Parolee Assaults Women In Painesville City
On Monday, January 9, 2023, Deputy Sheriff Arko was driving in the area near McDonald’s on Richmond St. in the city of Painesville, when he was flagged down by several bystanders. They explained that they were chasing a male who had just assaulted a woman. The Deputy found the male walking southbound on Richmond Street. Despite multiple commands to stop the male continued to walk while continually looking back at the Deputy. When a second Deputy arrived on scene the male stopped and sat on the sidewalk. The man was detained and turned over to the custody of the Painesville City police upon their arrival.
Later investigation found that the male, Paul Wyatt III, stopped a car driven by a woman on Jackson Street and assaulted her. He then walked over to a female standing on the corner of Richmond St. and Jackson St. He grabbed the female and demanded her cell phone. When she tried to get away he assaulted her. The female struck Wyatt in the face and she fell to the ground. It is at this point several bystanders saw what was going on and began to chase Wyatt until the Deputy arrived. This appears to be a random act and both women who were assaulted were unknown to the assailant.
Wyatt is a parolee from Cleveland. He was released from prison less than 2 weeks ago after serving time for aggravated robbery, assault and carrying a concealed weapon.
It is important to note that 46% of all felony cases, serious crimes, committed in Lake County and being handled by the Lake County Prosecutor’s Office are committed by persons who live outside Lake County. This is another example of what Lake County law enforcement and our County criminal justice system is beginning to deal with on an ever-increasing level.
I commend the response of the bystanders in taking quick action to help the women being assaulted, and the quick response by local law enforcement.

This week's Lake County Sheriff’s Office History Spotlight …
This week’s history spotlight is on Former Sheriff Edward T. Rasmussen. Sheriff Rasmussen served as Lake County Sheriff from 1925-1928. Here he is pictured with his Sheriff’s Office staff. During his tenure the Sheriff’s Office handled the famous Velma West murder case. Prior to 1960 we have very few photos available of our Office so these few pictures of him and that era are keepsakes, and offer a peek into life during those years. And you have to love those fur coat fashions!

Here is a little more history of the Lake County Sheriff’s Office … the 1st Lake County jail
On March 6, 1840, the County of Lake was created out of an area that was once part of both Geauga and Cuyahoga counties. Originally it was part of the Connecticut Western Reserve. With the creation of Lake County, a Sheriff was elected. The first Sheriff of Lake County was Luther Bates who served from 1840-1844.
However, the 1st formal jail was not built until 5 Sheriffs later under Sheriff Abner Axtell, who served from 1857-1860. The first jail in Lake County was built in 1859 just before the start of the Civil War. The design and plans were prepared by Colonel Morse. The jail’s contractor, Harvey Woodworth, built a two-story brick structure which had 8 cells, 4 on each floor. It was built on the property directly behind the court house that is now the rear parking lot of the court house, just west of the current jail. By 1975 the "old jail" had gone through an extensive renovation project increasing its housing space to accommodate an greatly expanding inmate population. However, with the emergence of the Ohio Minimum Jail Standards the jail could not meet the standards without great expense. In 1982 the decision was made to build a new jail. In January of 1990 nine female inmates and 91 male inmates were transferred to the current jail facility.
When the old jail closed there were over 800 people waiting to serve time in the jail for sentences of 5 days or less, misdemeanor or lower level offenses. When the jail population was moved to the new facility, the old jail was used to house those lower level offenders to take care of the jail time. Known as “Focal Point”, for one year people came to the jail, were not locked down, were housed in their own clothes and stayed until their sentence was completed.
Below are photos of the exterior of the jail and a few photos of the interior of that 1st jail. Sorry for the poor clarity but they are best photos we have been able to find of the old jail.

Weather Alerts on the SheriffsApp Cell Phone Application
While so many are excited to have the Lake County Sheriff’s Cell Phone App on their personal devices for the instant access to important information about road closures, press releases and jail rosters, some find the constant weather alerts by the National Weather Services too much. The good news is that you can stop the weather alerts you receive on our cell phone application. It’s simple:
1. In the upper right hand corner of the screen click the gear shape
2. Then click Notification settings
3. Under public channels you will see NWS Alerts. Simply move the highlighted green button to your left and it will stop all weather alerts
4. If you ever want the alerts back, repeat the process and move the button right to make it green
We hope this helps you improve your SheriffsApp phone application.

