Lake County Planning & Community Development (LCP&CD) is the county planning division to the Lake County Commissioners. Lake County Planning & Community Development is the county planning division to the Lake County Commissioners, and is the staff to the Lake County Planning Commission.
LCP&CD also administers Community Development Block Grant (CDBG) and HOME funds. Functions of LCP&CD include:
-Facilitating the comprehensive plan process for various Lake County Communities.
-Assisting in the administration of the subdivision process for Lake County townships. This includes making presentations to the Planning Commission and collaborating with developers to help complete their projects.
-Reviewing zoning text and district amendments for the Lake County townships. This includes creating and presenting recommendations to the Planning Commission.
-Performing various planning duties, including site plan review, GIS mapping, census data interpretation, assigning addresses, and providing information to the public.
-Providing consultation to Lake County communities for the revision of zoning text.
-Administering the CDBG and HOME Programs, which are funded by the United States Department of Housing & Urban Development (HUD).

FISCAL YEAR 2021 ACTION PLAN
Lake County is required by the U.S. Department of Housing and Urban Development (HUD) to prepare an Annual Action Plan to govern the use of Federal Community Development Block Grant (CDBG) and Home Investment Partnership (HOME) funds. These funds must primarily benefit low and moderate income persons. Per HUD regulation and the Lake County Citizen Participation Plan two public hearings will be held by the Lake County Planning and Community Development (P&CD) office. P&CD serves as administrator of funds for the Lake County Board of Commissioners.
Public hearing #1 will take place on Wednesday, April 14, 2021 at 1:00 P.M. and will be accessible online only. The meeting will be live broadcast via https://www.lakecountyohio.gov/commissioners/Commissioners-Live-Stream a quick link to the livestream YouTube channel can be accessed by going to the homepage of the Lake County website and scrolling down to the last quick links on the right “Commissioners Live Stream.” This is a stream that is only live when meetings are in session. This virtual public hearing allows questions in real time, with answers coming from the P&CD staff hosting the public hearing: Questions or comments may be submitted by email to [email protected]. This meeting is not required for CDBG and HOME grant applicants, however participation is encouraged.
During this development stage of the Annual Action Plan, the components of the Plan will be discussed and public comments will be solicited, including ideas regarding the community’s needs, resources, and priorities. Comments may also be submitted by placing them in the drop box located in the main lobby of the building marked “CDBG/HOME.” The public is encouraged to refer to the P&CD website www.lakecountyohio.gov/pcd and to call (440) 350-2740 with any questions.
Grant application consultation with P&CD staff will be available by appointment only Wednesday, April 28, 2021 through Friday, April 30, 2021 and Wednesday, May 5, 2021 through Friday, May 7, 2021, from 8:30 AM to 4:00 PM, to assist applicants with determining CDBG eligibility and National Objective qualification and/or HOME Program eligibility, and answering overall application development questions. A consultation appointment is required for all applicants who have not had a funded CDBG or HOME Program application during the past two grant cycles (FY19, FY20). Backing Historic Small Restaurants GRANT
The Backing Historic Small Restaurants program is presented by American Express in partnership with the National Trust for Historic Preservation to award $1 million to 25 historic and culturally significant restaurants in the United States. Preference will be given to businesses owned by underrepresented groups, including People of Color and women, disproportionately impacted by the pandemic. Grants and support for these historic small restaurants experiencing financial hardship due to the pandemic is intended to help support their recovery and sustain them for the future.
Grant Selection Criteria for Eligible U.S. Small Restaurants:
Have experienced significant financial hardship due to the impacts of the pandemic.
Have operated and contributed to the neighborhood’s history and/or identity for at least 25 years.
Be a small/independently owned restaurant located in a historic building and/or historic neighborhood.
Preference will be given to businesses owned by underrepresented groups, including People of Color and women, disproportionately impacted by the pandemic.
Priority will be given to small restaurants who have not already received significant COVID-19 related aid.

City of Mentor on the Lake
Good morning! We wanted to share some photos of the City Hall Park Pavilion. It really looks great. At the moment, there is a small moat on a couple sides, but once the finishing touches are made it will be a wonderful addition to the Park.
