INSPECTION PERIOD
FOR THE PROPERTY TAX ASSESSMENT ROLL

The JOHNSON County real property tax roll will be opened for inspection from JUNE 6 – 20, 2022. Under the supervision of the property valuation administrator or one of the deputies, any person may inspect the tax roll.

This is the January 1, 2022, assessment on which state, county and school taxes for 2022 will be due in the Fall of 2022.

The tax roll is in the office of the property valuation administrator. Unless otherwise determined by the property valuation administrator, inspections will be conducted remotely. If in-person inspections are available, the tax roll may be inspected between the hours 8:30 AM and 4:00 PM .

Any taxpayer desiring to appeal an assessment on real property made by the PVA must first request a conference with the PVA or a designated deputy. The conference may be held prior to or during the inspection period. Documentation supporting your opinion of value will continue to be required; however, you will receive specific instructions on the best method to submit your documentation after contacting our office about your intention to have a conference.

Any taxpayer still aggrieved by an assessment on real property, after the conference with the PVA or designated deputy, may appeal to the county board of assessment appeals.

Your appeal must be filed with the county clerk’s office no later than one workday following the conclusion of the inspection period. Please contact the county clerk’s office to receive instructions on the method that office is using to accept appeals this year and to obtain a form that can be used to file your appeal.

Any taxpayer failing to appeal to the county board of assessment appeals, or failing to appear before the board, either in person or by designated representative, will not be eligible to appeal directly to the Kentucky Claims Commission.

Appeals of personal property assessments shall not be made to the county board of assessment appeals. Personal property taxpayers shall be served notice under the provisions of KRS 132.450(4) and shall have the protest and appeal rights granted under the provisions of KRS 131.110.

The following steps should be taken when a taxpayer does not agree with the assessed value of personal property as determined by the property valuation administrator.

(1) He or she must list under protest (for certification) what is believed to be the fair cash value of the property.

(2) A written protest must be filed directly with the Department of Revenue, Office of Property Valuation within 30 days from the date of the notice of assessment.

(3) This protest must be in accordance with KRS 131.110.

(4) The final decision of the Department of Revenue may be appealed to the Kentucky Claims Commission.

MORE GOOD NEWS: TODAY I RECEIVED AN EMAIL FROM FRANFORT, THEY ARE WORKING ON THE REFUNDS FOR FOLKS THAT RENEWED THEIR TAGS IN JAN OR FEB 2022 AT THE INFLATED VALUE. THE CHECKS, ACCORDING TO THE EMAIL, SHOULD BE MAILED OUT BEFORE THE END OF THE MONTH
WHEN WE WORK TOGETHER WE CAN GET THINGS DONE.
"THANK YOU" TO EVERYONE THAT CALLED, WROTE, EMAILED, TEXTED ETC.... TO OUR STATE ELECTED OFFICIALS. JOB WELL DONE.

GOOD NEWS! GOOD NEWS! The Lexington Herald Leader reported that Governor Beshear signed an executive order freezing the 2022 used vehicle values at the 2021 amount with refunds due to anyone who already has paid the tax this year. The freeze is for the next 2 years. Hopefully the state legislators will continue on and pass a bill to support this executive order. You all have done a great job in contacting your legislators. Without you contacting the Governor and the Legislators this would not have happened and we would be stuck with the increase. Job well done, Thank you. This is one reason I want to continue serving as the Johnson County P.V.A. for another term.

More Good News, WYMT reported Friday that the Senate passed a bill similar to the House bill. Both bills required the valuations for last year be the valuations for the automobiles to be used this year, not the unjust increase the revenue department is using now. Both bills will require a refund. Things are happening in a good way for now in the Ky. House and Ky. Senate. But now is not the time to put you claws away, we need to keep contacting our state representatives and senators until the bill is signed and becomes law.

A LITTLE GOOD NEWS TODAY ABOUT THE VALUATIONS OF USED VEHICLES. WYMT REPORTED TODAY HB6 HAS PASSED COMMITTEE AND NOW GOES TO THE FULL HOUSE OF REPRESENTATIVES FOR A VOTE. HB 6 INDICATES THE VEHICLE VALUATIONS OF 2021 WILL BE THE VEHICLE VALUATION FOR 2022 AND ANYONE ALREADY RENEWED THEIR VEHICLE WILL BE DUE A REFUND IF THE VALUATION WAS HIGHER THAN LAST YEAR. ANOTHER IMPORTANT PART OF HB 6 IS IT HAS AN EMERGENCY CLAUSE MEANING WILL BE BECOME EFFECTIVE WHEN IT IS PASSED AND SIGNED BY THE GOVERNOR.
YOU ALL ARE DOING GOOD WORK, DON'T STOP NOW, KEEPING CONTACTING YOUR STATE REPRESENTATIVES AND SENATORS AND ASK THEY CONTINUES TO SUPPORT OF HB6. PLEASE SHARE TO PUBLIC TO HELP SPREAD THIS AROUND.

If you are going to be 65 years old anytime during the 2022 year, now is the time to sign up for the Homestead Exemption. You don't have to wait until your 65th birthday to sign up, sign up now. SOME GOOD NEWS-VEHICLE VALUATIONS
Senate Bill 75, would direct the Dept. Of Revenue to use last year's vehicle property values to determine car tax rates in 2022 and 2023. The bill was filed Monday by Sen. Jimmy Higdon, R-Lebanon. We all need to contact our state Representatives and Senators urging our support. Also House Bill 6 will require the Department Of Revenue to use a different standard to determine vehicle values than the current method. The bill will also allow for a refund to people who already paid their 2022 vehicle tax. HB 6 was filed Monday by Rep. Patrick Flannery, R Olive Hill and several other house members. IMMEDIATE ACTION NEEDED

Grant County P.V.A. posted a letter on facebook indicating the Department Of Revenue, will
increase the valuation of used vehicles by an average of 40% over last year’s valuations for 2022.
That should not happen. To say the valuation of used vehicles have increased by that amount is nothing
but fluffed. It amounts to a tax increase unless all the taxing districts review and lower their tax rates.
Each taxing district has the authority to lower the rate as an attempt to offset that amount of increase.
An article in the Louisville Courier Journal, 2 January 2022 reports the state has a $ 1.1 billion dollar
surplus and set to receive another $ 1.1 billion in federal American rescue plan act funds in May.
Please take action to avoid this tax increase from happening. Contact all your elected and appointed
officials to ask the used auto valuation not to increase an of average of 40% as proposed. Contact local
and state officials today.
