🚨WANTED PERSON - NON-COMPLIANT S*X OFFENDER🚨

The Parsons Police Department is seeking the public’s assistance in locating Arthur Scott, 36, of Parsons, Kansas, who is wanted for a felony violation of s*x offender registration requirements and an outstanding Kansas Department of Corrections parole absconder warrant.

During Operation Safe Trick or Treat, Parsons Registered Offender Program attempted to locate Scott and discovered he was no longer able to be located at his registered address of 2506 Gabriel Avenue in Parsons. Scott was previously the subject of an absconder parole warrant through the Kansas Department of Corrections and has subsequently failed to register as required in September 2026.

This continues to be an on-going investigation, and citizens are encouraged to "See It, Hear It, Report It." All suspects are presumed innocent until proven guilty in a court of law. If anyone has any further information on this incident or any other criminal activity, please contact the Parsons Police Department at 421-7060 or call the Tip Line at 421-7057 or email at [email protected].

When someone puts their hands, an object, or anything around another person’s neck, blocks their airway, or restricts their breathing, they are not “just trying to scare them.” They are asserting control over whether that person can breathe, lose consciousness, live, or die. Nonfatal strangulation is one of the strongest known predictors of future intimate-partner homicide. Research shows that survivors who have been strangled by an intimate partner face more than seven times the odds of later being killed by that partner. Strangulation is the final “warning shot.”

The danger does not end when bruising fades or when there are no visible marks. Strangulation can cause traumatic brain injury from oxygen deprivation; damage to the airway or voice box; seizures; stroke days, weeks, or even months later; memory loss; headaches; dizziness; vision changes; and profound trauma, including PTSD, anxiety, depression, panic attacks, nightmares, and the constant fear that the next assault may be fatal. If someone has put their hands around your neck, restricted your breathing, or covered your mouth and nose, please seek medical care; we have resources for a strangulation expert. And contact a local domestic violence advocacy group.

The Parsons Police Department’s DV Unit opened September 1, 2024 and is here specifically to support intimate partner violence.

🎃👻 MONSTER MARCH IS COMING TO DOWNTOWN PARSONS! 👻🎃
Calling all ghosts, goblins, witches, superheroes, princesses, and little monsters!
The Parsons Police Department is excited to welcome everyone to the Annual Downtown Parsons Monster March! It's that time of year again when our downtown streets fill with costumes, candy, laughter, and a few things that go bump in the night!
As families and children head downtown for some Halloween fun, the Parsons Police Department wants to remind everyone to make safety part of their costume.
🚸 Drivers: Slow down, stay alert, and watch for little monsters crossing the streets. They may be dressed as superheroes, but that doesn't mean they can stop a moving vehicle!
🍬 Parents: Keep your little trick-or-treaters close, use designated crosswalks, and make sure everyone stays together. We know candy is exciting, but safety comes first!
👻 Kids: Have fun, be respectful, and remember to look both ways before crossing the street. Even ghosts need to follow traffic laws!
🚔 Everyone: Our officers will be out and about helping keep the festivities safe. Don't be afraid to stop, say hello, and show off those costumes. We promise our officers aren't nearly as scary as they look!
The Monster March is a great Parsons tradition that brings our community together, supports our downtown businesses, and gives our youngest residents a chance to make some great Halloween memories.
Let's make this year's Monster March a safe, fun, and spooktacular event for everyone!
From all of us at the Parsons Police Department, have a safe and Happy Halloween!
🎃 Remember: The only thing we want getting scared this Halloween is the candy supply!
