our divers work closely with our Marine Patrol Division as well as surrounding dive teams to prepare for a response to water related emergencies.

Why does the Lake County Sheriff’s Office SWAT Team respond to Ashtabula and Geauga Counties? We have been asked this question many times so I want to take a moment to answer. Most Counties, unless they are major cities, do not have fulltime SWAT teams. The team members work fulltime on patrol or other units, and only respond as SWAT members when incidents occur. A SWAT activation takes deputies off patrol for that period. Further, such call outs, because they require so many individuals to staff a SWAT Team, can be very costly in terms of overtime. Ongoing training further complicates such issues, but it is critical to implement the most professional unit possible in handling such dangerous incidents. Hence, for one agency to carry that burden is difficult. For this reason, years ago the Lake, Geauga and Ashtabula County Sheriffs got together to share resources (deputies who are SWAT trained, equipment, negotiators, and more) in staffing our SWAT team. Equally, police chiefs from areas throughout the three counties agreed to add their personnel in supporting such efforts. By sharing manpower it reduces the cost for both training and response to incidents. Sharing the cost for vehicles and equipment also lessens the cost to one community without lessening the professionalism and training needed to put a well-trained emergency response team into the field on a moments’ notice. Further, by being a tri-county (regional) response team qualifies our team for federal grants and funding that other localized teams are not able to receive. This federal funding has enabled us to purchase two armored vehicles, vests, and other equipment without using local dollars. He speaks about a 15 year old girl friended while online gaming (games such a Fortnite or similar) and the predator convinces her to meet him at McDonalds where he takes her. Press Release …. Case Update On January 11, 2021, Michael Craig was sentenced to 22 years minimum-27 years maximum in prison on multiple charges including Aggravated Arson (Felony 1), Felonious Assault (Felony 2), Vandalism (Felony 4), Inducing Panic (Felony 4), Aggravated Menacing (misdemeanor), and Resisting Arrest (Misdemeanor) through the Lake County Court of Common Pleas. It was in February, 2020 that the Lake County Sheriff’s Office reported on the arrest of Michael C. Craig, 60 years old, after he intentionally drove through the fuel pumps at Get Go on Mentor Avenue in Painesville Township, striking vehicles and destroying property as he traveled. This collision caused a fire at the fuel pumps and caused the area to be evacuated. Michael Craig then resisted arrest and threatened responding Deputies lives. Lt. Larry Harpster Detective Bureau Commander Lake County Sheriff’s Office ____________________________________ Press Release and Video from the incident in February 2020 On Saturday, 02/29/20 at 1150hrs, the Lake County Sheriff’s Office was dispatched to the GetGo gas station at 1251 Mentor Ave., Painesville Twp., regarding a report of a possible accident that resulted in a fire at one of the gas pumps. Investigation revealed that the male operator of a black Buick Rainer SUV, had been stationary in the GetGo parking lot. He accelerated at a high rate of speed and intentionally rammed into a gas pump. This gas pump became dislodged from the ground and this vehicle continued in a northeast direction across the parking lot. This vehicle, while pushing the dislodged pump, impacted a Ford Pickup truck that was fueling up at another pump. This pickup truck was occupied by two adults and their child. The intentional collision with this pickup truck forced the truck into the gas pump it was using. The other pump that was initially dislodged became wedged under this pickup truck.