Why does the Lake County Sheriff’s Office SWAT Team respond to Ashtabula and Geauga Counties? We have been asked this question many times so I want to take a moment to answer. Most Counties, unless they are major cities, do not have fulltime SWAT teams. The team members work fulltime on patrol or other units, and only respond as SWAT members when incidents occur. A SWAT activation takes deputies off patrol for that period. Further, such call outs, because they require so many individuals to staff a SWAT Team, can be very costly in terms of overtime. Ongoing training further complicates such issues, but it is critical to implement the most professional unit possible in handling such dangerous incidents. Hence, for one agency to carry that burden is difficult. For this reason, years ago the Lake, Geauga and Ashtabula County Sheriffs got together to share resources (deputies who are SWAT trained, equipment, negotiators, and more) in staffing our SWAT team. Equally, police chiefs from areas throughout the three counties agreed to add their personnel in supporting such efforts. By sharing manpower it reduces the cost for both training and response to incidents. Sharing the cost for vehicles and equipment also lessens the cost to one community without lessening the professionalism and training needed to put a well-trained emergency response team into the field on a moments’ notice. Further, by being a tri-county (regional) response team qualifies our team for federal grants and funding that other localized teams are not able to receive. This federal funding has enabled us to purchase two armored vehicles, vests, and other equipment without using local dollars. Today our SWAT team is comprised of members from the Lake, Ashtabula and Geauga County Sheriff’s Offices, Painesville City Police Department, Madison Township Police Department, Middlefield Police Department, Chester Township Police Department, Concord Township Fire Department, and the Painesvill

Phone camera video of a selection of our emergency response vehicles from our photo shoot last night.
High Threat Vehicle Engagement Training Currently our deputy sheriffs are going through high threat vehicle engagement training. Their instructors, our own Lieutenant Zach Ropos and Lieutenant Bryan Bowen, have designed an excellent training program to teach our deputies skills to respond in traffic stops were they encounter individuals who present weapons and begin to engage the deputies in gunfire. It is important to note that as part of this training you will see that the training officers are ensuring that deputies are properly identifying the threat prior to engagement. We ensure that our training includes that deputies properly identify any threat before firing their weapon. Today many law enforcement officers across the Country are losing their lives in such encounters. Providing such excellent and needed training will keep our deputy sheriffs better prepared to respond to such high-level threats. We are sharing with you a small video of that training in progress to give you some idea how much pressure can exist in such situations and the skills needed to effectively respond. Chief Deputy Jeff Sherwood, Capt. Robert Izzo our Road Patrol commander, and I believe that such training is critical in keeping our deputies safe and ensuring the safety of our community. Hats off to Lieutenant Ropos and Lieutenant Bowen and bringing such exceptional training to our range program. Sheriff Frank Leonbruno A special thanks to 88 Tactical for provided training to our instructors on high threat vehicle engagements. And thanks to Bob’s Garage and Defender Auto who generously supplied the autos and windshield glass that we are using in this training

It was in February, 2020 that the Lake County Sheriff’s Office reported on the arrest of Michael C. Craig, 60 years old, after he intentionally drove through the fuel pumps at Get Go on Mentor Avenue in Painesville Township, striking vehicles and destroying property as he traveled. This collision caused a fire at the fuel pumps and caused the area to be evacuated. Michael Craig then resisted arrest and threatened responding Deputies lives. Lt. Larry Harpster Detective Bureau Commander Lake County Sheriff’s Office ____________________________________ Press Release and Video from the incident in February 2020 On Saturday, 02/29/20 at 1150hrs, the Lake County Sheriff’s Office was dispatched to the GetGo gas station at 1251 Mentor Ave., Painesville Twp., regarding a report of a possible accident that resulted in a fire at one of the gas pumps. Investigation revealed that the male operator of a black Buick Rainer SUV, had been stationary in the GetGo parking lot. He accelerated at a high rate of speed and intentionally rammed into a gas pump. This gas pump became dislodged from the ground and this vehicle continued in a northeast direction across the parking lot. This vehicle, while pushing the dislodged pump, impacted a Ford Pickup truck that was fueling up at another pump. This pickup truck was occupied by two adults and their child. The intentional collision with this pickup truck forced the truck into the gas pump it was using. The other pump that was initially dislodged became wedged under this pickup truck. Due to the impact, a fire was immediately
